Svenska Utrikesdepartementet (UD) beslöt vid årsskiftet att dra in sitt organisationsbidrag till TFF för år 2000, utan förvarning, motivering eller dokumentation men med omedelbar verkan.

Vi har blivit upplysta om att vi kan söka organisationsbidrag för år 2001, och det kommer vi att göra; fristen är 15 september och UD brukar besluta om bidrag i december.

Vi ber Dig därför om att skriva på detta upprop NU så vi kan bifoga Din namnteckning, alla andras samt kopior på de personligt formulerade brev vi redan har fått under året. Vi tror det kommer att verka mest möjligt övertygande på departementet.

” Jag känner till en eller flera av TFF:s verksamheter, dess PressInfos, website, TFF WIRE, stiftelsens undervisare och föredragshållare, dess arbete i det forna Jugoslavien, i Kaukasus eller i Burundi.

Förebyggande diplomati, konfliktlösning, fredsbyggande och försoning, som är centrala teman i stiftelsens program, är nu högt prioriterade på mänsklighetens agenda. Forskning, utbildning och debatt är vitala insatser i allas vår strävan efter att lära oss hantera konflikter bättre.

Det är mitt intryck att TFF är en organisation som seriöst lämnar många och systematiska bidrag till lösningen av dessa problem.

Jag anser det vara viktigt att det finns verkligt oberoende organisationer och experter på dessa områden; för att kunna åstadkomma kvalificerade resultat måste de tillförsäkras ett minimum av kontinuitet i sin verksamhet. TFF har existerat sedan 1985 och jag har inte uppmärksammat någon nedgång i aktiviteterna eller kvalitén.

Den svenska regeringens bidrag till 15 folkliga orgnaisationer, rörelser och stiftelser är unik i det internationella samfundet; många skulle givetvis vilja se att andra demokratiska stater etablerade liknande program förutsatt, naturligtvis, att det inte till medlen knyts några som helst politiska betingelser.

I detta perspektiv tycker jag det var olyckligt att det svenska utrikesdepartementet i år drog in stödet till TFF, ett stöd man har givit under nio år.

Jag förstår att stödet ska gå till att täcka utgifter till allmän drift – hyra, papper, el, kommunikation, kopiering, kontorsutrustning o dyl – vilket är grundläggande och en förutsättning för att stiftelsen och de till den knutna medarbetarna kan ägna all energi till att åstadkomma resultat i projekt och fältarbete.

Av TFF PressInfos har framgått att organisationsstödet är på 300.000 kronor. I den stora världen är det en mycket liten summa. Det är nära nog obegripligt att den svenska staten inte skulle kunna hitta sådana medel för en aktivitet som just TFF:s.

TFF har också informerat allmänheten om att den opererar som en nätverksorganisation utan fast anställd personal. En sådan idealism är tämligen sällsynt i dagens värld. Det gör det ännu mer rimligt att stödja TFF då medlen på så sätt direkt gynnar aktiviteterna, inte karriärer eller byråkrati.

När jag med min namnteckning stödjer detta upprop behöver det inte att betyda att jag instämmer i allt vad TFF gör, publicerar eller i övrigt står för. Jag gör det snarare därför att TFF, så som jag känner organisationen, behövs som en bland fler oberoende röster. De problem TFF arbetar med och den verksamhet den bedriver förtjänar att stödjas.

Jag uppmanar därför enträget regeringen om att återföra organisationsstödet till TFF för år 2001, och minst på den förutvarande nivån (300.000 kronor).“
