PressInfo #94 svensk – UD slopar stöd till oberoende fredscenter – och fördelar miljoner utan redovisning

Under nio år har TFF av UD tilldelats ett årligt organisationsstöd. I år fråntogs stiftelsen detta stöd med omedelbar verkan och utan förvarning eller motivering. Syftet tycks vara att tysta en oberoende, kritisk stämma inom internationell konflikthantering.

TFF, Transnationella Stiftelsen för Freds- och Framtidsforskning i Lund, är Sveriges enda icke-statliga center för freds- och säkerhetsforskning. Stiftelsen är den enda inom sektorn forskning och upplysning, som helt berövats bidrag.

Sedan 1991 har TFF byggt upp en internationellt ledande kompetens särskilt vad angår Balkans konflikter. I en tid när Sveriges engagemang på Balkan är större än någonsin, med en svensk bataljon i Kosovo/a och stora biståndsinsatser till främst Kosovo/a och Bosnien, borde ett oberoende forskningscenter som TFF snarare ges ökat grundstöd för att bidra till en fördjupad syn på möjligheter och problem då det gäller freds- och försoningsarbete.

Organisationsbidrag ges för att skapa kontinuitet och bred debatt om internationella frågor. TFF:s är på 300.000 kronor per år. UD-medlen betalar hyra, kopiering, telekommunikation, website, bibliotek och Nyhetsbrev. 60 experter och NGO-ledare ingår i stiftelsens globala nätverk. Insamlade medel går direkt till aktiviteter. Stiftelsen drivs ideelt; ingen vid TFF har fast anställning eller fast lön.

Efterdaterat protokoll, “inga allmänna handlingar” – ännu en UD-skandal?

En Beredningsgrupp tillsatt av UD ska säkerställa att det inte tas politiska hänsyn vid fördelningen av medel till folkrörelsesorganisationer. För 2000 fördelar man ungefär 10 miljoner kronor till 15 andra folkrörelser, institut och stiftelser. TFF begärde kopia av protokoll för gruppens rekommendationer 1996-1999; som svar fick stiftelsen en “promemoria” daterad 5 veckor efter mötesdatum med besked om att gruppens rekommendationer är att betrakta som “minnesanteckningar,” som inte har arkiverats och inte är allmänna handlingar.

– Det är pikant att UD beslutar om miljonbelopp utan att daterat protokoll föreligger. Utan dokumentation går det inte att bevisa att det inte förekommit ministerstyre eller annan politisk påverkan, säger TFF:s chef Jan Öberg. Det verkar som om någon har sagt ungefär så här till Beredningsgruppen: ‘här har ni 100 kronor att fördela till 5 organisationer, dock ska 4 namngivna vardera ha 25 kronor.’ Den femte är TFF.

– Det är bedrövligt att TFF nu drabbas av en ny UD-skandal och mystisk hantering av miljoner i Arvfurstens Palats – för ingen tror väl att UD inte skulle kunna hitta 300.000 kronor om man ansåg TFF:s verksamhet för värdefull , säger Öberg och fortsätter:

Bestraffning för kritik av Sveriges, EU:s och NATO:s politik?

– Beslutet är obegripligt med tanke på att TFF i praktiken verkar ideellt för just det som regeringen och UD:s egna utredningar hävdar Sverige ska bidra till: konfliktanalys, tidig varning, våldsförebyggande, förhandlingar, civila insatser och hävdande av små staters suveränitet, folkrätten och FN:s normer.

– Till TFF knutna medarbetare uttalade sig kritiskt om det internationella samfundets och Sveriges hantering av Jugoslavien förra året. Stiftelsens nätverk, website och TFF PressInfo blev en ledande internationell informationskälla, CNN och ett par hundra medier världen över gjorde intervjuar.

– Regeringen för i dessa år en politik som innebär en systematisk anpassning till EU och NATO/USA. När många länder absolut ska ha samma utrikes- och säkerhetspolitik (som i huvudsak de stora länderna bestämmer) betraktar våra makthavare förmodligen oberoende, alternativa analyser och förslag som besvärande – också för Sveriges image i utlandet.

– Vi ser det som ett gott tecken på vårt kritiska inflytande i Sverige och internationellt att UD uppenbarligen försöker få oss att lägga ned verksamheten. Så kommer dock inte att ske. För om makthavare successivt begränsar mångfalden i analyser och debatt om dessa livsviktiga framtidsfrågor, hamnar vi i en farlig enfald, den ‘enda vägens politik’ – vilken är oförenlig med demokrati. Om den svenska regeringen tiger, så ska oberoende stämmor just i dessa – likriktningens – år göra motsatsen.

Bakgrund: Den Transnationella Stiftelsen för Freds- och Framtidsforskning, TFF

Lunda-stiftelsen är internationellt erkänd för sitt arbete med fredlig konfliktlösning i det forna Jugoslavien sedan 1991 och samarbetar med en rad internationella statliga och icke-statliga organisationer, inklusive FN, Europarådet och dussintals rörelser och universitet. Den drivs sedan 1986 av sociologen Christina Spännar och fredsforskaren Jan Öberg och har ett 60-tal rådgivare och medarbetare i sitt växande nätverk runt om i världen.

Grunden för TFF:s arbete är att genom återkommande resor till konfliktområden beskriva konflikter och diskutera vad som kan göras för att lindra konflikter. Som den enda organisationen har TFF samarbetat med såväl Belgrad som Kosovo/a sedan 1992 när “Förhindra krig i Kosovo” utkom; under fyra år faciliterade den en skriftlig dialog mellan regeringen i Belgrad och den moderata kosovo-albanska ledningen, publicerad 1996. TFF anlitas f n för träning av f d soldater i Kosovo under ett KFOR/NATO-program.

TFF har under 40 missioner fört över 3000 samtal med alla kategorier och sidor i konflikterna. Stiftelsen har genomfört dussintals seminarier för etniskt blandade, dialogorienterade ungdomar och folkrörelser på Balkan.

Den har nyligen utarbetat ett försonings-program för Burundis utbildningsdepartement, som skall startas så snart Nelson Mandela lyckats medla fram ett fredsavtal med landets stridande fraktioner. TFF utför dessutom analyser av Georgiens konflikter.

TFFs metod fokuserar på de mänskliga dimensionerna av konflikter – personliga samtal, respekt för allas lidande, dialog, försoning och ickevåldsliga konfliktlösningsvägar.

Stiftelsen har under åren givit ut ett 60-tal egna böcker och rapporter och bidraget med artiklar till lika många böcker och hundratals artiklar till bl a FN:s jubileumsbok, Världsbankan, CNN, Jimmy Carter’s Center, läraböcker, internationella konferenser mm. Projektstöd har den fått av bl a Soka-Gakkai, Rowntree-stiftelse, SIDA, International Organisation for Migration, FN, Europarådet och UD.
