Om dumhet, undfallenhet och Makedoniens väg mot katastrofen

Så började förändringen i bilden av Makedonien

När albansk gerilla angrep Makedonien för ett halvår sedan blev reaktionerna förvånansvärt skarpa. Sveriges utrikesminister fördömde i Europas namn de oprovocerade attackerna och underströk att man omöjligen kunde förhandla med “terrorister”, medan Natos generalsekreterare talade om “banditer och mördare”.

Några månader senare var tonläget ett annat. I uttalanden från EU och Nato fanns en illa dold irritation mot Makedoniens regering, vilken hotades med sanktioner om man inte visade större förhandlingsvilja. Vad hade hänt? Enligt utfästelser från Nato skulle “terroristerna” oskadliggöras genom att Kfor stängde gränsen till Kosovo, arresterade gerillasoldater och beslagtog vapen. Samtidigt gjorde Nato klart att man inte tänkte intervenera militärt, medan EU manade den makedoniska regeringen till återhållsamhet.

Infiltrationen ifrån Kosovo

Detta ledde till ett karaktäristiskt mönster som gång på gång upprepades: Kfor lyckades inte förhindra infiltrationen från Kosovo, gerillan tog kontroll över nya områden, även i Skopjes absoluta närhet, medan Nato när makedoniernas tålamod var på upphällningen tvingade fram avtal om eldupphör. Dessa bröts regelmässigt av gerillan, inte minst under kritiska skeden i förhandlingsprocessen.

Samtidigt förändras opinionsklimatet och utan närmare precisering börjar omvärlden tala om brister i Makedoniens minoritetspolitik och albanernas “legitima krav”. På mycket kort tid blev det land som fram till gerillaoffensiven varit ett föredöme för etniska relationer och demokrati en stat som diskriminerade sina invånare, och därmed utgjorde den egentliga orsaken till problemen.

Denna helomvändning bekräftar endast att politikernas – och många journalisters – verklighetsbild inte byggde på någon djupare analys, vare sig nu eller tidigare. En viktig orsak till omvärldens motsägelsefulla uppträdande var utan tvivel USA:s oklara hållning.

Frowick-affären

I slutet av maj visade det sig att den amerikanske diplomaten Robert Frowick hade initierat förhandlingar mellan UCK-ledarna och de två största albanska partierna i Makedonien. Man enades om en plattform som krävde en binationell stat, kontroll över den lokala poliskåren (och delar av armén), konstitutionella förändringar som gjorde albanska till officiellt språk över hela Makedonien och i alla statliga organ, inklusive regeringen. Viktiga beslut skulle dessutom fattas genom konsensus mellan företrädare för albaner och makedonier. Förutom allmän amnesti krävde man att gerillan skulle “återanpassas” genom anställning i förvaltning och polisväsende. Till yttermera visso skulle förhandlingar äga rum utanför Makedonien och landet bli ett Nato-protektorat.

Plattformens karaktär och framförallt det faktum att medlemmar av Makedoniens regering fört hemliga förhandlingar med gerillan skapade en ohållbar situation och ledde till protester från Västeuropa. Ändå blev UCK efter Frowick-affären i realiteten en förhandlingspart och den märkliga situationen uppstod att de tidigare “banditerna”, tillsammans med albanska medlemmar av Makedoniens regering, förhandlade med makedoniska medlemmar av samma regering

Makedonske regeringen i kläm – och skandalen i Aracinovo

I och med detta förlorade omvärlden mycket av sin trovärdighet hos Makedoniens majoritetsbefolkning och resterna försvann efter händelserna i Aracinovo. Sedan UCK i juni tagit kontrollen över denna förort till Skopje och fördrivit dess makedoniska invånare, hotade man att angripa huvudstadens centrum och den internationella flygplatsen.

När makedoniska trupper slutligen gick till motoffensiv fick gerillan efter ingripande från Nato fri lejd. Under eskort av amerikanska specialstyrkor fördes 400 man tillsammans med sina vapen ut ur Aracinovo för att avlämnas på gerillakontrollerat område, varifrån man fortsatte sina angrepp.

Väst på de albanska extremisters sida

Oavsett hur denna incident skall förklaras är det fråga om ett synnerligen anmärkningsvärt beteende från en omvärld som gör anspråk på att vara neutral. Förhandlingarna komplicerades till en början av medlarnas tvetydiga hållning. När deras underlag för konstitutionella och politiska förändringar presenterades i början av juli godtogs det av makedonierna, men avvisades av albanerna, som inte fått gehör för kraven på en binationell stat. Medlarna lade då till en paragraf som utan begränsningar gjorde albanska till officiellt språk. När makedonierna protesterade påstod man att det rörde sig om ett missförstånd, att albanska skulle ha officiell status enbart på lokal nivå.

Reträtten var knappast övertygande eftersom den nya versionen hade publicerats i både albansk- och makedoniskspråkig press, men innebar att internationella media in i det sista återgav en felaktig bild av vad språkfrågan handlade om. Dagen efter genombrottet i Ohrid skrev Dagens Nyheter på nyhetsplats att albanska, efter makedoniskt motstånd, nu fått status av officiellt språk i kommuner där albaner utgör 20 procent av befolkningen. Frågan var aldrig kontroversiell, eftersom albanerna redan har denna rätt enligt gällande konstitution och lagstiftning.

UCK fortsätter etnisk rensning

Albanernas opinionsmässiga övertag spelades bort när UCK öppet visade sitt förakt för ingångna överenskommelser och under pågående förhandlingar fortsatte fördrivningen av cirka 50 000 makedonier från Tetovo, Kumanovo och delar av Skopje.

Det stod klart att den militanta falangen bland albanerna hade felbedömt den amerikanska hållningen och flera tecken tyder på att USA tagit visst intryck av europeisk kritik. I varje fall visar en granskning av Ohridavtalet att texten, vid sidan av viktiga symboliska markeringar, i hög grad bygger på existerande lagstiftning eller planerade förändringar.

Med andra ord: avtalets utformning visar tydligt att diskriminering och förtryck inte kan förklara eller ursäkta våldet i Makedonien. De albanska politikerna har inte fått gehör för sina krav på en förändring av den makedoniska statens karaktär och man kan undra varför de godtagit ett avtal som ligger så långt från vad de själva och UCK beskrivit som ett minimum.

Ingen “nedrustning” i kölvattnet på omvärldens misslyckande

Nu spelar detta i praktiken kanske mindre roll, eftersom inget tyder på att UCK verkligen har för avsikt att överlämna huvuddelen av sina vapen. Förhandlingarna har därför i viss mån varit meningslösa – åtminstone med den uppläggning som fastställdes av EU och Nato. Risken för politiskt kaos och militär konfrontation är överhängande och det obehagliga är att Nato vid behov kan två sina händer.

Till stor del bottnar omvärldens misslyckande i oförmågan att hantera krisen som tre distinkta problem:

a) UCK:s militära offensiv,

b) Makedoniens konstitution och kraven på en binationell stat, samt

c) frågan om eventuell diskriminering av den albanska befolkningen.

Man kunda ha agerat helt annorlunda…

Även om de hör samman sociologiskt, är det i folkrättslig och politisk mening fråga om skilda storheter som bör hållas isär. Ett avgörande misstag var oviljan att ingripa medan det ännu fanns tid. Det borde ha varit möjligt att stänga gränsen mot Makedonien, förstöra baser och träningsläger i Kosovo, konfiskera vapen, förnödenheter och pengar, samt om så krävdes genomföra begränsade aktioner i Makedonien, ett land som ingår i Partnerskap för fred.

En klar markering av att man helt enkelt inte tolererar våld och verkligen slår vakt om Makedoniens territoriella integritet hade kunnat vända utvecklingen. Det hade därefter funnits utrymme för samtal både om konkreta problem och de principiella men psykologiskt komplicerade frågor relaterade till självbild och historieuppfattning som ytterst bestämmer attityderna till den makedoniska staten.

I stället valde man en linje som innebar att de albanska politiker som till en början kritiserade gerillan blev UCK:s gisslan och nu slåss inte bara för sin politiska överlevnad. Frowick-modellen ledde därför med nödvändighet till ökade motsättningar mellan albanska och makedoniska politiker och underblåste nationella stämningar hos den makedoniska allmänheten.

Omvärlden har bara försvårat en fredlig lösning

Genom sin undfallenhet mot gerillan och oförmåga att diskutera situationen i principiella termer har omvärlden endast förlängt konflikten och försvårat en fredlig lösning. Det finns skäl att vara pessimistisk, eftersom ett slut på kriget i Makedonien förutsätter en drastisk förändring av situationen i Kosovo.

Om inte UCK tillåtits spela sin destruktiva roll hade det som nu sker i Makedonien aldrig inträffat. Det råder inga tvivel om att UCK-gerillan, omvandlad till Kosovos skyddskår (KPC), varit direkt inblandad i Makedonien. Officerare och en stor del av manskapet kommer från KPC/UCK och operationerna har letts av general Cekus närmaste män.

Att personal avlönad av FN angriper ett grannland medan omvärlden förblir passiv är bortom allt förnuft. Det enda rimliga vore att upplösa KPC och arrestera dess ledare. Om USA inte förmår detta och Europa fortsätter att tiga, riskerar vi att bli medansvariga till en humanitär och moralisk katastrof.
