Sedan urminnes tider anses försvar bestå av motvåld mot en erövrare eller ockupant.

Och våldet har fungerat till priset av ett stort antal döda, betecknade som hjältar och hjältinnor, som offrat sina liv för de efterlevandes frihet.

Med det moderna bekväma livet ter sig hjältedöden mindre lockande. Nu motiveras militär upprustning med begreppet avskräckning. Det ska bli för dyrt för en fiende att försöka inta Sverige. En beväpnad fred skall råda.

Det har övats krig på Gotland under förevändning av ryska hot. Att Ryssland känner sig hotat av NATO:s närvaro vid dess gränser faller ingen in. Avskräckning gäller mot en utmålad fiende, demoniserad till omänsklighet.

Även för avskräckningsstrategin blir priset högt. De tekniska samhällsfunktionerna blir alltmer sofistikerade och sårbara. De är nu så omfattande att militär avskräckning kräver skyhöga försakelser av ekonomiska resurser och nära samarbete med NATO:s militära enheter och underrättelser.

Därmed ökar säkerhetsberoendet och den eftersträvade friheten begränsas.

Idag anslås nya belopp för att skydda civilsamhällets funktioner i en befarad kris. Med det uråldriga tänkandet är detta följdriktigt.

Detta tänkande värnas som det enda realistiska. Det underhålls av dem som av tradition berikar sig på det: Miltärapparaten och dess finansiärer och profitörer. Den ena vägen är vinster från vapenproduktion och vapenförsäljning. Den andra är säkerhetslobbyn med sina informations- och säkerhetspaket för hela samhället.

Allt vilar på det ekonomiska s k fria marknadssystem som fortfarande gör rika rikare och fattiga fattigare.

Det militariserade tänkandet finns i alla samhällsskikt, även de högsta akademiska positionerna, t o m delar av själva fredsforskningen, som är beroende av anslag till godkända forskningsprojekt.

Resultatet är kapprustning i syfte att bevara vunnen dominans, starta krig och utvidga materiella intressen, med demonisering och överlägsen styrka som drivkraft.

Detta kallas fred.

Frågan är vart skeendet leder. Extrem resursförstöring och klimatpåverkan utvecklas, trots att motsatsen krävs.

Historien vimlar dock av konstruktiva alternativ utan våld. Vi får dem inte serverade av media och myndigheter. Vi måste själva söka och reda ut. Det mest självklara kan påbörjas genast:

• Upphöra med demonisering av grannländer och andra länder.

• Öka kontakterna via handel, turism, kulturutbyte, folkförbrödring och samhällsförståelse.

• Träda ut ur kapprustningsspiralen.

Alla samhällen har djupgående problem med historiska rötter. Endast de berörda folken kan finna lösningarna. Demonisering och kapprustning hindrar de nödvändiga förändringarna. Samarbete och ömsesidiga impulser främjar.

Det gäller ”bara” att befria sig från de primitiva urminnes recepten.
