Balkan – konfliktanalfabetism som statsmannakonst

Varför har det gått så snett för det internationella “samfundet” Balkan sedan 1980-talet? Har vi haft goda motiv och misslyckats eller haft mindre goda motiv och lyckats? Det är självfallet ett av världens svåraste konfliktkomplex. Konflikterna kom upp till ytan i en tid av global omstrukturering efter det att det gamla kalla kriget försvann. Men det förklarar inte tragedin på Balkan – om vilken det finns en sak att lära: hur det får aldrig hända igen. 

Lite basfakta om konflikter

En konflikt är en oförenlighet mellan ett antal parter (i praktiken alltid mer är två) om mål, framtidsvisioner eller intressen. Konflikter aktualiseras under vissa omständigheter, varför de aldrig enbart kan lokaliseras i individer utan också i situationen, i strukturer såsom ekonomisk misär, “världsoordning,” psykologisk spänning etc. Våld och konflikt är inte det samma; våld är en följd av att konflikter förtryckts, ignorerats eller felbehandlats. Våld växer ur fruktan, inte ur “ondska,” fruktan leder till våld och våld leder till fruktan. Folk slår inte ihjäl varandra därför att det är roligt, men därför att de har mycket svåra problem och känner djup maktlöshet ofta blandad med traumer.

Alla konflikter har ett ABC. Parterna har Attityder – till konflikten och till varandra. De Beter sig på vissa sätt och det finns ett problem, en kärna, rötter, en tid (historia) och ett rum (kultur), som tillsammans definierar varje Conflict.

Att förstå egna och andras konflikter är med andra ord en vetenskap, det kräver kunskap, inlevelse, analys. Innan man griper in för att hjälpa folk eller länder med att lösa sina konflikter måste man ha gjort en seriös analys (Diagnos), föreställt sig vad som händer om vi gör si eller så eller ingenting gör (Prognos) och funderat på huruvida man överhuvudtaget kan hjälpa och på vilka sätt (Behandling).

Påståenden som att Balkan är “etniska” konflikter, att parterna alltid har hatat varandra, att Kosovo “började” med Milosevic’ ändring av autonomin, att etnisk rensning är grundproblemet i Kosovo eller att Balkan kan betraktas isolerat från resten av Europa är exempel på eländig diagnos.

En konflikt är löst när parterna frivilligt kommer överens om att häva oförenligheten och ser en ny framtid, antingen tillsammans eller på var sitt håll. Kompromiss är ett sätt. Kreativitet ett annat: man utforskar olika möjliga framtider i vilka parterna – som själva har svårt att se sådana just i en konfliktsituation – kan uppnå en högre grad av måluppfyllelse. Man kan t ex föreslå nya mål, längre tidsperspektiv, andra tolkningar, ömsesidig inlevelse. Konfliktlösning och problemlösning har alltså mycket gemensamt; det viktiga är att få parterna att utforska situationen och problemet, skapa dialog, förtroende och – till slut – få dem till ett förhandlingsbord och formellt enas.

Medlaren angriper problemet tillsammans med parterna, fördömer inte någon utan skapar förtroende genom att upplevas som opartisk, pålitlig och fair. Det värsta medlare kan göra är att “stjäla” konflikten, peka ut en aktör som ond och säga: Vi vet hur ni bör leva med varandra, vi har lösningen, bara skriv på här!

En medlare kan inte ha egna intressen i en bestämd lösning och kan inte spela flera roller samtidigt – såsom att ha civila monitorer på marken, hota med eller utföra bombningar och samtidigt argumentera för politiska/förhandlade lösningar, vara fredsbevarere, skapa stabilitet och införa sanktioner, förstöra och återuppbygga ett land, verka för fred och samtidigt sälja vapen.

En polis kan tvingas ta till våld mot farliga förbrytare eller psykopater. Så också internationella aktörer. Grundregeln bör dock vara den samma som inom medicinen: det kan aldrig försvaras att använda mer våld, spilla mer blod och skapa mer lidande än vad som är strängt nödvändigt för att få stopp på sjukdomen.

Det är en sak att människor och länder i (existentiell) konflikt kan blir så desparata att de använder våld. Mycket värre är det om medlaren börjar använda våld – t o m oporportionerligt mycket våld, gränsande som i NATOs fall till statsterror. En polis som inte bara försöker skilja två bråkstakar på ett cafe utan också ger dem och ett par gäster pistoler och därefter dödar ett antal andra gäster och förbipasserande på gatan bör – i högre grad än bråkmakarna själva – bestraffas. Och för poliser finns det, till skillnad från NATO, lagar och domstolar.

Begåvad konfliktlösning söker hitta många alternativa möjligheter och medel så “avståndet” i tid och rum till våldsanvänding blir maximalt. Idén om det goda våldet som tidigt sätts in mot det onda våldet tillhör konfliktanalfabetismen.

Antingen konflikthantering eller imperialism

Inom professionellt konfliktarbete och inom psykologin är det mesta av detta självklarheter. Om man arbetar för konfliktlösning och fred. Men allt detta har regeringar ignorerat. Internationell konflikthantering saknar begrepp om och institutioner för konfliktförståelse och -hantering. Med en grov generalisering kan man säga att massmedier och regeringer fortfarande befinner sig på ett underutvecklat stadium i fråga om konflikthantering. Det finns det bland andra dessa skäl till:

I vår kristna kulturkrets finns det en tendens till att dela upp allting i två, t ex höger-vänster och god-ond. Konflikter sätts därför på formeln: två individer – en ond och en god – i konflikt om en sak; konfliktlösning lika med att bestraffa den onda och belöna den goda. Men denna “typiska” konflikt existerar inte i verkligheten. När dessutom biträdande utrikesminister Pierre Schori – och många andra – säger att NATO “bekämpar ondskan” på Balkan så är vi nere på samma intellektuella nivå som om man hävdar att sjukdom kan förklaras med onda andar i kroppen.

För det andra: under det kalla kriget fanns inget behov av kunskap om konflikthantering. I Öst-Väst-konflikten skulle parterna ‘avskräcka,’ ‘balansera’ och utveckla ‘säkerhets- och förtroende åtgärder’ under konflikten – som skulle bestå. Den löstes inte heller; däremot upplöstes Sovjetunionen och Warszawapakten. (Och NATO förlorade sitt ursprungliga existensberättigande).

Vårt medansvar

Tragedin på Balkan har naturligtvis skapats av parterna själva – ekonomiska, politiska och militära eliter av alla nationaliteter som förstört samhällena och låtit folken betala priset. Men efter tio år av västerländsk konfliktmisshandling på Balkan bör vi erkänna att vi står för – åtminstone – den andra halvan av ansvaret för denna tragedi. Det vi ser är NATO expansion, interventionism, inringning av det ortodoxa Europa, maktkamp inom EU och maktkamp mellan USA och Europa samt militarism, friläggande av vägar till oljan i Kaukasus – kort sagt imperialism förklädd som fredsskapande.

Resultatet av vår “medling” är en uppstyckning i autoritära och nästan etniskt rena enheter och stater, militarisering, korruption, svarta marknader och en lång serie olösta problem, som hanterats på tok för sent och kommer att vara “protektorat” under årtionden. I dessa månader förstörs Serbien och Montenegro, som är mest multietniska.

Facit för EU och NATO-ländernas diplomati är att OSCE har körts ut och kämpar för sin överlevnad, att humanitära och folkliga organisationer har körts ut, att civilsamhället och oppostionen är förstört, att FN förstörs, att anständigheten förstörs, att hoppet om en fredligare värld grusas. Väst har förödmjukat ryssarna sedan Gorbachev; vi utnyttjar att försvarsutgifterna är mindre än 10% och de inte kan brödföda sina soldater. De uppgraderar sina kärnvapen och de och kineser och nordkoreaner börjar fråga: när kommer vi att behandlas som Jugoslavien?

Och små länder – som de nordiska – följer efter, som får i flock. Danmark och Norge struntar i FN-mandat och skickar jaktplan. Norden har ingen egen analys, ingen egen politik. Utrikes- och säkerhetspolitik handlar om Den Stora Anpassningen och besvärjelser om EU som ett fredsprojekt och NATO (medlemsskap) som en garant för fred, stabilitet, västlig sammanhållning. Den virtuella verklighet fungerar, det är bara den verkliga verkligheten som ställer till med problem. Den kompakta tystnaden i Norden i denna tid av västligt barbari på en suverän stat med 10 miljoner invånare bidrar till enhet i enfald snarare än i mångfald – negationen av demokrati och frihet.

Även om vi tillhör den fria världen så saknar nordiska regeringar, de flesta freds- och försvarsexperter och media civilcourage att använda friheten att yttra sig kritiskt – när det som mest behövs. Det är ju USA, EU och NATO – våra egna – som gör det här, då kan det väl inte vara fel? Varför går Sverige med på en politik, som går stick i stäv med allt, man förespråker i socialdemokratins program, i utredningar om konfliktförebyggande verksamhet och fredsbevarande insatser eller normer om rättvisa, nedrustning, gemensam säkerhet och internationell solidaritet? Är det inte i de små ländernas intresse att kraftfullt hävda FN:s normsystem och folkrätten samt säga nej så det hörs till dem, som enfaldigt triumfatoriskt förstör det nu för oss och för resten av världen. För Balkan är en regional, en europeisk och en världskris. Underskatta inte det! 

Vi lever i en autoritär epok. Vi är på väg mot en enda världsekonomi, ett enda begrepp om demokrati, om mänskliga rättigheter och om säkerhet. I den nya likformiga världsordningen finns det inte utrymme för udda samhällen som gamla Jugoslavien – muss ausradiert werden. Kärnvapen (våra kristna) är OK. Vi får inte ifrågasätta (vårt kristna) krig och våldet eller att enbart USAs årsbudget för militär motsvarar 20 år av FN:s. Vi skall acceptera “humanitär intervention” i Kosovo där 2.000 hade dött och 45.000 var flyktingar före 24 mars – i en värld med miljontals döda, flyende och lidande i andra krig och i “globaliseringens” fattigdom och underutveckling, som bara fördjupas och ingen har lyft ett finger för att hjälpa.

Västlig propaganda säger att det är samtidens Hitler vi bekämpar. Vad man än kan mena om Milosevic så är detta propaganda i samma klass som Belgrads medier, men vi är i fred, de är i krig. Västs aggression, expansiva drömmar och behandling av dagens jugoslaver som Untermenschen utgör en parallell till den vidriga etniska rensningen vi säger oss bekämpa. Vårt våld perverterar vårt tänkande och moral.

Västvärldens ledare har begått ett civilisatorisk misstag, de fruktar att det ska avslöjas och använder ständigt mer våld – för mycket musklar, för litet intellekt och hjärta. Istället för en europeisering av Balkan får vi nu en balkanisering av Europa. Den balkanska tragedin är också vår tragedi. Hanteringen av Balkan är ett lågvattenmärke i västlig och svensk politik, mediabevakning och forskning. Med mindre någon börjar tänka själv blir den en bumerang mot Väst självt.
