PressInfo #220 – Fredsbistånd till efterkrigszoner: Fallet Burundi

Utvecklingsbistånd syftar till att höja levnadsstandarden för de fattigaste.

Parter som befinner sig i krig kan vara förvissade om att de få något som skulle kunna kallas krigsbistånd, dvs vapen, ammunition och utbildning från regeringar och vapenhandlare.

Efterkrigsländer kan få fredsbevarare, återuppbyggnadsbistånd och humanitärt bistånd.

Men det som saknas är fredsbistånd. Fredsbistånd ökar chanserna att de andra typerna av bistånd ska medföra en normalisering.

Vad är fredsbistånd?

Fredsbistånd inriktar sig på de mänskliga dimensionerna av våldet, hatet, de sårade själarna. Det ger kraft åt det lokala civila samhället att övervaka en fredsprocess och utbilda folk i försoning och konfliktlösning utan våld – dvs framtida hinder mot våld.

Det ger stöd åt att utveckla nya skolböcker, en rättvis och läkande redogörelse för historien och, framförallt, en fredskultur. Fredsbistånd finns faktiskt i dagens samfund av frivilligorganisationer, men det är den svagaste länken av alla och regeringar uppskattar i allmänhet inte dess livsviktiga betydelse.

Det handlar om att lära sig hur man ska säga “förlåt”, att göra sig av med hat och önskan om hämnd. Det handlar om att bygga in rättvisa i återuppbyggnaden och en framtida utveckling, som inte kommer någon vart genom att man sätter igång ännu en verksamhet för mänskliga rättigheter.

Att återuppbygga hus och vägar tar lite tid; att läka en nations sår kan ta generationer. Ställen som Kosovo och Bosnien-Herzegovina, Makedonien, Afganistan och Irak är tragiska bevis på att man nästan fullständigt försummar fredsbiståndet. Efter ett stillestånd någonstans och kanske en fredsöverenskommelse, skyndar världssamfundet och medierna till andra krig eller humanitära nödsituationer.

Realism mot idealism

Envisa realister kan finna det naivt att förorda fredsbistånd, dvs att man gör någonting åt djupt mänskliga aspekter av tillfrisknande för sårade och drabbade. Historiskt sett har dock ganska många bra idéer nonchalerats, förlöjligats eller betecknats som orealistiska av makteliterna. Som till exempel icke-våldskamp för att förändra regimer. Det fungerade mot shahen av Iran, Marcos regim på Filippinerna, för Solidarnosc i Polen, i det dåvarande Tjeckoslovakiens Sammetsrevolution; det fick Serbiens Milosevic och Georgiens Shevardnadze på fall och gav nyligen Ukraina en ny president. Folkets ickevåldsmobilisering var sannerligen också redskap för att upplösa det kalla krigets struktur.

Problemet är att icke-våld är försummat, medierna och politikerna ser det inte ens när det förändrar historiens förlopp. (Den intresserade läsaren hänvisas till Jonathan Schells storslagna bok om dessa och många andra fall: “The Unconquerable World” – Den okuvliga världen). Principen “förbered dig för fred om det är fred du vill ha – si vis pacem para pacem – är inte alls naiv. Den bringar reda i medlen och syftena – i kontrast till principen att förbereda sig för krig för att bevara freden.

Det internationella samfundet saknar arméer av välutbildade, erfarna fredsbiståndsarbetare – psykologer, socialarbetare, områdesexperter, religiösa frivilliga, barnpsykiatriker, solidaritetsarbetare osv – likvärdiga med fredsbevarande soldater. Irak har nu minst 300 000 traumatiserade barn och ungdomar. Förstår vi utmaningen?

Burundi

Tag som exempel Burundi, som kämpar för att lämna kriget och folkmordet bakom sig och rör sig mot fred och hållbar utveckling (1). Sedan 1993 har Burundi upplevt massiva kränkningar av de mänskliga rättigheterna efter mordet på landets första demokratiskt valda president, Melchior Ndadaye. Över 300 000 människor har dödats – och hundratusentals personer som lämnat sina hem eller flytt längtar efter att komma tillbaka till sin tidigare gemenskap.

Lyckligtvis har burundierna börjat hysa stora förhoppningar, sedan politiska motståndare i augusti 2000 undertecknade Arusha-överenskommelsen. Den goda viljan stärktes av den överenskommelse som undertecknades mellan rebellernas huvudgrupper och regeringen i november 2002. I över 90% av landet är det nu tryggt.

Arusha-överenskommelsen föreskrev val före november 2004 för att göra slut på övergångsperioden. Dessa val har uppskjutits till 2005 och den 28 februari hölls en folkomröstning om den nya författningen; omkring 90 % röstade och 90 % av dessa röstade ja. Detta är ett enastående resultat! Det föreskrivs också i överenskommelsen att en Sannings- och försoningskommission (TRC) och en internationell kommission för rättslig undersökning (ICJI) bör upprättas före valen.

Burundierna vill ha rättvisa och fred. En studie som utförts av Observatoire de l’Action Gouvernementale (OAG) visar att 83% av befolkningen vill att en försoningskommission ska upprättas, 82% vill ha en särskild tribunal för brott mot mänskligheten.

Burundi har demobiliserat majoriteten av sina stridande soldater och tar hand om barnsoldater. Flyktingar har återvänt hem. Ledare i exil återvänder, före detta rebeller bildar partier. Ett beslut om en Sannings- och försoningskommission har fattats. Dessa och andra steg mot freden är väldiga – med tanke på landets historia och situation (2).

Men, tyvärr, själva fredsprocessen kostar pengar och kräver många typer av oberoende expertkunnande.

Varför överges Burundi av det internationella samfundet?

Folk som slår in på fredens väg borde belönas. Men var i denna värld ska Burundis regering och frivilligorganisationerna hitta det mänskliga bistånd och det fredsbistånd som i tid ska tillgodose alla Arushas mål?

Förenta nationernas samlade vädjan 2004 för humanitärt bistånd till Burundi uppgick till 119 miljoner USA-dollar eller 7 dollar per invånare, inget stort belopp inom världssamfundet hur man än mäter det. Den andel som de facto täcktes av summan var knappa 46%. På grund av detta och ogynnsamma klimatförutsättningar är hungern nu omfattande i de norra provinserna; givarsamfundet har reagerat mycket långsamt, särskilt efter tsunamikatastrofen.

Det är besvärliga kringvillkor. Burundi står som nummer 171 av de 175 länderna på UNDP:s index över mänsklig utveckling. Det finns en läkare på 100 000 medborgare och en enda psykiater i hela landet, och 40 000 dör av AIDS varje år. Det är 13 gånger offren vid 11 septemberattentaten!

Att säga till en döende patient att han kanske kan få lite medicin när han har tillfrisknat på egen hand är ren grymhet. Men det är så vi handskas med många efterkrigsfall utanför mediernas rampljus – som Burundi. Ingen investerar egentligen i fred (3). Men ställ frågan till dig själv vad ett nytt afrikanskt folkmord skulle kosta? Vad skulle priset bli för att inte ge fredsbistånd och annat bistånd – i tid?

Och vem skulle betala det priset?

Prioritera rätt i världen!

Här har vi ett afrikanskt land som borde göra genomslag i rubrikerna för sin kamp för utveckling och fred. Det är en hoppets berättelse, det är en god nyhet. Vilken mänsklig dåraktighet, vilken felaktig prioritet i vår värld att inte bry sig om de platser där freden är djupt önskad och helt och hållet möjlig! Vilken grym orättvisa mot de 7 miljonerna burundier – samtidigt som Bushadministrationen lägger ut en miljard USA-dollar i veckan i Irak där den är oönskad?

Fredsbistånd syftar till inhemsk konflikthantering, våldsprevention och försoning i ett. Det minskar lidandet inom och mellan mänskliga varelser. Var finns ett bättre ställe att börja ge fredsbistånd än i Burundi?

Om Burundis kamp för fred inte är värd att stödja dessa år, vilken fredsprocess är i så fall värd det? Och finns det ett bättre sätt att visa andra att fred betalar sig?
