Mohamedkarikatyrerna (2): Det finns ju ett sammanhang !

Mohamedkarikatyrerna (3): Vi måste lära att se vår egen kulturblindhet

Den allmänna massmediebevakningen i västvärlden inriktar sig på de tolv karikatyrerna av Profeten i danska Jyllands-Posten. Denna inriktning är för smal både i tid och rum, och den gör våldsdåden på “gatan” i arabvärlden oförståelig och överdriven.

Dansk TV och andra massmedier har nu vinklat affären i en särskild riktning: Danmark och den danska regeringen är nästan oskyldiga, Danmark har blivit missförstått och är offer för elak propaganda; reaktionen är orimlig och de protesterande runt om i den muslimska världen är obildade ligister medan deras moderata ledare egentligen förstår situationen och vill ha samarbete, danska exportvaror och stabilitet.

Vi får höra, samma sak från CNN, hur Danmarks diplomati är sysselsatt dygnet runt för att göra allt bra igen, George W. Bush stöder Danmark och snart kommer saken – antyds det – förhoppningsvis vara glömd och affärerna återupptas.

Bara ett par frågor som ännu inte har blivit ställda: Varför Danmark? Varför nu och vad skulle den “överdrivna” muslimska reaktionen kunna tyda på?

Det fanns en tid då Danmark tillsammans med andra nordiska länder av många världen runt sågs som mönstersamhällen: humanitära, välkomnande mot och i solidaritet med lidande folk, demokratiska välfärds-, jämställdhets- och jämlikhetsinriktade och med starkt engagemang för folkrätt och Förenta nationernas normer.

De hade good-will i världen.

Ett Danmark som förändrats så mycket

Med det kalla krigets slut och den socialdemokratiska rörelsens förfall – man skulle kunna säga att den var segerrik intill döden – var det en nyliberal, interventionistisk endavägen-politik som tog över. Statminister Fogh Rasmussen gick i spetsen för vad han kallade en “kulturkamp” för att göra upp med vad den nya regeringen uppfattade som tidigare regeringars socialistiska och prosovjetiska/antiamerikanska böjelser och Danmarks påstådda “fotnotsroll” inom Nato.

Därefter vände sig regeringen mot den fria forskningen för att skaffa sig kontroll över den och förstörde en rad förhållandevis oberoende institut som ägnade sig åt globala frågor, däribland det ansedda Köpenhamns Fredsforskningsinstitutet , COPRI, i Köpenhamn. Styrelseordföranden i det av regeringen nyligen inrättade Danska Institutet för Internationella Studier , DIIS, är en före detta utrikesminister; all dess forskning om säkerhet och försvar finansieras av danska försvarsministeriet.

Man kan säga att denna Danmarks nyliberalt-konservativa ledning systematiskt har eftersträvat att eliminera opposition, stött sig på det populistiska danska folkpartiet och skaffat sig en revansch som är inspirerad både av bolsjevism (integrerade parti- och statsfunktioner, centraliserad ledning och snurrmästarpropaganda), och interventionism med civilisatoriskt uppdrag – kom ihåg att den har proklamerat en kulturrevolution! – och fundamentalism i den meningen att den går emot konstruktiva ideal såsom enighet och mångfald och klassiska liberala frihetsidéer.

Under den socialdemokratiska ledningen deltog Danmark i bombningarna av Jugoslavien. Utan ens ett försök till oberoende analys, har Danmark stått “skuldra vid skuldra” med George Bush i hans krig mot terrorismen och förstörelsen av Afghanistan den 7 oktober 2001.

När Sovjetunionen för länge sedan försvunnit, blev det segeryran – triumfalismen – som regerade och något behov av moderation fanns inte. Den andra sidan hade fel och därför – definitionsmässigt – är det vi som har rätt. Västvärlden, och lilla Danmark med den, skulle nu härska över världen under USA:s ledning. En del av oss förvånades över att få höra att det enligt opinionsmätningar fanns en betryggande majoritet av danskar som ställt sig bakom allt detta, som vänt ryggen till den större världen och ansiktet mot den nya konsumism som möjliggjorts av den blomstrande danska ekonomin.

Danmark i krig på mer än ett sätt

Den nuvarande regeringen förde Danmark in i den moraliska och politiska katastrof som kallas krig mot Irak. Det största danska företaget, A.P. Møller-Mærsk, är starkt engagerat i krigsrelaterade affärer, inte minst i kriget mot Irak. Danmark har nyligen erhållit generösa belöningar till sin vapenindustri genom jättelika kontrakt för USA:s robotförsvar (Ballistic Missile Defence program). Danske försvarsministern har dekorerats med medalj av försvarsminister Donald Rumsfeld. Alldeles efter invasionen av Irak fick danske statsministern motta en hedersdoktorstitel i USA.

Den danska regeringen framstår för ganska många människor världen runt som en en alldeles för trogen anhängare till Washington, dessvärre i ögonblicket i den muslimska världen, för att inte säga i hela världen, som den mest föraktade regeringen. Min fiendes vän är också min fiende, som det heter.

Slutligen har vi det faktum att Danmark glidit mot främlingsfientlighet i allmänhet och islamfientlighet i synnerhet – den senare bestående av olika blandade element som att man fördömer islam och dess historia som extremistisk utan att fästa avseende vid den moderata muslimska majoriteten, att man betraktar islam som ett problem för världen, att man behandlar konflikter som inbegriper muslimer som att de nödvändigtvis är muslimernas eget fel, att man insisterar på att muslimer ska ändra på sin religion och sitt samhälle, att man tror att den kristna västvärlden har en särskild rätt att genomföra reformer i det muslimska samhället och att man anstiftar krig mot islam som helhet.

Det sätt på vilket Danmark och andra västländer har behandlat det irakiska och det palestinska folket grundar sig på en eller flera av dessa ingredienser av islamfientlighet. Om något liknande hade gjorts mot judar, skulle det omedelbart ha fördömts som antisemitism.

Dessa drag i det nuvarande danska samhället behöver inte närmare beskrivas här. Under de senaste årtiondena har detta varit en avsiktlig politisk filosofi som drivits av, bland andra, danska folkpartiet – från toppen och ner kan man säga – men det har också haft en återklang i avsevärda delar av folklagren. Ständigt ökande möjligheter till materiell konsumtion i kombination med att man vänder ryggen till den större världen och att det socialdemokratiska inflytandet praktiskt taget fallit ifrån är måhända – måhända – de centrala dragen i denna utveckling.

I globaliseringens tidevarv framstår således Danmark och danskarna som förvånande självbelåtna och självinriktade – självhävdande och självrättfärdigande. Jämfört med förr förekommer förvånande lite debatt om, exempelvis, världsfattigdomen och FN:s åtta millenniemål. Inte någon av dessa politiska frågor eller den danska militära närvaron i Irak orsakar debatt på det sätt som vi kan se i, exempelvis, USA, Storbritannien eller Italien.

Den danska ekonomin har utvecklats ytterst bra; för de flesta danskar är konsumismen den viktigaste eller den enda “ism” som omhuldas. När de eller deras riksdagsombud tänker på världen, tänker de Europeiska Unionen – 8% av världens medborgare. Liksom i Förenta staterna är det som ligger utanför Unionen lättare obegripligt och främmandeoch farligt. Ordet solidaritet – innebärande ett åtagande också gentemot mänskligheten utanför Europa – har praktiskt taget försvunnit från den politiska diskursen. Den berömda danska förmågan att “hygge sig” – att ha det lite trevligt och gemytligt – har förvandlats till bekväm likgiltighet för den större världen.

Oskyldigt och förvånat diskuterar nu Danmark “varför de hatar oss” – inte vad som skett i Danmark.

Information rör sig snabbt över världen. Folk har lagt märke till att Danmark har förändrats.

Och Danmark har nu verkligen raka motsatsen till good-will i världen.

Danmark kan fortfarande välja

För att sammanfatta så finns Mohamedkarikatyrerna i ett sammanhang. Om detta sammanhang rättas till, skulle Danmark – dess regering och folk – tvingas ställa frågan: Vad har vi gjort fel i så mångas ögon under de senaste 10-15 åren? Detta skulle öppna för någon sorts lärdom och långsiktig försoning med dem som uppfattas som fiender.

Men om detta sammanhang ignoreras, kommer Danmark bara att reagera med självömkan, känn sig missförstådd och sjunka djupare ner i sin kulturella okänslighet och institutionaliserade brist på självkritik och empati. Det betyder mer konflikter i Danmark och mer konflikter mellan Danmark och den muslimska världen.

Hittills har den danska regeringen och de danska massmedierna – jodå, det finns naturligtvis några undantag – hållit sig på den senare, sammanhangslösa vägen. Det bådar illa. Det ger ingen öppning mot ett tillfrisknande. Vare sig det är avsiktligt eller ej, kommer det att väcka ilska hos ännu fler av världens medborgare

Vad är det då som inger hopp i detta mörker? Jo, att så många danska medborgare diskuterar frågan som aldrig förr. Och det finns två-tre websidor där de uttrycker oenighet med sin regering och agerar för fred. Jag hoppas att miljoner människor i den muslimska världen ska se det och föra en dialog med dessa – konstruktiva – danskar.
