Grön partibildare som blev statsminister

Medan alla uppmärksamhet i samband med presidentvalet i Georgien riktas mot jordskredssegern för den 36-årige Michael Saakashvili, bör inte hans bara fyra år äldre kampanjledare och politiske mentor, Zurab Zhvania, glömmas bort. En del bedömare i Georgien menar till och med att det är Zhvania som är den verklige makthavaren och den nyvalde presidenten bara hans staffagefigur. Det är säkert en överdrift och en underskattning av Saakashvili.

Men vi som känner Zurab Zhvania sedan han i slutet av 80-talet skapade och ledde det georgiska gröna partiet, vet att det handlar om en mycket målmedveten man som är mer för att handla och få något gjort, än för att fördjupa sig i ideologier eller retoriska utsvävningar. En typisk realo med andra ord, som skapade sig många bittra fiender bland mer renläriga georgiska gröna när han anslöt sig till Schevarnadse för tio år sedan och utlämnade kvarvarande gröna till en tynande tillvaro, som nu nått en bottenpunkt när de helt missade rosrevolutionen och istället sålde sig för en grynvällig till Schevarnadse. Deras partiledare fick njuta tillvaron som nyvald parlamentsledamot i en kvart innan Saakashvili&Co stormade in i parlamentsbyggnaden och ändrade Georgiens historia.

När jag träffar Zurab dagen efter presidentvalet i statsministerhögkvarteret, där han residerar sedan rosrevolutionen, ler han milt när jag påminner om att många undrar hur man ska kunna lita på hans demokratiska trovärdighet sedan han samarbetat i åratal med Schevarnadse, länge som informell kronprins. Han skäms inte för den perioden, Georgien var sönderslitet av inbödeskrig när Sjevernadse hämtades hem från Moskva 1992. Då fanns inget bättre alternativ.

– Men jag är nog den ende politiker i f d Sovjetunionen som frivilligt lämnat en så hög maktställning som jag gjorde hösten 2001 sedan Schevarnadse vägrat ta krafttag mot korruptionen och dessutom lät sina säkerhetstrupper trakassera den fria TV-stationen Rustavi 2.

Det är sant att han då tog ett steg ut i det okända. Efter invecklade juridiska turer stod Schevarnadses kronprins plötsligt helt utan politisk bas. Han kunde mycket väl ha hamnat historiens soptunna. Men han lyckades alltså göra come-back. Han avbryter samtalet för ett telefonsamtal med Nino Burjanadse, tillförordnad president ännu några veckor tills Saakashvilis kan installeras den 25 januari.

– Vi håller på att förbereda en snabb ändring av konstitutionen så att statsministerposten ska förstärkas så att vi får en riktig regeringschef, förklarar han.

Men kommer Saakashvili att acceptera det nu när han har valts av över 95 procent av väljarna? Varför skulle han avstå från att vara nästan lika mäktig som en amerikansk president? Varför riskera en fransk situation med konkurrerande president och premiärminister?

Zurab ler igen. Han försäkrar att “Misha” kommer att hålla alla överenskommelser om maktdelning inom ledargruppen. Jag tror honom. Det vore idioti av Saakashvili att förvandla Zurab Zhvania från främste supporter och medhjälpare till bitter fiende.

– Vi kommer inte att splittras. Vi får inte svika ansvaret! Nu finns ett unikt tillfälle då folket är enigt och vi är fria att göra nästan vad vi vill! Det kommer att komma mängder med förslag. De värsta bedragarna kommer att ställas inför rätta. Dock inte Schevarnadse personligen. Han bor fortfarande i presidentpalatset och har tjugofem betalda livvakter. Vi vill ha honom kvar i Georgien, det visar att vi är en normal demokrati där en f d president varken måste vara död, landsflykting eller fånge, utan kan vara en vanlig fri medborgare.

Intressant är att också Misha Saakashvili bor i presidentkomplexet sedan en tid, alltså innan han blev vald, av säkerhetsskäl. Det har givit upphov till en flod av skämthistorier om hur han och “Shevi” möts i nattliga samtal om gamla tider! Helt säkert är att Schevarnadse på valdagen på frågan om han röstat på Saakashvili svarade: Det ligger nära sanningen.

Hur skall Georgien då manövrera i stormaktspolitiken? Många rapporter talar om att USA ligger bakom rosrevolutionen. USA-ambassadör Milnes var tidigare i Serbien och det ledde till att Milosevitj störtades. Det har berättats att georgierna har tagit lärdom av serbiska Otpor.

– Javisst, säger Zurab, men vad är det för fel i att demokratiska revolutionärer hjälper varandra?

Men är ni inte marionetter i USA:s kamp för världsherravälde? Måste ni inte trots allt samarbeta med Ryssland som är er granne, som kontrollerar era energileveranser och utbrytarprovinser? Och hur är det med de europeiska ambitionerna. Många av mina kolleger i EU-parlamentet tycker att det är för mycket snack om USA och för litet om EU!

Här protesterar Zurab indignerat. Vi inser Rysslands betydelse! Zurab har till och med gratulerat Putin till det ryska parlamentsvalet – realpolitiker som han är!

– När det gäller Europa upprepar vi ju hela tiden att vi vill närma oss, att vi vill bli EU-medlemmar. Däremot är det inte så bråttom med NATO, jag har just talat med Mischa om att vi skall ligga lågt med det.

Om detta är sant är det en sensationell nyhet. Till och med Schevarnadse har ju flaggat för NATO-medlemskap. Och när Saakashvili nyligen markerade långtgående ryssvänlighet i en intervju i ryskspråkiga Svobodnaja Gryzia (Fria Georgien) kunde han ändå inte låta bli att framhålla: Ryssarna är våra närmaste bröder och systrar – men vi behöver USA för vår säkerhet.

Ett av Georgiens mest akuta politiska problem är att oppositionen har brakat ihop, nästan utraderats. Zurab hoppas att den har hunnit repa sig till parlamentsvalet i mars. Han inser att en likadan jordskredsseger då inte vore bra för Georgiens demokratiska rykte. Men det blir inte lätt att rekonstruera en trovärdig opposition så snabbt, inte så länge georgierna tror att på den nya makthavarna.

Det finns naturligtvis många aspekter på rosrevolutionen. Stormaktsintressena är solklara, tydliga t ex när det gäller Georgiens roll som transitland för energi, t ex den nya oljepipelinen Baku-Tbilisi-Ceyhan (Turkiet) som byggs mest för att kringgå Ryssland. Ändå går det inte att komma ifrån en känsla av det är en verkligt revolutionär situation som råder. Presidentvalet var inget val i vanlig bemärkelse utan en folklig massbekräftelse av revolutionen. Alla vill vara med på revulotionståget. Frånvaron av blodsutgjutelse har skapat en unik känsla av förhoppningar. Bara väldigt få som körts över av utveckligen känner hat och bitterhet. Än så länge. Men tiden är kort. Om inte georgierna känner konkreta förbättringar mycket snart kommer en väldig baksmälla. Och det räcker inte med “frihet” för frihet har georgierna faktiskt i stort sett haft i tio år. Schevarnadse var ingen Stalin, inte ens en Milosevitj. Yttandefriheten har varit stor, folkrörelser har florerat. Men levnadsstandarden har brakat ihop, korruption har flödat. Det är inte statsapparaten som har förtryckt och fängslat, utan klaner och maffior som vanskött landet och skott sig själva.

Ett av Saakashvilis mest påtaliga löften är att höja pensionen för nästan en miljon pensionärer från 6 dollar till 12. Det låter inte lycket. Men i ett land där statskassan är tom och inte ens de 6 dollarna betalats ut på ett halvår kan det bli en övermäktig uppgift. Isåfall lär det inte finnas brist på välorganiserad opposition.

När Schevarnadse hade avslöjat att han röstat på sin politiske baneman Michael Saakashvili i presidentvalet tillade han en brasklapp: Han borde prata mindre och handla mer! En som redan gör det är Zurab Zhvania, den f d co-sekreteraren i European Greens. Han är inte lika populär i befolkningen som Misha. Men han är redan i full gång. Och han försäkrar ständigt att han är grön i sitt hjärta. Han kommer gärna och talar hos Europas Gröna. Han lovar mej att försöka öka inslaget av kvinnor i nästa regering. Han letar just nu efter en effektiv miljöminister, gärna med grön bakgrund.

Men en sak gillar han inte hos de gröna.

– Det där med rotation för att undvika att vi blir yrkespolitiker, det håller inte. Vi behöver erfarenhet också. Är vi inte alla yrkespolitiker? Är inte du yrkespolitiker?

Att Zurab är yrkespolitiker finns det ingen tvekan om. Och kanske är det bäst så i Georgien. Hur skulle det gå om alla yrkesbrottslingarna, yrkesfifflarna, yrkesskattesmitarna, yrkesmanipulatörerna bara hade amatörer mot sig i det demokratiska lägret?


Bondkvinnorna i Gombori

När Michael Saakashvili tidigt på valkvällen redan firar segern i Tbilisi med presskonferens på georgiska, ryska, engelska och franska tillsammans med sin holländska hustru, observerar jag fortfarande röstsammanräkningen i Gombori, en liten insnöad by i Kacheti-provinsen, medan jag smuttar på lokalt vin, tuggar på gozinaki (nöt&honungskakor) och churchkhelas (“korvar” av nötter i vindruvsskinn) och lyssnar på ett långrandigt skåltal av en självutnämnd “tamedan” (toastmaster). Det är en mysig stämning i vallokalen, ljusår från grälsjukan och bråken och splittringen under det manipulerade parlamentsvalet den 2 november -03. Då bjöds det inte på någonting.

Här i Gombori talar folk bara georgiska och ryska. Och alla vet att både el och olja kommer från Ryssland. Ändå har (nästan) alla röstat på den USA-utbildade kandidaten som påstås vilja ansluta Georgien till NATO. Av 408 avgivna röster har Michael Saakashvili fått 369. Kanske har Gombori-borna läst en intervju med Saakashvili två dagar före valet i ryskspråkiga Svobodnaja Gruzia (Fria Georgien) där han försäkrar att georgiernas närmaste kusiner är ryssarna och att det inte är så bråttom med NATO.

Saakashvilis medtävlare får sammanlagt 14 röster. 25 valsedlar underkänns tills vidare, men de flesta kommer nog av högre instans att tilldömas Saakashvili. På en av de kasserade valsedlarna har en väljare inte nöjt sig med att rita en cirkel runt Saakashvilis namn utan dessutom skrivit: “Jag är för honom”. Valkommittens kvinnliga ordförande frågar mig till råds. Jag svarar att jag nog tror att den skulle godkännas i Sverige, väljarens avsikt är ju solklar. Detsamma gäller alla de valsedlar där Saakashvili-supportrarna har understrukit sin önskan genom att stryka de övriga fem namnen. Ordföranden vill godkänna. Men då ingriper en ivrig ung man. “Det går inte”, insisterar han ivrigt. “Vår seger måste vara helt ren!” Han presenterar sig som medlem av Saakashvilipartiet Nationella Rörelsens ledning. Nu är det han som bestämmer. Han har råd att visa principfast rättrådighet inför den utländske observatören.

Han vill inte berätta hur länge han tillhört Nationella Rörelsen. En vecka? En månad? Ett år? Saakashvili själv var Schevarnadses justitieminister så sent som i oktober 2001. Hela den nya maktgruppen har samarbetat med Schevarnadse i åratal. Överallt sitter gamla personer i nya roller. I Stalins hemland tycks man ha dragit lärdom av stalinismens fasor. När man byter regim byter man inte personer. Det är personerna som byter etikett. Det blir humanare så. Men blir det effektivare? Blir det någon verklig förändring? Georgierna hoppas. Presidentvalet var inget val i normal mening. Det var en folkfest för hoppet om förändring. “Jag tjänar 30 lari (ca 90 kr)”, säger vår tamedan. “Det kan man inte leva på”. Nej, det kan man inte, lika litet som landets 1 miljon pensionärer kan leva på sin pension på 40 kronor i månaden. Saakashvili har lovat fördubbla den. Men statskassan är tom. Jag kan inte låta bli att hålla ett litet svarstal. “Jag har varit i Georgien många gånger. Ni har en hemlighet som jag fortfarande inte förstår. Ni tjänar tio, tjugo, trettio lari. Det kan man inte leva på. Ändå lever ni och frodas och bjuder en främling på vin och gozinaki! Lär mig hur man lever utan pengar!” Alla skrattar hjärtligt. De unga bondkvinnorna som sköter valet och inte ser ut som bondkvinnor utan är klädda som kvinnorna i Tbilisi skrattar mest. Livet i Georgien går vidare. “Och om han inte uppfyller sina löften går det för honom som för Schevarnadse”, dundrar vår tamedan hotfullt. “Då byter vi ut honom”.

Eller kanske han byter etikett. Igen. Tänker jag. Men det säger jag inte högt. För då skulle nog inte ens bondkvinnorna i Gombori skratta.
