PressInfo #200 – Bush vann: rädsla & brist på alternativ

Det finns goda skäl till att George W Bush vann. Omkring två tredjedelar av USA – cirka 60% av den röstberättigade valmanskåren röstade, i runda tal hälften av dem för Bush – och vi andra måste nu leva med både de ackumulerade effekterna av de första fyra åren och med mer av samma slag, och troligen värre, under ytterligare fyra långa år. Ty i George Bushs värld har Guds mandat från ovan nu bekräftats från det amerikanska folkets mandat nerifrån. Därför råder en sorts treenighet bestående av Gud, Bush och de amerikanska gudstroende. Tyvärr fungerar inget av hans politik, utom den som rör återvalet, men det tycks inte bekymra vare sig Bush eller hans anhängare. Låt oss åtminstone hoppas att Gud känner ett slags skuld genom (påstått) samröre.

1. Framkallad rädsla – “fear-ology”

Huvudskälet till att Bush vann är rädsla, framkallad rädsla, där man bygger politik på att till egna fördelar manipulerar med rädslan och behovet av skydd. I masspsykologins perspektiv hade George W Bush det mest tilltalande program: “Jag är den ende som kan lova er skydd mot det onda i världen där ute.” Ända sedan presidenten som svar på den 11 september utlöste det missriktade och redan misslyckade “kriget mot terrorn” är den djupa reservoaren för hans prestationer syndromet “rädsla” kryddat med de yttersta tingens myter och utvaldheten: Bush som Guds egen president, USA som Guds eget land och Reublikanerna som Guds eget Parti (GEP) – ännu en treenighet.

Den som försöker förklara Bushadministrationen med normala teorier ur läroböcker i statskunskap kommer att missa större delen av vad denna framkallade rädsla handlar om och följaktligen vad vi kanske är på väg emot.

Den framkallade rädslan fungerade; först skedde ett tydligt angrepp mot USA och försåg herr Bush med en tydlig personlig ödesbestämmelse (som han förmodligen hade stort behov av): att bekämpa “Ondskans Axelmakter”, att utrota Ondskan överallt, att skapa Paradiset på jorden och på så sätt bli Beskyddaren. Trots alla de uppenbara misslyckandena – se bakgrundsartikel av TFF:s Craig Aaron – har majoriteten (visserligen en liten sådan) av de amerikanska medborgarna nu visat att de tror (på) honom; nu finns det ett kontrakt som inte existerade år 2000. Ingen ny katastrof som 11 september har inträffat i USA, så beskyddaren har där en poäng, vare sig det är hans administration och politik som har förtjänsten av detta eller ej.

Resten är mycket enkelt men kräver en djärv vision och intelligent strategi och taktik för att genomföras: man säger till folk att de befinner sig i dödsfara och om det inte förhåller sig så, skapar man faran eller bilden av den. Utan eld fungerar inte denna rök(ridå) och elden var 11 september. Därnäst väljer man att ta itu med den attacken på sådant sätt att det framkallar skeptiska reaktioner bland de flesta vännerna, hat bland fienderna, massproduktion av terrorister och en ständigt sjunkande legitimitet i andras ögon. Detta är en mycket effektiv politik för att framkalla rädsla, eftersom den ökar väljarnas känsla både av skräck och av att stå ensamma och missförstådda. Osama bin Ladens iögonfallande väl valda tidpunkt för videon till stöd för president Bush var produkt av en hjärna hos den mest begåvade manipulatör, vem det nu var. Om det var bin Laden själv, kan han färvänta sig att leva även i fortsättningen efter detta. (“Om du låter mig överleva så hjälper jag dig att överleva.”)

Skyddet är inte av det försvarande, helande och förhindrande slaget. Det är utåtriktat och aggressivt. Det finns inte en kvadratmeter någonstans på jorden där vi kan koppla av och känna oss säkra. Världen är farlig, terrorister lurar bakom varje hörn. Och om det inte skulle vara tillräckligt, så tar vi till ett robotförsvar för att skydda Amerika om någon på något sätt skulle tränga fram till vårt fastland. Robotförsvaret syftar till att öka förmågan att utkämpa ett kärnvapenkrig och främjar- den galna – föreställningen att man kan överleva och dra nytta av ett kärnvapenkrig; men detta har inte gått upp för amerikanerna – och, i förbigående sagt, inte heller för många européer. Bristen på bildning när det gäller komplicerade och ibland filosofiska säkerhetsfrågor är vitt spridd.

Rädslans politik har sin egen logik: man måste alltid och överallt provocera folk för att öka det självuppbyggda hotet. Din makt skulle försvinna om ingen skulle känna rädsla och tro att de behöver ditt skydd. Om du i grunden förändrade USA:s utrikespolitik och fick folk överallt att älska och beundra dig, skulle du tvingas bort som president. Varför? Eftersom du inte har någonting originellt konstruktivt att erbjuda – bara skydd mot de onda grabbarna.

2. DFIA – Det finns inga alternativ

Här är det andra skälet; den fullständiga bristen på sammanhängande och konstruktiv politik som alternativ till George W Bushs utrikespolitik. Det borde inte vara så svårt att se att Förenta staterna nu ligger nära ett enpartisystem med två fraktioner och att det var svårt att i sak skilja John Kerrys politik när det gäller terrorismen och moraset Irak – och allt övrigt – från Bushs.

Huvudskillnaden ligger kanhända i personligheten; Kerry har erfarit det meningslösa, grymma och orimliga med krig (fastän han för karriärens skull har undertryckt det, måste man förmoda) och han verkar ha ett mindre problematiskt förhållande till sitt förflutna, till Gud och till olika fundamentalistiska riktningar. Han är förmodligen också mindre politiskt autistisk än herr Bush. Det må vara hur det vill med den saken, han framstår blott och bart som en mer “intellektuell” imperialist och militarist med en aningen mindre unilateral, (själv)isolationistisk uppfattning om sitt lands roll i världen. Men som president kunde Kerry ha utnämnt Richard Holbrooke till utrikesminister och Wesley Clarke till försvarsminister; med deras katastrofala hantering av Jugoslavien och Kosovo för fem år sedan under Clintons tid, skulle det vara naivt att tro att imperialismen och militarismen bara är en Republikansk (GEP) sjuka. Bägge partier gör det antagonistiska Imperiets val framför det demokratiska samarbetets. På lite längre sikt skulle det kunna medföra slutet på USA:s imperium – men vem i dagens politik bryr sig om den längre sikten, låt oss säga 15-20 år?

För att tala klartext, amerikanerna kunde välja men de hade ingen riktig valmöjlighet. Denna skillnad är livsviktig i en tid då de auktoritära dragen ökar allt mer. Demokrati handlar om valmöjlighet och inte bara om att välja. Dessutom måste man utmana varje demokratibegrepp som används om ett system där den som inte har hundratals miljoner dollar utesluts i förväg från att bli landets ledare.

Det civila samhället – de som älskar fred, rättvisa, ekologisk jämvikt, frihet – kan nu besluta sig för att fortsätta att bara tala illa om George W Bush och föra fram parollerna mot krig och imperialism – traditionella på gränsen till tråkighet – och vara kritiska mot och motståndare till varje nytt stycke politik och interventionspolitik från Bush. Det måste vi givetvis, men det kommer inte att räcka. Detta val visar om något att strategin “bara kritik” är för enkel och inte representerar någon verklig utmaning mot systemet.

När man misslyckades med att stoppa den president vars politik har skapat ett sådant fullständigt, förutsägbart kaos som i Afganistan och Irak, så väcker det sannerligen frågan: vad var det vi gjorde som var fel? George W Bush har nu återvalts efter att ha dragit in inte bara USA utan även världen i galna krig och uppnått absolut ingenting utom fysisk och kulturell förstörelse och 100 000 irakiers död – ovanpå det av sanktioner orsakade folkmord som godkändes av Clintonadministrationen till och med efter att irak avväpnats och som dödade mellan 500 000 och 1 000 000 oskyldiga irakier och utplånade landets medelklass.

Men “vi” blev ju av med Saddam? Så bra då, men det är fel argument. Eftersom andra medel än krig aldrig utprovades, kan väl ingen säga att krig var enda sättet att störta honom? Och hur högt pris kan vi moraliskt kräva att andra ska betala för vår demokratisering, frihet – och oljeförsörjning och oljevinster?

3. Att vara emot räcker inte. Behovet av konstruktiv politik

Och det är där problemet ligger när det gäller en stor del av det globala motståndet: det är “emot” och “anti” men har inte mycket av det som Ghandi alltid envisades med, konstruktiv politik. De miljoner som demonstrerade i fjol hade – liksom regeringarna i Tyskland och Frankrike – mycket lite att komma med när det gällde svar på den fullständigt legitima frågan: Om vi inte ska ha krig mot Irak, vad ska vi då ha? Om vi inte ska ta för oss av olja från någon annan, vad ska vi då göra? Om vi inte ska ha massivt våld från världen mot terrorn – hur ska vi då bekämpa terrorn? Om Saddam är en produkt av världens vapenhandel, hur ska vi då få stopp på den? Vad slags utbildning och medier behöver vi för att få folk lika intresserade av fred som av datorer, underhållning, Coca-Cola – och våld? Om “krig är den enda plan vi har i stan” så blir det krig; i de flesta svåra situationer är det inget alternativ att göra ingenting.

Man får hålla med om att det är lättare att bekämpa en gemensam fiende tillsammans – och George W Bush, USA:s utrikespolitik och allt som den står för ses som en fiende av miljoner. Men dessa miljoner har inte, oavsett det legitima i deras kamp, kunnat utveckla någonting som ligger i närheten av en alternativ vision av hur man kunde ha gjort någonting annorlunda. Kunde? Ja, genom ickevåld – genom Ghandis “ahimsa” och “Satyagraha”, genom hela arsenalen av fred med fredliga medel som fastslås i FN-stadgan. Energin gick åt till att “bekämpa Bush” i stället för att utveckla ett nytt paradigm och nya strategier. På så sätt var det Bush som ställde upp den dagordning på vilken de flesta reagerade. Men demokrati handlar om att det är medborgarna som aktivt sätter dagordningen – enligt vilken deras valda företrädare reagerar. Den handlar om visioner om det goda samhället, inte skapande av rädsla praktiserat på annat sätt: dystopiska bilder av kriget, förintelser genom kärnvapen, ogillande av ledare och förakt för dem. Fred är så mycket mer än att arbeta emot krig och andra typer av våld.

Fred handlar om alternativ politik byggd på värdena kärlek och samarbete med övriga världen. Vi behöver hämta inspiration från ickevåldets historia och från, exempelvis, Jonathan Schells bok “The Unconquerable World”. Vi måste konsekvent säga ja till ickevåld och inte hålla tyst om exempelvis det totalt oacceptabla våld som utövas av den del av det irakiska motståndet som kidnappar människor som arbetar för fred och humanitära insatser.

Bushs återval säger oss att vi måste försöka använda de kommande fyra åren mer konstruktivt. Vi kommer att möta fruktan, vrede och besvikelser. Vi måste på något sätt övervinna detta. Rädslan och dess djävulska partner hopplöshet är redskap i händerna på auktoritära ledare. Att anta utmaningar och göra motstånd, att visa civilkurage och spänstighet kan bidra till att en konstruktiv politik kommer fram – och positiva visioner kan döda både rädslan och hopplösheten.

Ja, kanske kan återvalet av president Bush innebära ett viktigt tillfälle för oss alla?
