“USA:s angreppsplan avslöjad” hette det i en sexspaltig topprubrik på utrikessidan i HD häromveckan (11/11 2002).

Bakom rubriken låg antagandet att en journalist någonstans genom kontakter eller rentav grävande journalistik lyckats avslöja något som makthavarna sökt hålla hemligt. Att offentliggöra militära anfallsplaner är förmodligen inte riskfritt. Här hade någon modig journalist utmanat makten.

Var det så?

Naturligtvis inte.

Nyheten om anfallsplanerna var högst sannolikt planterad på initiativ från Pentagon på mycket hög nivå, som ett led i det intensifierade propagandakriget.

Den hade först publicerats i New York Times och därefter citerats av TT-Reuter som stod som källa till det i HD publicerade telegrammet. “Uppgav en hög anonym tjänsteman”, hette det.

TT hade inte satt rubriken på artikeln ifråga. I texten fanns dock ingenstans en markering av osäkerhet angående “nyhetens” ursprung. Är man så aningslös på TT, undrar jag, att man inte inser att det nu pågår ett högintensivt propagandakrig, där sanningen är det första offret?

Till saken hör också att om “nyheten” är planterad, vilket allt tyder på, finns det ingenting som säger att den är sann. Det som står i texten är snarare vad Pentagon vill att världen och fienden i Irak ska tro. Här finns till och med ett rått budskap direkt till den irakiska militären:

“Vi vill inte döda en massa irakiska soldater men om de dumt nog kämpar emot så blir vi tvungna,” sade tjänstemannen.

USA kommer troligen att inleda ett krig mot Irak, med eller utan FN:s acceptans. Låt oss utgå från att det förhåller sig så. I så fall är det allra viktigaste nu för den politiska ledningen i Washington att rättfärdiga kommande krigsinsatser. Det sker genom propaganda och desinformation, sällan genom uppenbara lögner, det är för riskabelt.

De senaste decennierna har PR-firmor, företrädesvis i Washington, kommit att spela en allt mera framträdande roll i det totala kriget. Deras uppdrag kan generellt formuleras som att “cirkulera nyheter som är gynnsamma för uppdragsgivaren”.

PR-firman Ruder Finn arbetade länge för den bosnisk-muslimska regimen i Sarajevo med främsta syfte att häva FN:s vapenembargo. Formellt misslyckades man. Men i realiteten blev embargot nonchalerat, både av USA och andra stora vapenexportörer.

En annan PR-firma, Hill and Knowlton, fick i uppdrag av kuwaitiska exilkretsar att skapa incitament för omvärlden att angripa Saddam Husseins Irak som då ockuperat Kuwait.

Hill and Knowlton arbetade okonventionellt. En historia som spelade särskilt stor roll gällde irakiska soldaters framfart på ett sjukhus. De hade slitit ut för tidigt födda barn ur deras kuvöser ochspetsat dem på sina bajonetter, hette det.

President Bush (den äldre) omnämnde kuvösincidenten vid sex tillfällen i känslomässiga tal. Den framhävdes som ett frapperande exempel på den irakiska militärens brutalitet, som omvärlden måste sätta slut för till varje pris.

Efter Gulfkriget visade det sig att kuvöshistorien var fabricerad av PR-firman. Den unga kvinna som gråtande vittnat om det skedda var dotter till Kuwaits FN-ambassadör. Läkare på förlossningsavdelningen förnekade att det gått till så som PR-firman hävdat.

Nu åberopas ofta av George W Bush att Saddam använt gas mot sin egen befolkning, vilket är korrekt. Problemet är bara, vilket Noam Chomsky påpekat, att det skedde “with our help”, samtidigt som USA stödde Irak militärt under det mångåriga kriget mot Iran.

Denna höst är sannolikt en förkrigstid. USA:s regering måste med alla medel sälja bilden av det rättfärdiga kriget mot en ohyggligt grym fiende. Om inte opinionen i USA står bakom kriget kan det gå riktigt illa, både med krigsansträngningarna och med president George W Bushs möjligheter att bli omvald.

För USA gäller det nu att som Phillip Knightley skrivit, framställa fienden som “så ond att allt vårt goda våld är tillåtet för att förgöra fiendens onda våld”. Knightley är, menar jag, världens främste expert på krigspropaganda, författare till klassikern “Krigets första offer är sanningen”.

Krig i vår tid har blivit en fråga för PR-firmor. Utan dem är arméerna hjälplösa. PR-firmorna producerar grymma fiendebilder av den personifierade ondskan, som måste besegras i det rättfärdiga kriget och låter opinionsmätningar kalibrera insatserna. Det gäller att få verkligheten att passa in i mallen, S:t Göran mot draken.

Demonisering, med andra ord. Vi och dom. Precis samma grundmekanismer användes när serbiska, kroatiska och muslimska nationalister demoniserade varandra efter Berlinmurens fall, innan de jugoslaviska sönderfallskrigen börjat.

Ord kan vara farliga än kulor.

En annan aspekt är minst lika viktig. Hur ska medierna på ett rimligt självständigt vis bevaka samtidens krig?

Greg McLaughlin diskuterar i “The War Correspondent” bland annat konsekvenserna för krigsrapporteringen av den elfte september. Om detta är vår tids krig, hur ser då krigskorrespondenten ut? Det samma kan sägas efter CIA:s mord på sex misstänkta Al-Qaida-terrorister i Jemen nyligen (Se debattartikel på kultursidan av Thomas Hammarberg och Gunnar Lassinanti 12/11 2002).

Hur ska medier på ett rimligt kritiskt vis kunna bevaka den här sortens händelser?

Vi har en föreställning om krigskorrespondenten som med personligt mod utsätter sig för risker för att vi ska få veta sanningen. I dagens krig spelar detta en allt mer marginell roll. Ändå utsätter sig många enskilda journalister för stora risker och gör viktiga insatser. Över 700 journalister och mediearbetare dog i krig under åren 1987-2001, enligt Internationella Pressinstitutet i Wien.

Av dessa dödades 16 i Belgrad den 23 april 1999. Då bombade NATO den serbiska TV-stationen i Belgrad. Av IPI beskrevs detta som en “omdömeslös och skoningslös” insats. Amnesty International klassificerade i en rapport angreppet på TV-stationen som en uppenbar krigsförbrytelse. Jag har själv stått utanför ruinen av TV-huset, som jag också tidigare besökt, och känt lika delar vrede och uppgivenhet, också över omvärldens bristande engagemang i det som skedde.

Bombningen inträffade kort efter det att NATO efter flera dagar av undanmanövrer och lögner tvingats medge att man av misstag bombat en kolonn av Kosovoalbanska flyktingar med 70-talet döda. Den serbiska televisionens bilder hade skakat världen. NATO:s bomber skulle göra slut på “propagandan”. Independents legendariske journalist Robert Fisk betecknade incidenten så här:

“När man börjar bomba människor därför att man ogillar vad de säger, då har man ändrat krigets lagar.”

Under bombningarna av Afghanistan förra året slog NATO redan i inledningsfasen ut talibanernas radiostation “Voice of Sharia”. Få protesterade. Under bombningarnas slutskede attackerade man och förstörde också “Al Jaziras”-redaktion i Kabul, den fristående arabiska TV-kanal som blivit arabvärldens svar på BBC.

Till saken hör också att USA köpte upp alla tillgängliga kommersiella satellitbilder från Afghanistan under bombningarna, för att få total kontroll över informationen. Allt detta påverkade vår bild av kriget. Säkert bidrog det till att få upprördes lika mycket över 6.000 civila afghanska offer som över de 3.000 lika oskyldiga offren vid attacken mot World Trade Center.

Al-Jazira kom att spela en viktig roll i bevakningen av Afghanistan. TV-stationen hade de enda TV-bilderna från Kabul under bombningarnas inledning. Sändaren finansieras av Qatars regering. Den har 600 anställda. Många av journalisterna har arbetat på BBC:s arabiskspråkiga sändningar. Stationens kvinnliga nyhetschef Dana Suyyagh besökte i dagarna Danmark:

“Vi bryter med de västliga mediernas stereotypa bilder av araber som långskäggiga män som springer runt i öknen och talar i mobil, sa hon till tidningen Information (11/11 2002).

Al-Jazira sände 7 oktober 2001 ett scoop (ensamnyhet) av historisk karaktär, en video med ett uttalande av den eftersökte Usama bin Ladin. Häromveckan sände man ånyo ett uttalande från bin Ladin, denna gång utan bilder, ett ljudband som tagits som bevis för att Al-Qaidaledaren fortfarande är livet.

Den här sortens inslag har ökat den amerikanska regeringens vrede mot sändaren. Man har inte nöjt sig med att bomba dess redaktion i Kabul utan också gjort allt för att den ska läggas ner.

Låt oss hoppas att så inte blir fallet. Al-Jazira är den första världsomspännande TV-sändaren som bryter det västliga nyhetsmonopolet. Dess betydelse kommer att öka än mer om man fullföljer planerna på engelsktextade sändningar.

Sändarens kontor i Kuwait och Bagdad har stängts, till följd av lokal kritik mot dess bevakning.

“Vi brukar säga att vi lyckats med vad ingen annan förmått, att få Irak, Kuwait och USA att bli eniga”, sa Dana Suyyagh. De menar alla att vi inte är trovärdiga.

Under NATO:s krig mot Jugoslavien 1999 rapporterade “krigskorrespondenterna” främst från presskonferenserna vid NATO:s högkvarter i Bryssel. Där presenterade NATO:s talesman, den blide brittiske historikern Jamie Shea, NATO:s version av kriget.

Shea sålde bilden av det högteknologiska kriget, där smarta bomber med stor precision slog ut militära mål med minimala civila offer. Och bilden gick hem.

I efterhand vet vi att den bilden var falsk. Bara en tredjedel av bomberna var smarta. Några var så “dumma” att de hamnade i Rumänien, vilket var en rejäl miss. De civila offren var stora. Vapen med anrikat uran och clusterbomber användes.

Också Gulfkriget 1991 framställdes som “hyperrealistiskt”, för att citera Jean Badrillard. Mc Laughlin konstaterar att vi i televisionens nyheter fick se ett virtuellt krig med Hollywoodfilmens estetik. “Vi fick däremot varken se eller ens veta något om upp till 200.000 dödade eller om den ekonomiska och miljömässiga förödelsen av Irak och Kuwait.”

Det kommande kriget riskerar att bli mångfalt värre. Förre vapeninspektören Scott Ritter diskuterar i sin bok “Krig mot Irak” (rec HD 20/11 2002) som “worst case” ett formidabelt Ragnarök. Å ena sidan, tror Ritter, kommer Saddam Hussein att använda kriget som förevändning till att slå ner både shiabefolkningen och kurderna i landet med kanske 30.000 – 50.000 döda. Han fruktar också att USA:s attacker mot Bagdad kommer att förvandla femmiljonerstaden till ett irakiskt Groznyj efter ryssarnas anfall mot tjetjenierna.

Frågorna är givna. Vilken bild kommer våra medier att ge av kriget? Kommer vi att ens komma i närheten av sanningen?

“Sanningen är vår valuta” har den kände brittiske krigskorrespondenten Martin Bell sagt.

Kan vår tids krigsbevakning leva upp till det idealet?

Eller lever vi i de devalverade sanningarnas tid.
