Valget i Sri Lanka Presidenten vant første runde

Det er lite vann i bassengene etter fire måneder uten regn. Men Colombo har ikke opplevd mange “power-cuts” den siste tiden. Grunnen er ganske enkelt at myndighetene ikke vil vise at de har problemer med kraftforsyningen rett før et valg. Slikt påvirker velgerne negativt for de partier som har sittet ved makten frem til i dag. I ukene som kommer regner folk med at strømmen forsvinner noen timer hver dag. Dessuten har Buddha, Kristus, Rama, Muhammed eller hvem du ellers tror på vist seg fra sin beste side og vi fikk skikkelige ettermiddagsregn de siste tre dagene før valget. I Sri Lanka er de fleste store religioner godt representert og de er viktige faktorer i valgkampen. Det er derfor godt om religiøse høytidsdager og selvsagt er det røde dager i kalenderen ved hver fullmåne. Men landet er delt etter mange andre linjer enn religion. Som for alle andre stater er det viktige klasseforskjeller, det er by mot land, et kastesystem kompliserer det hele, forskjellige politiske retninger dominerer bildet og ikke minst de to store og flere små etniske grupper. Konflikten mellom singalesere og tamiler er den skillelinjen som på overflaten har dominert denne te-dyrkende øya siden de ble frie fra det brittiske koloniveldet i februar 1948. Den tamilske minoriteten har siden selvstendigheten vært diskriminert og mange tamiler hadde i årtier ikke engang rett til statsborgerskap. Virkeligheten er selvsagt langt mer kompleks. De vel 12 millioner stemmeberettigede som andre april valgte parlamentsrepresentanter er en meget sammensatt gruppe. 225 valgte representanter skal lede landets i den nærmeste fremtid. Oppgaven er ikke lettere i dag enn tidligere i landets femtiseksårige historie.

De mange forskjellige identiteter øyas innbyggere har samles i EN ved noen få tilfeller. Når landslaget i cricket spiller mot Australia er de alle fra Sri Lanka. Da glemmes religion, partipolitikk, etnisk tilhørighet, krig, valgkamp og klassebakgrunn. Selv etter flerfoldige forsøk har jeg ikke lykkes å trenge gjennom for å forstå hva som gjør dette spillet så populært i hele det tidligere brittiske imperiet. Landslagstreneren i cricket har en status som få, om noen, politikere kan måle seg med. For oss utenforstående forblir cricket et mysterium. Min avhengighet av å lytte på BBC Worldservice når jeg er ut å reiser har gjort det umulig å unngå disse merkelige referatene av et spill som pågår i dager og har et poengsystem som krever høyere matematikkunnskaper enn mine for å forstå. Her i Sri Lanka er det en av de veldig få samlende lidenskaper. En annen felles faktor i valgkampen er at nesten alle er for “fred”. Landet er nedluset av plakater, annonser og politikere som mener de har oppskriften til en fredlig fremtid. Veien dit og innholdet i “freden” varier meget.

Jeg sitter på verandaen og leser dagens aviser og er imponert av Sri Lankas høyteknologiske standard. Daily News har en annonse der jeg kan få kontinuerlige valgresultater på sms ved å sende “POLL” til nummer 7777. Dagens besøk i den lokale internettkafeen endte med et mindre sammenbrudd på min laptop, men en selvlært butikkeier håndterte IP-adresser og “Advanced Options” som skulle ha imponert mine datateknikere ved Universitetet i Tromsø. Tre minutter var nok til at alt fungerte som før. En av de få ting som minner meg om hvor jeg er er prisene og at vannflasken med “Eskimo Mineral Water” garanterer at den ikke innholder verken T-Coli eller E-Coli bakterier. Så fort jeg er ute på gaten er det tiggere, stanken fra åpne kloakker og små skitne butikkboder som påminner meg om at de siste årenes økonomiske vekst kun har kommet over- og middelklassen til gode. Økningen i BNP har ikke blitt distribuert til de som trenger den mest.

Valget er utlyst fire år før den nåværende syvårsperioden løper ut og det er kaos og splittelse på så vel den singalesisk som den tamilske siden. De to største partiene er United People’s Freedom Alliance (UPFA) og United National Party (UNP) har henholdsvis et løv og en elefant som symbol. Det er disse to symbolene som forventes å få flest kryss i valget, men ingen fikk over femti prosent av representantene. Nå venter mange uker med forhandlinger om en koalisjonsregjering. Presidents parti ble det største og forventes å samarbeide med noen av de mindre partiene som er minst interessert i å gi tamilene noen form for selvstendighet. Tamilene har denne gang samlet seg rundt Tamil National Alliance (TNA). Liberation Tigers of Tamil Eelam (LTTE) oppfordrer folk til stemme på dem. Det er første gang LTTE “deltar” i et valg. Tidligere har det vært geværpipen og ikke stemmeseddel som skulle tale deres sak. Om resultatet er en oppmuntring til å fortsatt satse på stemmeseddel som politisk redskap er det ingen som vet i dag.

Statsminister de siste årene har vært Ranil Wickremesinghe fra UNP. Hans manglende vilje til å involvere president Chandrika Kumaratunga i de fredsforhandlinger Norge har vært involvert i er en viktig faktor til at valget kom nå. Presidentembetet i Sri Lanka er konstruert etter fransk modell og deler mye av den utøvende makten med statsministeren og dennes regjering. Dette har vist seg å fungere dårlig når de kommer fra forskjellige partier og ikke kan samarbeide særlig godt. Et høytravende maktspill de siste årene nådde sitt høydepunkt den syvende januar i år da presidenten like godt oppløste Parlamentet og brukte sin grunnlovfestede makt til å utlyse valg. Norges bidrag til denne avgjørelsen skal ikke undervurderes. Hun har mer enn antydet at nyvalget kom som et resultat av at hun var ekskludert fra fredsforhandlingene.

Også på den tamilske siden har det skjedd dramatiske ting den siste tiden. Den militære kommandøren for LTTE i den østlige provinsen, Vinayagamoorthy Muraleetharan (“Karuna Amman”) har brutt med LTTEs ledelse i nord og opprettet en egen enhet. Dette kom som et sjokk på mange både utenfor og innenfor de tamilske miljøene. Karuna er kjent for å ha utviklet den tamilske motstandsbevegelsen fra en liten geriljagruppe til en stor og effektiv hær. Han har vært med å bekjempe så vel Sri Lankas egen arme som de indiske såkalte fredsopprettende styrkene som han bekjempet sammen med den Sri Lankeiske hæren. Tidligere har alle utbrytere fra LTTE effektivt blitt eliminert fra jordens overflate. Et “fatwa” over Karuna er allerede utlyst, men denne gangen har utbryteren en stor majoritet av LTTEs soldater med seg og kontrollerer et stort territorium. Utgangen av dette dramaet er ikke gitt uansett hvordan valgresultatet blir.

De fleste nordmenn har fått med seg at Norge og Erik Solheim har hatt en rolle i de forhandlinger som har pågått de siste årene. Litt varierende fremstillinger om hva de egentlig gjør har kommet fra UD. Den for noen år siden så omtalte “fredsnasjonen Norge” har ikke maktet å levere så mange resultater. Den siste tiden har det derfor vært lagt stor vekt på at “vi kun legger forholdene til rette” for forhandlinger. Noe ansvar for forhandlingenes innhold og resultat har man ikke påtatt seg. Det ligger nok mange avveielser bak disse ulike innstillinger. At det har vært er relativ våpenhvile de siste to årene har tar man gjerne og deler “ansvaret” for. At LTTE hoppet av forhandlingene i fjor, eller at presidenten utlyste nyvalg og i praksis flyttet forhandlingen flere hakk tilbake er man fra norsk hold ikke like ivrige å ta på sin kappe.

Jeg vil nok gi mye kredit til Norge for at det i to år har vært en våpenhvile. Våpenhvile er alltid første prioritet når krig pågår, men det er langt til fred selv om de slutter å skyte på hverandre. Og det kan være nyttig i sammenhengen å poengtere forskjellen på våpenhvileforhandlinger og fredsforhandlinger. Til de første gir det mening i invitere de aktører som har store hærer til disposisjon. Skal det skapes fred må langt flere være med på prosessene. I flere store dagsaviser på valgdagen var det tatt inn helsiders annonser der “concerned citizens” oppfordrer valgets vinnere til å ikke uteslutte noen fra kommende fredsforhandlinger. De hevder, og det er ikke vanskelig å være enig, at dersom noen ekskluderes fra forhandlingene kan det aldri oppnås varig fred. Dette bør oppfattes som en klar beskjed til Norge. Det er ikke lett å involvere flere, men erfaringene viser at det finnes ingen snarveier til fred. Solheim og company har til nå vist en imponerende tålmodighet, la oss håpe at de også tar seg tid til å inkludere flere aktører i prosessen. Ikke alle på samme måte og samme nivå, men varig og stabil fred handler mer om inkludering enn ekskludering.

På kvelden og utovernatta sitter jeg på en liten valgvake på hotellet og drikker en flaske Lion-Lager sammen med en håndfull av staben her på hotellet. Mulighetene for at det blir utlyst utegangsforbud i natt og i morgen er såpass stor at de har fått beskjed om å overnatte på jobben. Det var en positiv overraskelse at utegangsforbudet aldri ble iverksatt.

Det er ikke alltid like lett å presentere seg som nordmann i slike sammenhenger. Blant tamiler er det åpenbart større støtte for det norske arbeidet enn hos den singalesiske befolkningen. Stemningene har også endret seg over tid. Når nasjonalistiske singaleser har brent dukker forestillende Solheim har det fått visse medieoppslag i Norge; når avtaler har skrevets under og håndslag symbolisert enighet har dette rimelig nok fått større oppslag. Om den veien de har valgt er rett veivalg er det mange meninger om. I denne lille gruppen som følger opptellingen på TV er det både tamiler og Singaleser. Dette er typisk for de vestlige deler av landet med hovedstaden som sentrum. De såkalte Colombo-tamilene er relativt godt integrert i samfunnet. Det er i øst og nord at de store forskjellene merkes. LTTEs strikte disiplin og brutale maktmisbruk mot annerledes tenkende har skapt en masse nye konflikter. Det er delvis Norges “positive” holdning til og forståelse for LTTEs krav som skaper mye av fiendtligheten mot Norges innblanding. Det er ikke lett for Singaleser å glemme LTTEs brutale voldshandlinger fra 1983 fram til våpenhvilen for 2 år siden. Norge oppfattes som for LTTE-vennlig hos veldig mange singalesere. Solheim har blitt symbolet for denne innstillingen. Flere sentrale regjeringsfolk jeg har snakket med mener at Vidar Helgesen er langt mer nøytral og bør være den som fortsetter forhandlingene etter valget. Og slike forhandlinger handler om personrelasjoner så vel som statsborgerskap, posisjoner, kreativitet og konfliktkunnskap.
