PressInfo #208 – FN i Kosovo lovpriser potentiel krigsforbryder – hvorfor?

Den danske diplomat, Søren Jessen-Petersen, er den højeste autoritet i Kosovo. Han er SRSG, FN-generalsekretær Kofi Annan’s særlige repræsentant dér. Alligevel virker hans ubetingede støtte til Ramush Haradinaj – tidligere leder af Kosovos illegale befrielseshær (KLA) og nu tidligere statsminister det Kosovo, der folkeretligt tilhører Serbien og nu anklaget for krigsforbrydelser af domstolen i Haag – ikke at bekymre nogen af de store medier ej heller FN-hovedkvarteret i NewYork.

Søren Jessens-Petersens omfavnelse af Haradinaj

I en udtalelse i forbindelse med Haradinajs afgang lovpriser Jessen-Petersen ham for hans “dynamiske lederskab, stærke engagement og visioner”. Han siger at takket være dette “er Kosovo i dag nærmere end nogensinde ved at lykkes med sine bestræbelser for at stadfæste en fremtidig status”. Han kalder ham sin “nære partner og ven”. Selv om statsminister Haradinajs omstændigheder tvang ham til frivilligt at tage til Haag, lovpriser Kofi Annans repræsentant ham for den “værdighed og modenhed” han har udvist ved at gøre dette. Og han udtrykker også sin forståelse for “det chock og den vrede” Kosovos folk må føle ved denne sag, idet han givetvis med “folk” udelukkende mener de etniske albanere og næppe serberne, romaerne og de andre minoriteter, der lever i Kosovo.

Søren Jessen-Petersen fortsætter sin udtalelse. Den er værd at citere i sin fulde længde:

“Hr.Haradinaj’s beslutning om at samarbejde med domstolen, til trods for at han er overbevist om sin uskyld, og på trods af den smerte det medfører for ham, hans familie, Kosovo og hans mange venner og samarbejdspartnere, inklusive i UNMIK, viser på samme tid Kosovos voksende politiske modenhed, og at det er et ansvarsfuldt medlem af det internationale samfund. Jeg er sikker på at Hr Haradinaj igen vil kunne tjene Kosovo, til hvis bedre fremtid han har bragt så mange ofre og bidraget så meget.”

Med mindre Jessen-Petersen mener at Haradinaj udelukkende tjener Kosovo ved at rejse til Haag-domstolen – noget der ikke forekommer sandsynligt når man læser andre dele af udtalelsen – så udtrykker han her sin tro på Haradinaj’s uskyld og på at han snart vil vende tilbage for at tjene Kosovo. Er dét ikke sensationelt?!

Anser SRSG mon Haag-domstolens anklage som fejlagtig eller useriøs? Eller udviser Kofi Annan’s repræsentant en vis ringeagt for det Tribunal, der i 1993 blev stiftet af den selvsamme organisation han repræsenterer?

Er han uvidende om hvilken slags organisation KLA var, og at den i starten, af USA-diplomater på højeste niveau, blev stemplet som en terrorist-organisation? Udgår han fra at hver eneste anklagepunkt som Serbien (hvilken Kosovo er en del af) har rejst mod Haradinaj er det rene opspind? Har han ikke haft tilgang til efterretningstjenesternes oplysninger om hvad KLA-enheder foretog sig på den tid, da Haradinaj var en “hard core”-ekstremist med en skyder i hånden? Har han aldrig hørt snakken om disse ting i Kosovo? Eller er han bare ligeglad og vil holde sig til troen på at hans kære ven var ude af stand til at udføre onde gerninger den gang, tilbage i 1990’erne?

Det siger sig selv at enhver skal anses uskyldig indtil det modsatte er bevist. Således også Haradinaj. Men at “stole på” at han er 100% uskyldig og snart vil vende tilbage til Kosovo er en politisk pointe ude af proportion med det. Og, bemærk, ingen international diplomat, og de færreste medier, respekterede det ovennævnte princip, når det gjaldt Milosevic eller andre personer som domstolen har anklaget.(Hele domstolens anklageskrift kan findes her)

Er det international samfunds frygt for at have fejlet en forklaring?

Søren Jessen-Petersen er hverken naiv eller uerfaren. Så der er to forklaringer tilbage: A) Hans hyggelige snak om sin potentielle krigsforbryder-ven er blevet ham påduttet af en eller anden deltager i den større sammenhæng som “det man siger”; fra Kofi Annan kommer det ikke, hans udtalelser har været langt forsigtigere. En sådan forklaring kan ikke helt forkastes. Eller B) Dette er et eksempel på den tarvelighed, der er kommet til at præge den internationale konflikthåndterings-politik i Kosovo. Og hvorfor det?

Fordi den er en åbenlys fiasko med hensyn til konfliktløsning og freds-skabelse. Seks år efter NATO-bombningerne, med alle de underforståede løfter til den albanske side om uafhængighed, afkræver “hard core”-albanerne, og også mange almindelige albanere, nu at det internationale samfund snarest leverer varen. Desværre er der ingen holdbar løsning i sigte. Albanernes tålmodighed er af gode grunde ved at tage slut.

Jeg ved fra mine besøg i provinsen at ingen iagttager tør udelukke muligheden for at vi kan blive vidner til alt fra lokale skærmydsler til direkte krig hvis albanerne ikke snart ser nogen fremskridt i retning af formel uafhængighed. Og hvem kan garantere Kosovo det? Hr Clinton og Madeleine Albright? DEN INTERNATIONALE KRISEGRUPPE (en nærregerings-organisation der med sine pro-albanske lobbyister og NATO-bombnings fortalere fører en kampagne for Kosovos uafhængighed)? Eller FN’s sikkerhedsråd? – Men nej, det vil den aldrig kunne; at skære provinser ud af lande og omdanne dem til egne stater gennem bombning, er en for stor mundfuld for dem der har egne uafhængighedstørstende provinser.

Det internationale samfund, for at sige det råt, er bange for at ende med at have de samme problemer med deres post-1999 venner som dem Beograd-lederne havde. Bare meget værre, for Milosevic havde da i det mindste aldrig lovet Kosovo nogen form for uafhængighed eller andet godt.

Det internationale samfund i almindelighed, og FNs Sikkerhedsråd i særdeleshed, kan ikke få det til at hænge sammen, med én undtagelse, nemlig hvor det tjener til at sløre deres fejltrin: Skyld alt hvad der er gået dårligt de sidste 10 år på Beograd, og lovpris albanerne i rollen som de uskyldige ofre.

Sådan er den politiske psykologi bag overskrifterne og udtalelserne: Hold med den ene side og lad alligevel som om du er en upartisk mægler og forhandlingsleder. Men netop mægler dét kan Jessen-Petersen ikke være. Hans udtalelser er et Himalaya-agtigt fejltrin hvis man vil opbygge troværdighed overfor serberne og de andre minoriteter i Kosovo, og med Beograd. Og i modsætning til hvad han og mange andre synes at tro, så findes der ingen bæredygtig løsning på Kosovos problemer uden dem.

Forskellen på serbere og andre anklagede mennesker

Den tidligere serbiske præsident Milosevic blev væltet af sit eget folk på en mirakuløs, ikke-voldelig måde. Folket rejste sig mod deres egen leder, mens kroaterne, bosniakerne eller albanerne ikke engang bare tænkte på at udtrykke deres foragt for sine egne lederes manipulationer, korruption, militarisme, nepotisme, nationalisme og den skam de bragte over deres folk. Zoran Djindic, den serbiske statsminister, fik intet af det Vesten efter sigende have lovet ham for at aflevere Milosevic til Haag. Snarere synes dét at have været én af mange grunde til at han blev myrdet.

Indenfor de sidste par måneder har seks højt opsatte serbiske officerer accepteret, ligesom Haradinaj, at tage til Haag. Ingen internationale lovprisninger af dem. I stedet for hører man mantraet om at Beograd må aflevere Karadzic og Mladic. Er der virkelig nogen som for alvor tror at NATO i de ti år der er gået ikke har kunnet finde dem i Bosnien? Eller at NATO-landenes efterretningstjenester ikke er intelligente nok til at vide hvor de er? Beograd får konstant at vide at de opholder sig i Serbien og at Beograd skal samarbejde med Haag-domstolen hvis de vil have nogen hjælp, hvis de vil se bare en lillebitte åbning til medlemskab af EU. Dette er højst bizart.

CIA- og FBI-folk er blevet inviteret af Beograds myndigheder til at komme og finde dem i Serbien. I lomkring et år har de ikke været i stand til det. Kunne det mon være, at der er nogen der ikke ønsker at arrestere dem, – for at have et kort til at spille ud mod Beograd?

Hvordan det så end er, lad os huske to ting: Først at “balkanisering” er et alt for pænt udtryk for de principløse spil det internationale samfund har spillet i denne region de sidste femten år. Derefter at Søren Jessen-Petersen har budt verden på en ny forskel, nemlig den mellem de gode potentielle krigsforbrydervenner som fortjener vores sympati, fordi de accepterer loven – og så de andre, der gør det samme, men som ikke fortjener vores lovord.

Gad vide hvordan Kofi Annan føler med hensyn til sin repræsentants støtte til en mand, der er anklaget for krigsforbrydelser af FN’s domstol? Vi ved det ikke, men han har grund til at håbe at ingen ledende avis begynder at undersøge det hyggelige dagligdags samarbejde mellem FN og de albanske ekstremister – og Haradinaj er ikke den eneste – i provinsen Kosovo siden 1999.
