PressInfo #170 – En väg till fred med Irak – Europas val

Manus till detta förslag skickades den 5 december 2002 till Feature-redaktör Robert Donahue, International Herald Tribune. Den 19 december meddelade Donahue per e-mail att IHT accepterade artikeln för tryckning. Sen hände inget. Först den 6 februari 2003 fick vi besked; Donahue hade lämnat artikeln till en annan redaktör, som “inte tyckte om artikeln och ansåg att de flesta punkter är orealistiska – och jag respekterar min kollega,” som Donahue uttryckte det i telefonen. Han bad naturligtvis om ursäkt. Den 17 februari träffades EUs-Rådet för att för första gången formulera en gemensam linj i Irak-krisen.

Med andra ord, IHT gjorde en politiskt motiverad helomvändning och spillde två månader av detta förslags möjliga liv i den offentliga debatten. Vi är stolta över att publicera det ursprungliga manuskriptet här – med alla “orealistiska” punkter intakt:

Tyvärr befrias inte oroade medborgare genom FN:s säkerhetsråds resolution 1441 från att tänka sig alternativ till planerna på krig mot Irak och ockupation av landet. Inte ens för det mindre sannolika fallet att Irak fogar sig fullständigt på ett sätt som är godtagbart för Förenta staterna, ger inte resolutionen, som tidigare resolutioner, Irak något löfte om att sanktionerna skall hävas eller ens lindras.

Så länge krig är “enda planen på dagordningen” finns det en allvarlig risk för att krig kommer att ses som en lösning. Med de erfarenheter författarna har av det irakiska folket, av FN och av konfliktläkning i olika delar av världen, invänder vi emot att krig skulle vara enda valmöjligheten. I själva verket är det ingen lösning alls. Ett föregripande krig kommer att vara en tydlig och klar kränkning mot FN-stadgan och folkrätten, mot både dess bokstav och anda, och mot mänsklighetens intellektuella och moraliska förmåga. Kort sagt, det blir ett rättsligt och moraliskt nederlag för dem som börjar kriget.

Den verkliga intellektuella, politiska och moraliska utmaningen är denna: Vad kan man göra för att röra sig i riktning mot en verklig lösning av denna öppna konflikt med annat än krig och ockupation? Eller, mer filosofiskt sagt, hur lär vi oss att drabba samman som civiliserade mänskliga varelser i stället för som odjur?

Här följer förslag som vi ser som relevanta för en europeisk debatt. Vi fastställer dem i protest mot utsikterna att det irakiska folket, stridande soldater från Irak, USA och andra nationer liksom grannländernas medborgare skall utsättas för massdödande och ökat lidande.*

1. Garantier måste fastställas för FN:s vapeninspektörer så att dessa kan utföra sitt arbete utan yttre eller inre inblandning. Skulle sådan inblandning ske, måste den rapporteras till FN:s säkerhetsråd. Vapeninspektörer utsända av FN som förser regeringar med hemliga underrättelser måste genast entledigas.

2. Den fria pressen och frivilligorganisationerna måste i betydande grad förbättra sina analyser och rapporter för att motverka krigspropaganda och desinformation om de grundläggande realiteterna i Irak. Inom nästan alla nationer finns nu tydliga majoritetsopinioner mot ett krig. Demokratier behöver hederlig information och öppen debatt, inte desinformation och psykologisk krigföring mot de egna medborgarna.

3. Om västvärldens regeringar vägrar att lyssna till de irakiska argumenten, så måste de åtminstone lyssna till Arabförbundet, som tydligt är emot krig som medel att lösa konflikten.

4. Det finns starka argument för dialog, utforskande samtal och senare strukturerade förhandlingar mellan USA och andra västländer och Irak. FN:s generalsekreterare, mottagare av Nobels fredspris, måste ta intitiativ för detta nu. Han kan göra det i enlighet med stadgans artikel 99 och han är skyldig enligt artikel 100 att inte motta instruktioner från någon regering. FN:s måste erinras om sitt väsentliga fredsuppdrag att “rädda efterkommande generationer från krigets fasor” och aldrig tjänstgöra som legitimation för krig innan allt annat har prövats. En konsekvent, visionär medlings- och förhandlingsprocess har hitintills inte prövats av någon regering eller organisation.

5. Den Europeiska unionen gör anspråk på att ha en gemensam utrikes- och säkerhetspolitik och även en ny enhet för konflikthantering. Men detta verkar inte gälla fallet Irak. Premiärminister Blair stödjer krigsalternativet, president Chirac förkastar en “automatik” i FN:s säkerhetsråd, medan förbundskansler Schroeder säger nej till det militära alternativet. Sverige skriver under på krig om det grundas på ett framtida FN-mandat. Danmark, som för närvarande har ordförandeskapet, kommer att delta aktivt i ett krig förutsatt att det finns ett FN-mandat. Varken Danmark eller Sverige har permanent diplomatisk närvaro i Bagdad.

Kort sagt, EU har som mellanstatligt organ ingen politik! Men det skulle EU kunna ha. Två EU-utfrågningar om Irak under 2001-2002 har inte åstadkommit någon europeisk Irakpolitik som påverkat den internationella debatten. Detta är bekymmersamt, särskilt som den europeiska politiska och ekonomiska stabiliteten och framtiden för antiterrorismkoalitionen står på spel. EU uppfattas internationellt allt mer som en ‘efterföljare’ i stället för en ledare i diskussionen om globala frågor. Besvikelsen över Europeiska unionens självbelåtenhet är i tilltagande, särskilt i Mellanöstern.

Det finns ett antal åtgärder som EU och enskilda medlemsstaters regeringar skulle behöva vidta för att visa att den politiska viljan och beslutsamheten finns att åstadkomma någonting när det gäller att ta itu med frågor så väsentliga för fred och säkerhet. EU kan helt enkelt inte sitta och vänta och titta på när Förenta staterna agerar på egen hand som på Balkan och i Afghanistan. Dess kreativa “nisch” är genuint politisk, fred genom fredliga medel som det heter i FN-stadgan, inte att imitera USA:s militära makt. EU kommer inte att kunna mäta sig med USA i det avseendet och borde inte heller göra det. Det som EU – och andra berörda regeringar – skulle kunna göra och snabbt bör göra är följande:

6. Uppmuntra medier och parlamentsdelegationer att besöka Bagdad och se och lyssna och föra dialoger med irakier på olika nivåer. Irak är inte en man, det är 23 miljoner medborgare. De har synpunkter, förhoppningar och rädsla som vi alla.

7. Åtgärder i riktning mot att återupprätta ambassader. Det är en skandal att många regeringar inte har någon representation och därför inte kan inhämta fakta och intryck i första hand och göra egna oberoende analyser på vilka de kan grunda sina politiska ställningstaganden.

8. Uppmuntra handel med Irak och investeringar i landet, först inom ramen för sanktionerna och senare utanför denna ram, om USA och andra skulle upprätthålla sanktionsregimen in absurdum.

9. Upprätta en kontaktgrupp, kanske i samarbete med Kina, Ryssland och andra som vill förhindra krig och hitta fredliga lösningar. Förutom att dämpa konflikten och upprätta ett visst inledande förtroende mellan världen och Irak, borde gruppen planera för en allomfattande regional konferens, på sätt och vis liknande OSSE-processen för Europa som fick så banbrytande resultat från sin början för nära 30 år sedan.

10. Arbeta för en rättvis fred i Mellanöstern i allmänhet och i den israelisk-palestinska konflikten. Irakfrågan saknar inte samband med den. Erkänna att USA:s initiativ har misslyckats och att vi behöver andra fullständigt opartiska medlare i denna process.

11. Utveckla en ny säkerhetsregim för hela regionen och infria, slutligen, FN:s säkerhetsråds resolution 687 som kräver att Mellanöstern skall bli en zon fri från massförstörelsevapen. På en mer allmän nivå är det tid att inse att hotet från dessa vapen bara kommer att öka så länge innehavarna av kärnvapen struntar i sina skyldigheter att fullständigt nedrusta sina kärnvapenarsenaler i enlighet med 1968 års icke-spridningsavtal. Fullständigt uppfyllande av avtalet och tillgång till platserna för kärnvapen överallt skulle vara en naturlig följd till att nya stater hindras från att förvärva massförstörelsevapen.

12. Utveckla en ny säkerhetsregim som skulle inbegripa ekonomiska, politiska, miljömässiga och andra väsentliga sidor av säkerheten och förbjud ny vapenhandel och upprättande av baser i denna redan groteskt övermilitariserade region.

13. Informera Förenta staterna om alla sådana initiativ, men utveckla dem i oberoende. EU bör inte låta sig hållas tillbaka om Förenta staterna invänder emot dem.

14. Hur är det då med Saddam Hussein och en regimförändring? Detta utgör ingen del av vårt program. Det är folket i Irak som har att bestämma över det. Men om det vill mota bort sin president, är det en sak som samtidshistorien gör fullständigt klar: sådana förändringar lyckas endast med icke våldsam kamp, civil olydnad och en alternativ regerering grundad på integritet och deltagande; kort sagt, demokrati med demokratiska medel. Våld kommer bara ett ersätta en auktoritär regim med en annan.

Fred är möjlig. Fred kan läras in. Fred är det enda fältslag som är värt att utkämpas, som Albert Camus en gång sade. Och vi måste hitta freden tillsammans med andra globala medborgare. Vi vädjar till Förenta staternas regering att vara tillsammans med världen och inte emot den. Och till den svenska regeringen att inte på något sätt stödja något krig mot Irak.
