World Social Forum, 2004. Mumbai, Indien

For mig at se var hovedbudskabet i årets WSF det at den aktuelle økonomiske verdensorden er i dyb krise. Det er desperation der præger den hidsige jagt på profit, hvori også terroristjagten og de dermed begrundede krige har sin del. På en workshop om “Udenlandsk kapital til U-lande??”, som Attac-Tyskland afholdt, udtalte Riaz K.Tayob, sydafrikansk økonom, specialiseret i “FDI” (Foreign Direct Investments): “Tro ikke at det bare handler om at DE er grådige, det vil de gerne have os til at tro for at dække over den egentlige årsag. Den hidsige profitjagt der siden 70-erne har opfundet stadig nye veje at udnytte (der er nemlig ikke flere reelle tilgange penge kan produceres på), bunder i at kapitalismen er i krise, en krise der hele tiden fordybes. Derfor er DE desperate, derfor bliver verden et stadig farligere sted at leve i, og derfor må folkenes kamp for overlevelse intensiveres og målrettes. Det er nu hvor krisen er som en åben sprække, at der skal handles.”

Walden Bello siger: “Imperiet er i krise også takket være OS der er samlet her og hele den globale sociale bevægelse, (en opmuntrende gulerod). Og Arundhati Roy nævner i sin tale på indvigningsceremonien kapitalismens krampetrækninger, USA-imperialisme, krig og multinationale selskaber (Halliburton, Coca-Cola, Monsanto, m.m.) i samme åndedrag. “Terrorisme er sidste udvejs strategi, også DERES; og fattigdom er terrorisme ligesom krig er det”, siger hun, “Der iscenesættes ny racisme og nye folkemord for at splitte OS”, og hun opfordrer os til kamp mod besættelsen af Irak bl.a. ved at bekrige de amerikanske selskaber, der lukrerer på kontrakterne dér, ikke med voldelige våben men ved boykot. “Det er ikke nok at stå med plakater og råbe udenfor deres kontorer, vi skal være meget mere drastiske”. Hun sluttede sin tale således: “Hvis vi virkelig vil stoppe det nyliberalistiske offensiv må vi anse os selv som værende i krig”.

På en workshop i regi af sydkoreanere gik det ud på at vælte Bush i 2004. Koreanerne har planlagt en global kampagne til hjælp for de mange amerikanere der vil af med Bush. “Og der er jo også tale om selvhjælp, for hele verden burde have stemmeseddel til det amerikanske præsidentvalg”, sagde prof. Hee-Yeon Cho. Vi blev præsenteret for ideen at maile til amerikanske medborgere og oplyse dem om de skændige handlinger deres regering udfører i vores respektive lande. For folk i mange asiatiske lande er det relevant, men en filipiner fortalte at majoriteten af filipinerne er så hjernevaskede af amerikanske TV-serier at de elsker USA, tiltror de amerikanske troppers tilstedeværelse de bedste hensigter og daglig tyller Coca-Cola i sig i litervis. En amerikaner sagde at vi skal passe på med at “lyde for kommunistiske” i vores henvendelser til almindelige amerikanske vælgere. Men man kunne “fortælle sin historie enkelt og venligt”.

Walden Bello dukkde også op her. Han talte om Irak. Han mener at der er en ændring i balancen. “Supermagten opfører sig som om den stadig har al magt, men modstanden i Irak har rykket på det”. Hele processen i folkebevægelserne for fred og mod nyliberalisme er blevet hjulpet af den modstand, mener han, og således også WTO’s fiasko i Cancún. Han henviste til Arundhati Roy’s opfordring til boykot af USA-baserede multinationale selskaber, “vi skal gennemføre det i alle lande”. Han tror ikke at demokraterne, hvis de kommer til magten i USA, vil trække sig ud af Irak; men en global modstand, sammen med modstanden i Irak, kan måske gøre det. “Vi er i krig”, han henviste atter til Roy’s tale, “og vi skal kæmpe, omend ikke med andre våben end den civile ulydigheds. Og vi KAN vinde”, sluttede han.

Et samarbejde mellem belgiere og japanere spreder allerede budskabet om boykot af de amerikanske selskaber der støtter Bush’s valgkampagne, fortalte repræsentanter fra hver af disse lande. Et andet redskab blev nævnt: At propagere for at få fagforeninger, virksomheder og regering i ens land til at stoppe brugen af dollars som handelsvaluta.

Yderligere en kampagne blev omtalt, “Bushville”, opbygning af en “landsby” i Washington d.29.august, åbningsdagen for republikanernes nationale “convention”. Der vil publikum få at se hvad (forfærdeligt) Bush-regimet har gjort for den almindelige amerikaner. Vi fra resten af verden opfordres til at hjælpe med kampagner hjemme hos os selv.

“Boycott Bush”, var titlen på en anden workshop med undertitlen “og de selskaber der står bag ham”. Der samarbejdes med antikrigsbevægelsen, og d.20.marts står som første store mærkedag. (Undertegnede har meldt sig som dansk kontaktperson, så man kan henvende sig til mig for samarbejde.)

Her følger en række citater: “Køber du deres varer er du med til at betale kugler der dræber irakiske børn”, brasiliansk mand.

“Boykot så mange firmaer du kan, luk dem, om så bare for en time!”, amerikansk mand.

“Hvis bare 5% af produkterne boykottes ændrer firmaerne politik”, engelsk kvinde.

“Marcos og Estrada blev væltet gennem boykot, det var amerikanske firmaer der støttede dem”, filipinsk mand.

“Vi skal boykotte Becktel og Halliburton for at hjælpe modstandsbevægelsen i Irak”, australiansk kvinde.

“Besæt en tankstation for en time, eller en automat med Coca-Cola og Marlboro cigaretter!”, koreansk mand.

“Folk tror på noget de selv gør, så boykot er også bevidsthedsdannende”, belgisk mand.

“Studerer man og arbejder samtidigt, som jeg, så har man ikke tid til så meget andet end at undlade at købe visse varer”, spansk kvinde.

Fra Indien lyder budskabet at Coca-Cola og Monsanto igen vinder point hos regeringen. Mange små og store kampagner arrangeres over hele landet. Vandprivatiseringen er lige over, og vi kan slå to fluer med ét smæk ved at skrive til: THE PRIME MINISTER. 152 SOUTH BLOCK. NEW DELHI 110 001. INDIEN. (Med teksten:”WE DEMAND THAT YOU RECOGNISE WATER AS IN THE COMMONS AND NOT A TRADEABLE COMMODITY. BAN THE ENTRY OF MULTINATIONAL CORPORATIONS IN WATER THROUGH PUBLIC-PRIVATE PARTNERSHIPS.”

Det opfordres I hermed til at gøre!

Antikrigsbevægelsen fortsatte med at plædere for og stadfæste d.20.marts som international kampagne/demonstrationsdag. Fra Paris og ESF’s beslutning om den dato, til Mumbai og den internationale dito; ligesom det sidste år gik fra Firenze til Porto Alegre med beslutningen om d.15.februar. Der var massiv skiltning og opråb for d.20.marts fra alle verdenshjørner.

Som hvid oplevede man at være i stærkt mindretal udenfor konferencelokalerne, men indenfor var forholdet ikke det samme. I mange workshops og konferencer var der næsten lige så mange asiater som hvide, men i mange andre var vi de fleste. Ganske enkelt som verden i en nøddeskal. Afrikanere var der næsten ingen af i det hele taget. (Der blev fremført skarp og berettiget kritik af at repræsentanter for afrikanske lande ikke havde fået økonomisk støtte fra WSF til rejsen.) Men det politiske liv der udspillede sig udenfor lokalerne havde den overflod af glød der manglede inde i fornuftens indskrænkede bure. Dagen igennem foregik der optog, demonstrationer, sang, dans, teater, – ofte alt dette i ét. Vores firkantede plaketer med latinske blokbogstaver falder pladask på gulvet ved siden af de kunstverker af transparanter og bannere koreanerne, nepaleserne, bhutanerne, filipinerne, indoneserne, malaiserne, m.fl. og især de mange indiske folkeslag kunne opvise i mængder. (At WSF kan sammenføre os så vi lærer af og beriger hinanden, er vores alles ønske og håb.)

Men der var og er skismaer. Lige som i Porto Alegre 2003 havde WSF i år et parallelt meget mere yderliggående forum. Årets hed Mumbai Resistance 2004 og Arundhati Roy deltog også i det. Takket være hende og det linc hun dermed oprettede mellem de to fora, blev det skisma delvis udjævnet.

To kendte mænds citater (komprimeret) må afslutte dette referat. De repræsenterer hver sin side af skismaet og udtalelserne er begge fra panelet omkring Globalisering og dets Alternativer. George Monbiot: “Uden internationale sociale love kan nationale sådanne ikke gennemføres. Se på Lula, (Brasilien). Det er ikke nok at tænke globalt og handle lokalt; vi skal også handle globalt. Vi burde, parallelt med WSF, begynde oprettelsen af en valgt international regering. Vi skal demokratisere FN og andre internationale organer. Vores magt ligger hvor vi kan tage det DE lavede og omarbejde det til vores brug.”

Walden Bello: “De internationale institutioner er ikke demokratiserbare. Vi må starte fra bunden med at oprette sådanne der ikke kan gøres udemokratiske. Vi befinder os i en vedvarende kamp for social retfærdighed og for bæredygtig miljøhåndtering og økonomi. Vi skal nedefra gradvis tage verden i brug på vores måde, til der ikke er noget tilbage for DEM at “lave market” med. I stedet for en global overordnet regering skal vi sprede magt, så der er mindre magt pr.enhed, og så folket får plads til at agere.”
