Från de små stegens tyranni till en verklig vision om fred

Den 28 maj publicerades den första opinionsundersökningen om Europavalet i samtliga tjugofem medlemsländer. Lite drygt 12.000 personer hade fått gradera sannolikheten för att man skulle gå och rösta. 10 betydde att man säkert skulle rösta och 1 att man säkert inte skulle rösta. I Sverige var det bara 31% som angav 10. Det var den lägsta siffran bland de femton gamla medlemsländerna. Genomsnittet för alla 25 stater var 45%. Bara 22% bland svenskarna visste att valdagen är den 13 juni. Genomsnittet för samtliga var 37%.

Det finns naturligtvis ingen enkel förklaring till det låga intresset men en av orsakerna är säkert att många uppfattar det som att vi aldrig får rösta om det som är den centrala frågan.

När vi folkomröstade om själva medlemskapet skulle vi inte rösta om EMU. I riksdagsvalet år 2002 skulle varken tala om EU eller EMU, eftersom vi skulle ha en folkomröstning om EMU senare.

Nu, i valet till EU-parlamentet, ska vi inte prata om förslaget till “Konstitution”. Inte för att vi ska ha en folkomröstning senare, vilket många andra länder ska ha och vilket vore högst rimligt att också Sverige hade, utan för att EU-parlamentet inte ska besluta i den frågan. Det ska riksdagsledamöterna göra.

Den mest aktuella och mest avgörande frågan, nämligen den framtida utvecklingen av EU, hamnar alltså, igen (!), helt utanför valrörelsen! Är det konstigt då att folk inte bryr sig? Och att allt fler menar att det spelar ingen roll vad man röstar på, “dom gör i alla fall som dom vill”. Vi kan knappast vara ensamma om att ha mött den attityden.

EU:s största svaghet är den demokratiska legitimiteten – något som den refererade undersökningen är ytterligare ett bevis för. Slutsatsen är att om vi vill ha ett högt valdeltagande så måste vi prata om det som är viktigt. Det måste vara EU:s sammantagna och framtida utveckling som diskussionen ska gälla.

“Konstitutionskramarna” säger att det är väl bättre att vi får allt samlat, istället för att vi har alla de där omöjliga och snåriga fördragen (alltifrån Kol- och Stålunionen, till Maastrich och Nice). Förslaget är 305 sidor långt och har 472 paragrafer. Alltifrån Gud till sport avhandlas.

Den ekonomiska politiken och den militära politiken (försvar och säkerhet) är överordnad och bindande. Där finns de två ingredienser som tillsammans utgör den verkliga makten. Valuta och vapen hör samman i krigets strategier och doktriner. I det tänkande som skulle förhindra krig men som ledde till två världskrig. I det tänkande som utplånade miljontals människor och som stängde in ännu fler i politisk diktatur. Det tänkande som förpassade människor både till massgravar och till ett liv bakom murar. Och som gjort anspråk på ofantliga resurser som kunde ha använts till att skapa en mer rättvis värld i gemensam utveckling, i stället för felutveckling och terror.

Trots att den fysiska (Berlin)muren föll för 15 år sedan, verkar de mentala murarna vara fast förankradE hos den manliga majoritet som idag styr EU. Fortfarande är det män i militära rustningar som med vapen i hand ska beskydda (och befria?) kvinnor och barn. Inte bara i Europa, utan i hela världen.

Skrivningarna om militär upprustning är tydliga i förslaget till “Konstitutionen” för EU. Så sent som den 17 maj i år, beslöt EU.s försvars- och utrikesministrar att man, till år 2007, ska ha upprättat nio militära snabbinsatsstyrkor, med 1500 man vardera. Styrkorna ska kunna sättas in överallt i världen, inom 15 dagar efter att EU:s regeringar ställt sig bakom en insats. De har alltså en central roll i de nya målen för unionens militära kapacitet, som ska uppnås senast år 2010, enligt det senaste beslutet.

Vi håller alltså på att få (nästa förhandling mellan regeringscheferna är den 17 juni) en europeisk “grundlag” där det övergripande målet är en ekonomisk politik baserad på ohejdad konkurrens, avregleringar,privatiseringar och bolagiseringar av allt större delar av välfärden och vardagstryggheten, där den “traditionella” familjen ska vara det nav kring vilket alltmer stereotypa könsroller formas och där “familjen” ska vara den institution i samhället som ska axla det vård- och omsorgsansvar som den blint BNP-baserade tillväxtpolitiken förvisar till hemmets sfär.

I samma “grundlag” föreskrivs militär upprustning, med tydliga anvisningar om att medlemsländerna är skyldiga att avsätta mer pengar till de militära ändamålen. Vi får alltså en grundlag i strid med FN-stadgan, som faktiskt har militär nedrustning som mål!

Militär upprustning leder till social nedrustning. Militära medel tar pengar från sociala satsningar och välfärdsreformer. Det spelar ingen roll om landet heter Sverige, Bosnien eller Brasilien. Militärt våld blir civilt våld. Våldets normer slår ut allt annat. Våld, virilitet, makt och militär är hårt kopplade till föreställningen om vad det är att vara man. Svaghet, beskydd, bestraffning och offer är begrepp starkt kopplade till kvinnan.

Kring dessa begrepp rör sig de stereotypa skändningarna och våldtäkterna i fängelserna, på slagfälten, i fält- och fredsförbandens bordeller, i den gränslösa slavhandeln med kvinnors kroppar och in i prostitutionskvarteren i Europas huvudstäder. Länder är kvinnor (Moder Svea) som maktens män ska tränga in i (invadera) och lägga under sig (ockupera). Civilbefolkningen (kvinnor och barn) ska ömsom bestraffas, ömsom befrias. Målet är makt,medlet är våld. Fred har det, tack vare denna filosofin, inte blivit på vår jord sedan 1945. Det är dags att tänka nya tankar!

Vi borde kunna se de möjligheter som Europa har, efter kalla krigets slut och militärblockens avslutning. Vi måste våga utmana det militärindustriella komplexets ekonomiska intressen och vi måste våga utmana det manliga makttänkandet. Vi måste våga sätta stopp för de patriarkala “lösningarna” på fredens problem och uppmuntra män och kvinnor att tillsammans arbeta för ett nytt tänkande, anpassat till verkligheten och framtidens gemensamma globala behov. Våld stänger möjligheter, icke-våld öppnar. EU skulle kunna bli ett verkligt fredsprojekt och ett i sann mening konstruktivt alternativ, till den rädslans politik som bygger på militarism och krig.

En folkomröstning om “Konstitutionen”, i alla EU:s medlemsländer samtidigt, skulle kunna ge inspiration till en verklig och viktig framtidsdebatt!
