12. Jacanje autoritarizma na Zapadu
Pogledajte rubriku Pisma uredniku bilo kojih uticajnih
zapadnih dnevnih novina, pogledajte debate koje se vode na
televiziji, obratite paznju na pitanja koja postavljaju
novinari. Surfajte po internetu, listajte web-sajtove,
servere i grupe za diskusiju i jedna ce vam stvar postati
ocigledno jasna: obicni gradjani na Zapadu postaju sve
sumnjicaviji. Polako uvidjaju sve siri i siri jaz izmedju
novosti koje dobijaju od NATO-a i Stejt Departmenta i onih
drugih agencija. Mnogi jednostavno osecaju da bombardovati
neduzne civile nikako ne moze biti ispravno; zdrav razum nam
takodje govori da se tako nece uspostaviti poverenje izmedju
Albanaca i Srba – ili ako hocete izmedju bilo koje dve
sukobljene strane. To je u suprotnosti sa svim sto uopste
znamo o psihologiji ljudi. Sto god ovo bude duze trajalo,
sve veci zamah ce dobijati protesti javnosti. Gradjani NATO
zemalja pocinju da se pitaju: ako se na ovako vaznom polju
mogla dogoditi greska, zar se skrivene greske mozda ne
nalaze i u drugim vaznim problemima danasnjice;
globalizaciji, demokratizaciji koje se manje ili vise na
silu sprovodi, u zestini kojom se zapadno shvatanje ljudskih
prava sve vise koristi kao politicko orudje? Ako ne mozemo
verovati NATO-u, smemo li u svemu da verujemo Svetskoj
Banci, Medjunarodnom monetarnom fondu; smemo li da verujemo
u bezbednost a-la-NATO i u buduce sirenje NATO-a, ako je ovo
ono sto NATO misli da treba da radi? Kreatori politike
zapadnih vlada o ovom ili cute ili odgovaraju
kontranapadima: mi se nalazimo u ratu, sad nije trenutak da
se postavljaju takva pitanja i pravi razdor u nasim
redovima, ne mozemo dozvoliti rad pete kolone. Ciljeve
moramo postici pa sta kosta da kosta. Previse toga je vec
ulozeno. U kratko, demokratija, sloboda govora i otvoreno
drustvo, mogucnost javnog izrazavanja nezadovoljstva na
Zapadu bi moglo uskoro biti iskorenjeno ukoliko se ovako
ocajna situacija i dalje nastavi. Prilicno znacajan broj
medijskih ljudi u ovom duhu vec sprovodi auto-cenzuru.

Dalje, nemojte zaboraviti da oni koji danas govore kako
je Milosevic novi Hitler, jesu upravo lideri onih zemalja
koje pokusavaju da ostvare takvu vrstu svetske dominacije
(ekonomsku, vojnu, politicku i kulturnu), kojom se
narusavaju medjunarodni zakoni, kojom se citave nacije
demonizuju (i to Srbi a ne Jevreji), i koje poseduju oruzje
za masovno unistavanje. Oni su ti koji vrse agresiju na
zemlju koja njima nije uradila nista od onog sto oni njoj
rade. Oni su ti koji ubijaju neduzne civile. Oni koriste
propagandu a onda to zovu informacijom. Postupak u kome
krive druge za ono sto sami rade u psihologiji se naziva
projekcija. NATO sa kao organizacija nalazi iznad i izvan
bilo kakve svetske, demokratske kontrole – a i aktivno joj
se opire i suprotstavlja. Gola je istina da ne postoji
nijedna druga organizacija, vlada ili bilo kakav UN ili
drugo svetsko telo koje bi moglo da natera NATO da obustavi
ono sto njegove clanice zele da nastave. Sve bi se ovo
trebalo shvatiti kao daleko najveca opasnost za svet – veca
nego bilo sta sto (srazmerno) nevazan sitan autoritarni
lider poput Milosevica ili OVK/KLA rade u pokrajini
Kosovo.

13. Jos vise se slabe UN, OSCE i ne-vladine
organizacije
Sto se NATO bude vise trudio da na sebe preuzme
razlicite odgovornosti (vidi tacku 15) manje ce prostora i
sredstava ostati za druge slicne organizacije. Tek preostaje
da se vidi kakve dugorocne posledice ce to ostaviti na ove
druge. Ako NATO u ovoj misiji ipak ne uspe, na ovaj ili onaj
nacin, to bi pomoglo jacanju ovih organizacija. Medjutim,
gde god se do sada NATO ugurao, svi ostali su morali da
izadju. To nikako ne moze da bude dobro za svet, a pogotovu
nije dobro sa stanovista srednjih i malih zemalja.

14. Narusavanje i ono malo mirovnih uspeha koji su do
sad bili postignuti
Zapad se ponosio Dejtonskim procesom. Medjutim, ukoliko
nastave da ovako tuku po SRJ, Srbi u Bosni i Hercegovini
tesko da ce se osetiti obaveznim da u njoj i ostanu. Ukoliko
usput shvate kako kosovskim Albancima, bez obzira na
politicke razloge, NATO pomaze da silom ostvare vlastitu
drzavu, oni bi mogli reci zbogom Dejtonu i zbogom Bosni.
Stavise, Republika Srpska je ostala i bez svog najvaznijeg
ekonomskog saveznika a sirom RS vec postoji realna pretnja
od pojave socijalnih nemira. Zapad se ponosi uspehom
principa preventivne diplomatije u BJSM/Makedoniji.
Istiskivanjem UN-a i arogantnim ulaskom NATO-a s preko
20.000 stranih vojnika na tle Makedonije, nju su pretvorili
u aktera neprijateljski naklonjenog Jugoslaviji. Zapad
Makedoniju vec jeste destabilizovao. Narusena je njena
delikatna etnicka ravnoteza i njena privreda a ugrozeni su
njeni suverenitet i dobrosusedski odnosi – pa bi se ovo pre
moglo nazvati provokativna diplomatija. Treba da im bude
kristalno jasno da SRJ nece prihvatiti NATO – mirovne snage
posto su joj u poseti vec bile NATO – razorne snage.

15. Imperijalno posezanje izvan granica vlastitog
domasaja, pocetak kraja snage Zapada
Sva velika carstva u istoriji su oslabila i na kraju
propala zbog prevelike militarizacije i presirokog posezanja
– htela su vise zemalja nego sto su mogla da zadrze pod
kontrolom (razmazivala su svoju snagu u pretankom sloju) – a
i zbog kombinacije oholosti i ljudske gliposti. NATO pod
vodjstvom SAD-a danas hoce da bude 1) nuklearno i
konvencionalno naoruzan savez pripravan za ratovanje, 2)
politicki savez koji bi trebao da odrzi jedinstvo Zapada i
da ga zastiti, njega i tekovine zapadne civilizacije, 3)
svetski policajac cak i izvan granica svojih clanica, 4)
organizacija koja se bavi humanitarnim radom i pomaze
izbeglice, 5) da odrzi strukturu partnerstva za mir za sve
potencijalne clanove i da izgradjuje poverenje, 6) da bude
prijatelj od poverenja za Rusiju i Kinu, 7) da bude
pregovarac, 8) mirotvorac, 9) onaj koji pomocu sile zavodi
mir, 10) agencija za obnovu, 11) kooperativan partner za
druge organizacije kao sto su OEBS, Svetska trgovinska
organizacija Evropska Unija i sl. Kao dopunu svemu ovom,
clanice NATO-a imaju jos i svaka svoje globalne interese i
promovisu ekonomsku (kapitalisticku) globalizaciju,
zapadnjacko vidjenje ljudskih prava, demokratije,
gradjanskog drustva itd. Za predpostaviti je da sve ovo nece
biti moguce napraviti a da se pri tom izbegnu i sukobi koji
ce kad tad izbiti izmedju pojedinih NATO clanica ili sukobi
sa 170 i vise drzava van NATO-a sirom sveta. Jos nesto,
jednostavno je nemoguce da pored ovog svega NATO jos i daje
garancije svojim novim formalnim clanicama, da sirom Balkana
uspostavlja seriju razlicitih protektorata, da i dalje
nastavlja svoju politiku protiv Iraka i Severne Koreje, da
ispunjava sve obaveze koje ima prema Jugoistocnoj Aziji i
Japanu, PA ONDA da aktivno ugasi sve buduce krize, PA ONDA
da izigrava policajca u citavom nizu sukoba niskog
intenziteta ma gde da se oni pojave.

16. Kako bilo da bilo , prosperitet proizvodjaca
oruzja vec je zagarantovan
Najmanje dve vrlo uticajne grupe mogu da budu sasvim
zadovoljne situacijom. Prva su svi koji rade u
vojno-industrijsko-naucnim kompleksima na Zapadu i njihovi
trgovci oruzjem. Druga su transnacionalne korporacije i
drugi iz sveta velikog biznisa koji podrzavaju sirenje
kapitalizma u bas svaki kutak na svetu. Interes prvih je
ocigledan. Nove clanice NATO-a sad su primorane da prihvate
sve zapadne vojne standarde, NATO operativne tehnike itd.
Zelju da se modernizuju zadovoljavaju nabavkom najnaprednije
(a skupe) vojne opreme iz vodecih zapadnih zemalja. Rat je
prilika da se ispitaju oruzja, takticki i strateski koncepti
a i da se stekne prakticno iskustvo (kao zamena za
simulatore). To je prilika da se uzivo uvezba medjunarodna
kooperacija, pa i sa novopridoslim clanovima. To je
izvanredna prilika za vezbe i za disciplinu. A sa svom
opremom i oruzjem koje ce se potrositi-unistiti zamenu treba
i proizvesti i prodati. Kao dodatak i novo-nastale nezavisne
drzave ce svoju novostecenu vojnu nacionalnu sigurnost
kasnije morati da plate.

17. — i tako, sad se kapitalizam i globalizacija
mogu upariti
Treba imati na umu da je jedan od glavnih problema
kapitalizma, (ili njegova unutrasnja protivurecnost),
njegova prekapaciranost, sposobnost da proizvede viskove
proizvoda i visak kapitala u odnosu na mogucnosti globalne
potrosacke baze. Sposobnosti sistema da proizvede vise
proizvoda i usluga nego sto za njima postoji potreba – i
vise nego sto su ljudi sirom sveta uopste sposobni da kupe –
s vremena na vreme dodju u raskorak. Stoga, kapital treba
povremeno unistiti da bi se tako sprecila pojava druge njemu
urodjene sklonosti, a to je da se viskova proizvoda
oslobadja po neprofitabilnim cenama. Ratovi i vojna
proizvodnja su prilike da se proizvede takvo bacanje. Vojno
trziste je u svojoj osnovi monopsonisticko! Na njemu postoji
samo jedan kupac, a to je Vlada. Ona je izmestena iz
normalnog trzista i sluzi da apsorbuje visak kapaciteta. Rat
je unistavanje vec proizvedenih vrednosti – i utice na
povecanje potraznje kad se posle njega udje u ciklus
obnavljanja zemalja. Ta povecana potraznja utice na opsti
porast cena a to onda uvek dotakne i opste civilno trziste,
sirom sveta – tj. u slucaju kad je rat bio dovoljno veliki.
Pomislite samo na ogromna sredstva, proizvode i usluge koje
ce trebati za rekonstrukciju SRJ a mozda i drugih zemalja
posle meseci ili godina sistematskog unistavanja. Na taj
nacin, ratovi su dobro dosli da bi se s vremena na vreme
izbalansirao i kalibrirao globalni kapitalizam – mada ne
tvrdim da je bas to u korenu uzroka sadasnje NATO agresije.
Ovaj se rat desava usred najozbiljnije svetske ekonomske
krize posle one iz 1930. Cak i tamo gde pokusavaju da se
dobara oslobode po smesno niskim cenama, recimo u Japanu,
potrosaci (sirom sveta) oklevaju da kupe a i svetske
investicije takodje zastaju. Preovladjajuci termini danasnje
ekonomije su strah i nesigurnost. Mada ratovi zaista
stvaraju i strah, s ovog stanovista bi veliki rat sa
ciklusima unistavanja i rekonstrukcije kapitala mogao cak i
dobro doci. Mirovni procesi mogu da posluze: u svrhu
konacnog privodjenja pogodjenje regije pod okrilje
globalizacije i kako bi joj se dodelila nekakva uloga u
svetskoj podeli rada. Ne manje vazno – kad je neka oblast
unistena – sopstvenim dejstvom ili uz pomoc spoljnih sila –
nju ce MMF i vodece zapadne zemlje lakse da uzmu pod svoje;
uvodjenje trzista, privatizacija itd. ce se lakse uvesti kao
uslov za dobijanje kredita, prijem u finansijske institucije
i eventualno clanstvo u Evropskoj Zajednici. Dakle, da bi
vas obnovili moramo prvo malo da vas unistimo. Da li stvarno
mislite da je ovakvo razmisljanje malko preterano? Mozda vam
se to tako cini samo stoga sto neke od ovde izlozenih
cinjenica niste nikada nasli na taj nacin izlozene u vasim
medijima (od kojih neke kontrolisu velike transnacionalne,
vojne i civilne kompanije). Neka vam ovo posluzi kao sasvim
konkretan pokazatelj: zapitajte se kako to da je u Ustavu
Bosne predvidjeno bas da ce ona postati zemlja trzisne
ekonomije a da je Diktat iz Rambujea predvidjao to isto i za
Kosovo?

Dr. Oberg kaze: Pogledajte dobro jos jedanput predhodnih
15 tacaka. Uopste ne mora da SVE ISPADNE TAKO NAOPAKO. No,
meni se cini da se priblizavamo opasnom igranju zmurke
izmedju SAD-a i NATO-a na jednoj i Jugoslavije i njenog
vodjstva na drugoj strani. To je kao kad se dva vozaca
trkaju jedan drugom ususret sredinom uskog puta a obojica se
nadaju da ce bas onaj drugi u zadnji cas okrenuti volan da
bi izbegao smrtonosni sudar. Jos gore, pre nego sto su seli
za volan popili su enormne kolicine viskija i jedan od njih
je (NATO), da bi pokazao koliko je smeo i odlucan, svoj
volan iscupao i izbacio ga kroz prozor.

Sa svakom bombom koja padne na civilne ili vojne ciljeve,
gore oslikane posledice postaju sve verovatnije, jace
naglasene i jos skuplje. Ono prvo i svakako najvaznije jesu
ljudski zivoti kojima ce biti placena ova regionalna
avantura. No utisak koji imam je da je ova kriza vec toliko
duboka da ce se kao bumerang vratiti i jos jace tresnuti i
sam Zapad. Takvu mogucnost nasi mediji, a ni debate koje su
do sad vodjene nisu ni dotakle.

Nikako ne vidim zasto bi mi gradjani NATO zemalja morali
da dozvolimo da nam se nesto takvo zaista i dogodi. Vlade
NATO drzava, a ne vojska, napravile su na Balkanu vrlo
ozbiljnu bombardersku brljotinu. Da bi je prikrili – a to je
priznajmo ipak ljudski – pokusavaju da neobuzdanim
preterivanjem uvecaju sam problem a Jugoslovensko vodjstvo
prikazu beskrajno zlim. Time im se omogucava da negiraju
cinjenicu (cak i sebi samima) da svojim pokusajima da spasu
obraz NATO-u i da spasu svoje fotelje, ugrozavaju i temeljno
nacela zapadne civilizacije. Time smo svi dovedeni na klizav
teren: rat je postao sam za sebe dovoljan i posto je puno
vazniji od razloga zbog kojih smo ga uopste i bili
zapocelim.

Direktor TTF-a zakljucuje: Smatram da bi najbolji potez u
cilju kontrole i smanjenja stete koju cinimo i Balkanu i
sebi samima bio da apelujemo na zdrav razum i elementarni
humanizam medju gradjanima, da aktivno demonstriramo
solidarnost sa svima na Balkanu koji pate – recimo, tako sto
cemo se okupiti i otici do mesta gde rade nasi lideri – da
pokusamo da ih ubedimo da za pocetak prestanu sa
bombardovanjem na nekoliko dana, ne bi li time otvorili
prostor za politiku i vreme neophodno da se o svemu dobro
razmisli.
