“Evo nas jos jednom, uvek u istom krugu: mediji sirom sveta govore nam kako imamo “mirovni” proces, “mirovne” pregovore i “mirovni” sporazum koji ce uskoro biti zakljuceni. Imacemo i NATO-ove “mirotvorce” na Kosovu. Govore nam kako Jugoslavija i Balkan prave prve korake na putu ka dugorocnom “miru” i stabilnosti. Profesionalnim mirovnjacima to ne predstavlja nista drugo nego orvelijanski novgovor. Ova autoritarna operacija NATO-a opako sluti na zlo: za buducnost, za svetski poredak, za zakonodavstvo, za vladavinu zakona, za demokratiju, za moralnu politiku, pa ako hocete i za mir” kaze direktor TFF-a, Jan Oberg. “Cena koju vec placamo za ovakvu vrstu mirovne politike, a koju cemo nastaviti da placamo i u buducnosti nije samo neprihvatljivo visoka nego i uveliko nesrazmerna s realnom velicinom srpsko-albanskog problema koji je navodno uopste trebalo da se resi. Srbi i Albanci su danas udaljeniji jedni od drugih i njih danas razdvaja vise mrznje nego ikada pre. Poslednja pristojna stvar koju bi mi mogli da uradimo u ovakvim uslovima bi bilo da prestanemo da izgovaramo rec “mir”. Ima doduse i onih koji kazu kako alternative nije bilo – ali takvi pate bilo od a) nedovoljnog znanja i iskustva u razresavanju sukoba (conflict resolution) ili b) od nezadovoljavajuce politicke imaginacije ili c) od auto-cenzure ili d) polaze od autoritarnih NATO fundamentalistickih stajalista – ili mozda od svega pobrojanog u manjoj ili vecoj meri. Evo vam nekoliko cinjenica.”

Cena placena u ljudskim zivotima i ratni zlocini
Od pocetka NATO bombardovanja, 24 marta, broj izbeglica i raseljenih povecao se sa oko 50.000 na 800.000; broj mrtvih i ranjenih sa oko 2.000 na oko 15.000. Zverstva su cinile srpsko-jugoslovenska strana, OVK i NATO; ovi poslednji su koristili projektile s osiromasenim uranijumom i kasetne bombe i na brojne druge nacine krsili medjunarodne zakone, namerno unistavajuci prevashodno civilne objekte i terorisuci milione civila.

Troskovi unistavanja, bombardovanja i rekonstrukcije
Kosovo – nezavisna republika Kosovo – koju smo hteli da sacuvamo sada je razbijena; i ostatak Jugoslavije je dobrim delom isto u rusevinama. Neposredna, samo trenutna materijalna steta procenjena je na izmedju 50 i 150 milijardi USD, posredna i dugorocna steta mogla bi da bude i nekoliko puta veca. Niko ne zna prave troskove bombardovanja – 33.000 poletanja sa 1100 aviona, nosaci aviona, bombe, projektili, municija, izvidjanje i nadzor, medjunarodna koordinacija, gorivo, snabdevanje, plate, osiguranje, doprinosi, transport, itd. – ali ako pretpostavimo da to iznosi oko 500 miliona na dan, onda stizemo do iznosa od 40 milijardi USD. Unistavanje zivotne okoline koje je pretrpeo citav region je ogromno, a narocito je Dunav zestoko pogodjen. SAD su iznele najveci deo unistavanja, EZ ce podneti troskove obnove – uzasno opterecenje za EZ.

NATO u Jugoslaviji i na Kosovu; naoruzani “mir” a ne nezavisno Kosovo
50.000 NATO-ovih vojnika na Kosovu je veci broj vojnika nego sto su cak i represivne jugoslovenske vlasti ikad drzale u toj pokrajini. Nijedan od sporazuma (ili ako hocete, diktata) ni ne spominje uspostavljanjwe institucije konsultovanja s jugoslovenskim vlastima. Ako se izuzme mogucnost da bi se referendum o nezavisnosti Kosova mogao odrzati kasnije, o nezavisnosti Kosova nema ni spomena, OVK-KLA ce morati da se razoruza. Na taj nacin ni srpska ni albanska strana nece dobiti nista osim onog sto NATO bude hteo da im pruzi.

Usledice vrlo verovatan egzodus Srba
Plan G8 predvidja potpuno povlacenje jugoslovenske vojske i policije s Kosova (s tim da bi neki mogli kasnije da se vrate) iako su uzgred mnogi od tih vojnika upravo tu i rodjeni i odrasli. Regiju ce pod americkim vodjstvom okupirati uglavnom upravo one NATO drzave koje su Jugoslaviju bombardovanjem dovele do de-facto kapitulacije. Ruski kontingent ce biti razmesten uz druge trupe i nece sam pokrivati ni jednu zonu. Ako tako stvarno i bude, tesko da ce se i jedan Srbin osecati dovoljno sigurno da bi odlucio da ostane, a jos manje da bi se vratio.

Izbeglica ce sada biti sve vise, a vecina se u bliskoj buducnosti nece vratiti
Pogledajmo na trenutak SVE izbeglice. Ima ih oko 800.000 albanskih. Malo je verovatno da ce se oni moci vratiti tokom ove godine; sa 50.000 vojnika koji vrse operacije na gomilama rusevina – ispunjenih minama a bez pitke vode to tesko da se moze dogoditi preko noci. A i na sta bi se to oni vratili? Posle 4 godine, tek se oko 10% izbeglica vratilo u Bosnu i Hercegovinu do sada.

A imamo i jos jedan – ZABORAVLJEN – izbeglicki problem
Jos od 1995. Jugoslavija udomljuje oko 600.000 pretezno srpskih izbeglica iz Hrvatske, Bosne i Makedonije. Na Kosovu zivi izmedju 150 i 200.000 Srba. Ako oni rese da se isele iz pokrajine imacemo tada jednak broj Srba u Jugoslaviji i Albanaca van nje koji svi cekaju da se vrate kucama.

Paznju medija privlace iskljucivo Albanci pa je tako vrlo verovatno da ce zelja da se humanitarna pomoc obezbedi svima kojima je potrebna, naici na “zamor donatora”. Uz ovo jos nesto: Mnogi su iz Beograda i drugih krajeva Jugoslavije (ako su mogli) otisli u Madjarsku i druge evropske zemlje, a na hiljade njih su raseljene unutar Jugoslavije. A kad sve najgore na kraju prodje, suocicemo se sa stotinama hiljada jugoslovenskih gradjana koji ce hteti da napuste zemlju u potrazi za boljom buducnoscu za sebe i svoju decu, ne videci nikakvu buducnost u dvostrukom kavezu Milosevicevog rezima i NATO okupacije i tako kombinovanog unistavanja zemlje. Na taj nacin bi izbeglicki problem lako mogao dostici i brojku od 2 miliona ljudi.

Stradaju susedne zemlje
I okolne zemlje su pretrpele stete od vise milijardi dolara. Premda neki pokusavaju da se ovim okoriste, puna kompenzacija jednostavno ne dolazi u obzir. Makedonija je na rubu kolapsa; Albanija se pretvorila u kombinaciju izbeglickog logora, NATO-ve baze i logora za obuku i druge potrebe OVK. Hrvatska je vec pretrpela zestoki pad turistickog prihoda za ovo leto. Svi trgovinski partneri Jugoslavije su izgubili trziste, prvo zbog godina pod sankcijama, a sada i zbog razaranja. Niko ne moze osporiti da je ovakvim nacinom uspostavljanja mira citav region destabilizovan i to kroz citav niz godina koje tek predstoje.

Priblizava se novi hladni rat
A i u mnogo sirim okvirima stvari su se promenile na gore. Ukrajinski parlament je jednoglasno izglasao odluku da se zemlji vrati njen nuklearni status. 30 aprila, na sastanku Ruskog nacionalnog Saveta za bezbednost odobrena je modernizacija svih strateskih i taktickih nuklearnih bojevih glava. Odluceno je da se nastavi razvoj strateskih nuklearnih projektila niskog ucinka, sposobnih da s velikom preciznoscu pogode bilo koju tacku na zemlji. Ministarstvo odbrane je odobrilo promenu vladajuce nuklearne doktrine. Rusi, koji su se tokom citavih 90-tih osecali ponizenima, na taj nacin su se ipak povinovali svim americkim i zapadnim zahtevima delom i zbog svog popustljivog rukovodstva i svoje ekonomske slabosti (takvih da ce jedva biti u stanju da podnesu troskove vlastitih trupa koje ce na Kosovu sedeti tokom godina koje su pred nama) i zbog velike zavisnosti od Zapada. U Pekingu je, najvise zbog bombardovanja kineske ambasade u Beogradu, nastao zaokret i odustalo se od principa da nece prvi napadati. Kada se ovoj situaciji dodaju i optuzbe za nuklearnu spijunazu, pitanja ljudskih prava i pregovori oko ulaska u Svetsku trgovinsku organizaciju, onda pocinju da se naziru obrisi novog Hladnog rata. Rusija, Kina i Indija, a i druge zemlje, sada znaju da ne treba da imaju poverenje u izrecene miroljubive namere Zapada. Brojne zemlje cije manjine gaje secesionisticke namere vec sada mogu da pocnu da iscekuju trenutak kad ce i one zasluziti isti tretman kakav je imala Jugoslavija.

Potvrdjivanje “Prava jaceg”
Bez namere da se upustamo u neprimereno filozofiranje, setite se samo cuvene Gandijeve izreke kako “sredstva potrebna za postizanje cilja danas, sutra vec i sama postaju ciljevi za sebe”. Mocna oruzja, diktati NATO-a, de-facto okupacija i nadasve dominirajuce americko prisustvo ne mogu da budu garancija izvornog mira i demokratije za narode na Balkanu. Ovo nije diplomatija ojacana silom, ovo je cista sila poduprta diplomatijom. Ovim postupkom su sistemetski na marginu izgurane male zemlje clanice NATO-a, zemlje ne-clanice NATO-a, UN, OEBS i nevladine organizacije. U komadice je razbijena svaka sansa za uspostavu multi-kulturnog svetskog poretka koji bi se razvijao uz saradnju i traganje za mirom miroljubivim sredstvima. S ovakvim ishodom SVIMA NAMA je samo gore”, kaze dr. Oberg i zakljucuje:

“Citavim dosadasnjim postupkom prikazano je previse misica, premalo pameti i nimalo srca. Trebalo bi da je ljudski i da je moguce da se makar zamisli bolje uravnotezani odnos ova tri elementa, da bi to onda zasluzilo da se zove MIROM”.
