Västvärldens fredsförhindrande insatser fortsätter i fd Jugoslavien

Kosovo, Ceku, Haradinaj, Montenegro….dubbelmoralens väktare

Om Du tror att västvärldens politik bör fungera som mönster för anständighet, rättvisa och ett principiellt politisk handlande, bör Du tänka över dessa aktuella nyheter från före detta Jugoslavien.

Kofi Annans utsände i Kosovo, förre finske presidenten Martti Ahtisaari, säger till Der Spiegel att Kosovo rör sig mot oberoende. I en ton som bara kan karakteriseras som arrogant säger han till den serbiska sidan att den borde känna till spelets regler och veta sitt eget bästa. Detta betyder helt enkelt att han inte är någon medlare som lyssnar till och respekterar alla sidor med tanke på att hitta en lösning. Han är agent för makter som kan diktera sin lösning. Är Kofi Annan bekymrad?

Kosovo som bombades bort från Serbien och ockuperades genom Natos olagliga krig 1999 tycks således förlorat för Serbien. Kommer de återstående serberna i Kosovo att fly, starta en gerillarörelse, försöka ansluta sig till Serbien? Kommer det att sluta med gränskrig? Samtidigt som alla experter är överens om att Kosovos ledare inte har levt upp till minimistandard för mänskliga rättigheter, tolerans och flyktingåtervändande under de senaste sju åren, så sätts nu Kosovos ställning före denna minimistandard. Det är precis raka motsatsen till vad västvärlden bestämde för fem år sedan.

Kofi Annans representant, den danske diplomaten Søren Jessen-Petersen, som sköter UNMIK i Kosovoprovinsen, lovordar för andra gången en misstänkt krigsförbrytare. Är Kofi Annan oroad av att en av FN:s topptjänstemän gör detta? Förut var det Ramush Haradinaj, den före detta premiärministern som åtalades i Haag. Nu är det Agim Ceku, den nye premiärministern. Danmark har tillräckligt med skandaler framme på sitt bord just nu, så Jessen-Petersens flirt med etniska rensare gör kanske inte så mycket till eller ifrån.

Ceku var ledande officer i den kroatiska armén när den 1995 med hjälp av CIA och legoknektföretag genomförde etnisk fördrivning av omkring 200 000 legitima kroat-serbiska medborgare ur Kroatien. 90% av dem är fortfarande flyktingar i Serbien och ingen stödjer deras återvändande. Således var och är alla jugoslaviska minoriteter utan skydd av västvärldens mänskliga rättigheter; serber är inte värdiga offer.

Från 1993 och framåt befann sig Ceku i perioder i Kosovo och hjälpte de mest extremistiska i sin födelseprovins att bygga upp UCK, Kosovos Befrielsearmé, bakom ryggen på Dr. Rugova, den enda pacifistiska ledaren i det nu sönderslagna landet. (Jag vet vad Ceku gjorde eftersom jag fick honom att själv berätta historien för mig.) UCK och Ceku fick generöst bistånd från den tyska underrättelsetjänsten BND och efter att USA tagit bort UCK från sin lista över terrorist organisationer – av CIA.

Den moderate, pragmatiske ickevåldsinriktade kosovoalbanske ledaren Dr. Rugova, som för kort tid sedan avled, var naturligtvis farlig; tänk om han hade uppnått ett oberoende Kosovo med ickevåldsmetoder; vilken katastrof för dem som tror på våldsam intervention, bombningar och ockupation som vägar till fred.

Omedelbart efter att västvärlden genom FN, Nato och OSSE ockuperat den serbiska provinsen fick vi höra att de hade avväpnat UCK. Det gjorde de inte och alla visste det. UCK var ett ledande organ för att genomdriva att omkring 200 000 serber lämnade Kosovo; proportionellt var det den största etniska rensningen på Balkan. Men den var vår etniska rensning, så västvärldens fria press låtsades inte se den. UCK låg också bakom krigföringen tvärs över gränsen in i södra Serbien och det åtta månader långa kriget i Makedonien.

Allt detta är behagligt bortglömt i dag; det måste vara det, eftersom västvärldens intressen är inriktade på ett oberoende Kosovo. Det är den logiska följden av Natos bombningar 1999. Och inte verkar det bekymra alltför många att hela denna process också bryter mot FN:s säkerhetsråds resolution 1244. I och med herr Cekus inträde på scenen som den statsman som föredras av västvärlden, är Dr. Rugova död i mer än en mening.

Västvärlden, Nato, FN och lobbygrupper som International Crisis Group (i vilken Ahtisaari varit ledande medlem) hävdade att kosovoalbanerna inte borde kritiseras för att de tvingat drygt 200 000 serber ut ur Kosovo under månaderna efter Natos, UCK-stödda, förstörelse av såväl Kosovo som det egentliga Serbien. Anledningen till det? De hade lidit så mycket under Milosevic. Det är visserligen inget tvivel om att albaner led svårt under repressionen från Milosevics polisstat i Kosovo, men det råder inte heller något tvivel om att a) Serbien är det enda land som har fått bort sin gamla ledare med ickevåldsmetoder och att b) omvänd etnisk rensning är osmakligt och oacceptabelt. Tillsammans med serberna från Kroatien och Bosnien lever dessa kosovoserber alltjämt som flyktingar i Serbien som praktiskt taget inte noteras och som är bortglömda; det finns omkring 500 000 av dem.

Kosovos förre premiärminister Ramush Haradinaj – anklagad för allvarliga krigsförbrytelser – har av Haagtribunalen fått tillåtelse att bo i Kosovo. Detta ska kontrasteras med att Milosevic har fått avslag på sin begäran att få tillstånd att resa till Ryssland för att där få den sjukvård han har trängande behov av. Västvärlden kräver att Serbien ska utlämna Karadzic och Mladic till Haag. Problemet är att både CIA och FBI sedan länge har beviljats tillträde till Serbien och inte kunnat lokalisera dem. Vad är det för spel som västmakterna spelar när de låtsas som om de inte har kunnat anhålla dessa två människor i Bosnien eller någon annanstans sedan 1995?

För bara några dagar sedan beslöt EU att Montenegro, den mindre partnern i dagens Serbien och Montenegro, kan få lov att hålla folkomröstning om oberoende. Kom ihåg att EU:s chef för utrikespolitiken, Javier Solana, var Natos generalsekreterare då det begav sig, den högste civile personen bakom förstörelsen av Jugoslavien.

International Herald Tribune skriver att EU föreslår “att Montenegro ska tillåtas avskilja sig från tvåstatsfederationen om 50 procent av de röstberättigade deltar i omröstningen och 55 procent av de röstamde väljer oberoende”. Sannerligen förbluffande; en ny europeisk stat kan skapas med stöd av endast 27,5% eller mindre än 200 000 röstande. Och minns att det bor fler montenegriner i Serbien än i Montenegro. EU använder således här ett recept för a) djup splittring eller inbördeskrig inom Montenegro och b) befolkningsutbyten – montenegriner i Serbien till Montenegro, serber i Montenegro till Serbien.

Dessutom kommer ett oberoende Montenegro och ett oberoende Kosovo att få serberna i Bosnien att fråga sig varför i all världen de ska hålla sig lojala till ett oberoende “Dayton-Bosnien” som 99% av dem aldrig har röstat för och som de – i likhet med alla andra medborgare i Bosnien – aldrig i folkomröstning har blivit tillfrågade huruvida de godtar.

“Världssamfundets” fredsförhindrande verksamhet fortsätter

Det är i dag få som kommer ihåg eller vet vad som skedde på Balkan för 15-25 år sedan. Få om ens några bryr sig om att se mönstren och de underliggande strukturerna. Få vågar vara politiskt inkorrekta och utmana “världssamfundets” grundläggande tolkningar och konflikt(fel)hantering eller EU:s balkanisering, och USA:s fredsframkallande verksamhet har blivit interventionism och förklädd ockupation. Västvärldens fria medier känner sig fria att inte låtsas se de orimligheter och den brist på principer som blivit kännetecknande för västvärldens politik. Om de inte gjorde så, skulle en del kunna påvisa den fullständiga moraliska konkurs på vilken ovan nämnda politiska initiativ grundas.

Föreställ er att Serbien – den förutsägbara förloraren framför andra i den jugoslaviska upplösningsprocessen sedan 1980-talet – reagerar på allt det föregående genom att stanna, dra benen efter sig som man brukar säga, ett bittert Serbien till synes ovilligt till samarbete. Föreställ er er att denna utveckling kommer att göra livet omöjligt för de moderata och västinriktade aktörerna i Serbien och spela de hårdföra nationalisterna i händerna, som Radikala partiet, och att det i kombination med andra chetnikstämningar gör att de vinner nästa val. Föreställ er att Serbien och dess medborgare vänder sig inåt, känner sig förödmjukade och blir nationalister igen.

Alla de som har förstått absolut ingenting av Jugoslavien de senaste 15 åren kommer då, i största oskuldsfullhet, att fråga: Hur kommer det sig att dessa serber är så envisa? Varför moderniserar de sig inte och blir goda européer som andra? Varför inser de inte sitt eget bästa som är vad vi erbjuder dem? Det är väl underligt att de inte helt enkelt uppger allt det där som de har omhuldat – Jugoslavien, autonomi för kroatienserberna, Republika Srpska, Kosovo, Montenegro och – vem vet när i framtiden – Vojvodina och Sandjak i utbyte mot – just det, det har ni alldeles rätt i – ingenting!

Efter 15 år av konflikthantering verkar västvärlden alltjämt inte förstå någonting av komplikationerna, psykologin och historien här. Därför kan man vara säker på två saker: USA och olika EU-medlemsstater har sina intressen och när nästa Balkankris bryter ut, kommer de att stå enade med två argument: 1) Vi gjorde ingenting som var fel och 2) det är fortfarande serberna som är problemet! Kom ihåg Ahtisaari – FN och State Department i en och samma person – som säger det rent ut: Det ligger i Serbiens eget intresse att spela enligt våra regler och glömma sina intressen vilka de än är.

Jag är övertygat om att vi inte har sett slutet på lidandena i det forna Jugoslavien. Vare sig det blir förr eller om några årtionden, kommer vi troligtvis att se våldet bryta ut igen.

Holbrooke-, Ahtisaari- och Jessen-Petersen-figurerna liksom de som sänt ut dessa nickedockor kommer att veta att skylla på en eller flera lokala parter och aldrig ställa frågan: Var det vi, världssamfundet, som också gjorde fel och förlängde tragedin på Balkan?

Kanske med undantag för Slovenien hittar man ingenstans i före detta Jugoslavien äkta fred. Om västvärldens aktörer vore i stånd att dra några lärdomar skulle vi få se en del förändringar i politiken för konflikt”hantering” i regionen.

Men så blir det inte, eftersom det skulle vara detsamma som att erkänna hur kontraproduktiv politiken varit de senaste 15 åren. Det går således att förutsäga att västvärldens fredsförhindrande verksamhet fortsätter och att – grymt nog! – oskyldiga medborgare på Balkan och inte konfliktfelhanterarna kommer att få betala priset.
