Hur kan integration av flyktingar och invandrare bli bättre?Vad befrämjar och vad utgör hinder?

Projekt i samarbete mellan Eslövs kommun, ebo, Polisen i Eslöv, Svenska kyrkan, Försäkringskassan, Den Transnationella Stiftelsen för Freds- och Framtidsforskning (TFF) och Europeiska Flyktingfonden (genom Migrations- och Integrationsverket. Projektsamordnare är Christina Spännar från TFF.

Målsättning, metod, medel och perspektiv. Hittills gjorda erfarenheter

Målsättningen är att utveckla en modell för hur integration kan underlättas. Utvecklingsprocessen innebär en öppenhet för all möjlig information som kan vara till nytta i modellen, som skall vara dynamisk, d v s öppen för förändringar.

Stommen i modellen är ett nätverk, d v s en informations- och kommunikationsstruktur. Det är tänkt att bestå dels av aktörer som i sitt arbete möter flyktingar och andra invandrare, dels av flyktingar som genom sina erfarenheter av mötet med det svenska samhället kan ge en bild av den andra sidan i detta möte.

Ett nätverk kan också bidra till en samsyn bland kommunens förvaltningar och andra institutioner och aktörer. Det kan förekomma att olika handlingsprogram hos dessa krockar med varandra. När skilda instanser inte arbetar efter samma kriterier och har olika villkor som skall uppfyllas för att ge stöd, kan det uppstå en målkonflikt. Ett nätverk kan medvetandegöra sådana och därmed göra det möjligt att hantera dem.

Ytterligare bidrag till modellen ges genom de livshistorier eller snarare berättelser ur livet som ett antal flyktingar (och ev andra invandrare) skriver. Dessa kvinnor och män bör vara så olika som möjligt med avseende på etnisk bakgrund, utbildning och ålder. Tankar och erfarenheter om och kring integration kommer också fram i ungdomars gruppdiskussioner.

Resultatet av projektet publiceras i en rapport som också är en utvärdering av integrationsprocessen genom olika kommunala verksamheter. Detta innebär att man samtidigt får en bild av verksamheternas arbetssätt och hur detta påverkar individen. Erfarenheterna sprids genom att rapporten distribueras lokalt, regionalt och nationellt samt på TFF: s hemsida, www.transnational.org.

Metod

Inledningsvis intervjusamtal mellan projektledaren/samordnaren och samtliga deltagare. Presentation av de flesta deltagarna finns på hemsidan under forum Eslöv.

Deltagarna i nätverket ägnar sedan en timme i veckan åt reflektioner kring sådant som kan vara av intresse för projektet, gör noteringar och e-postar till projektsamordnaren. Dessa tillsammans med noteringar och reflektioner från gruppmöten och seminarier används som diskussionsunderlag vid följande gruppmöten och seminarier. Flyktingars berättelser ur livet samlas till en liten bok/rapport. Gruppdiskussioner pågår i Ungdomens hus. De flesta av deltagarna där har kommit till Sverige som flyktingar. Det handlar alltså om att lyssna, reflektera och kommunicera.

Eftersom modellen skall vara öppen för förändringar, ligger inte nätverket fast från början. Deltagare tillkommer efterhand och mindre nätverk kan också bildas inom det större. Det förekommer också att deltagare byter arbetsuppgifter eller av annan anledning lämnar nätverket, men bör då ersättas av sin efterträdare.

Medel

Det beskrivna tillvägagångssättet bör kunna leda till bl a följande medel till nytta för det fortsatta arbetet.

Kunskap – diskussionsunderlagens information belyses från olika håll under gruppmöten och seminarier och kan därmed bli till kunskap.

Medvetenhet – i mötet med en främmande kultur finns möjlighet till medvetenhet om det självklara i den egna kulturen. Det är först då man ser sådant som för den främmande kan vara svårt att förstå. Medvetenheten om att det som är självklart för mig kan te sig förbryllande för någon från en annan kultur, öppnar för möten präglade av respektfull, lyssnande närvaro.

Förståelse – genom kunskap om invandrarens/flyktingens ‘bagage’ som blir synligt i livshistorierna.

Perspektivet

Perspektivet på hur integration kan bli bättre skall vara flyktingars och andra invandrares. Hittills har det rådande perspektivet huvudsakligen varit svenska myndigheters. Man kan nog säga att den allmänna uppfattningen är att integrationen inte varit särskilt framgångsrik. Även de myndigheter som har till uppgift att verka för integration medger detta. Därom vittnar den överenskommelse om samverkan kring mottagandet av flyktingar som 2001 ingicks mellan AMS, Migrationsverket, Integrationsverket, Skolverket och Kommunförbundet. Målet för överenskommelsen är utveckling och förbättring av integration genom att övergå från det tidigare kollektiva perspektivet på invandraren till ett individuellt.

Det senare innebär att introduktionsprogrammet för den enskilde alltid skall utgå från individens egna förutsättningar och behov. Därtill är det viktigt att beakta hela familjens behov vid individuella insatser för enskilda familjemedlemmar. Frågan är hur dessa intentioner kan omsättas i praktiken. Det rör sig bl a om förståelse för och kunskap om integrationsprocessens olika sidor och faser samt vad ett individuellt synsätt innebär. Men framför allt måste flyktingar själva få komma till tals. Det är deras erfarenheter och kunskap som skall vara vägledande i arbetet med att utveckla modellen. Detta öppnar för en ömsesidighet i processen, en dialog som bär framåt.

Hittills gjorda erfarenheter

Intervjuer med samtliga deltagare. Fem diskussionsgrupper bildades under hösten; Arbete och praktik, Ungdom, Sfi, Barn, familj och skola samt Ungdomens hus. Två större seminarier hölls också under hösten, två under våren.

I Arbete och praktikgruppen ingick från början två personer från Arbete och försörjning, en praktikant (flykting), en studerande (flykting) och en från kommunledningskontoret. En rektor för en högstadieskola och en socionomstuderande (invandrare) har tillkommit. Åtta gruppmöten har hållits.

I diskussionsgruppen Ungdom deltar fem personer från Barn och familj (två från början), en från Arbete och försörjning, en kundvärd från kommunens bostadsföretag, en polis och en diakon. Sju möten.

Från Sfi – Svenska för invandrare – deltar en rektor och två lärare. Där ingår också en gymnasielärare och en person, med flyktingbakgrund, från Arbete och försörjning. Fem möten har hållits.

Gruppen Barn, familj och skola består av en förberedelseklasslärare, en samordnare på förskola, kommunens hälsosamordnare, en diakon (också i Ungdomsgruppen) och en skolkurator (ny). En från försäkringskassan är långtidssjukskriven, en psykoterapeut har flyttat. Två möten.

På Ungdomens hus har åtta gruppdiskussioner förekommit med totalt ett tiotal ungdomar.

Deltagarnas veckoreflektioner har inte förmedlats via e-post i den utsträckning som de var tänkt från början. I stället har de framkommit vid gruppdiskussionerna och enskilda samtal.

Höstens och vinterns reflektioner, samtal, gruppmöten och seminarier har visat att problem förekommer på flera områden som mer eller mindre hänger samman. Det gäller information, språk, arbete samt barns och ungdomars skola och fritid. Viktiga redskap för att få tillgång till information är språk, arbete och personliga relationer. “Man lär sig inte koden om man inte lär känna den som har nyckeln till den.”

Det som brister eller på annat sätt utgör problem, utgör samtidigt hinder för integration. Under diskussionerna hittills har flera förslag kommit på insatser som skulle kunna göras för att avhjälpa åtminstone en del brister och därmed också främja integration. Bland dessa kan nämnas föräldragrupper, fler män med invandrarbakgrund på skolorna samt fritidsverksamhet präglad av kontinuitet och regelbundenhet.

Med syfte att få idéer och inspiration för att bilda föräldragrupper, besökte sex projektdeltagare Pilevallskolan i Trelleborg, där projektet “Välkomsten” pågår. Huvudmålet för detta är att stärka nyanlända föräldrar i sin roll som fostrare för att trygga barnens uppväxt och framtid i det nya landet.

Samarbete mellan Arbete och försörjning och Norrevångsskolan har inletts. Målet är att skapa praktikplatser för invandrare som på så sätt kan vara ett stöd för eleverna samtidigt som de har möjlighet att praktisera svenska.

Ett problemområde som tidigt identifierades var information till nyanlända. Under våren har därför Sfi-läraren Eva Thors utifrån samtal och diskussioner med sina elever arbetat fram ett samhällskunskapshäfte som skall användas i undervisningen.

Samsyn och helikopterperspektiv på kommunens verksamheter har efterlysts. Det behövs samarbete och/eller nätverk för att synliggöra målkonflikter i olika handlingsplaner. En samsyn på dessa handlingsplaner är nödvändig för att förverkliga en introduktions-/integrationsplan.

Medan höstens första seminarium i huvudsak ägnades åt att identifiera problem, koncentrerades diskussionerna under vårens sista seminarium på lösningar. Som diskussionsunderlag användes sammanfattning av vad som dittills diskuterats i de olika grupperna samt noteringar från besöket i Trelleborg.

Ur anteckningarna från seminariet:

Information så tidigt som möjligt. Den behövs för alla, men kan se olika ut beroende på bakgrund. Allting handlar om att fånga människan innan hon blir negativt inställd till sitt nya hemland.

Koppling till och engagemang från ledningen i kommunen. Hur fångar vi deras uppmärksamhet när endast de kortsiktiga målen är intressanta?

Eldsjälar krävs, men det behövs också engagemang från många, många andra.

Arbetet med föräldragrupper bör börja så snart som möjligt. De kan se olika ut beroende på vad man fokuserar på; förskolebarn, föräldrars delaktighet i barnens skolgång, tonåringar etc. Behov finns av alla sorter, och det finns olika modeller att välja mellan.

Undertecknad kommer under sommaren att skriva en rapport om erfarenheterna av projektet, vilka möjligheter till förbättrad integration som framkommit samt några konkreta handlingsförslag. En liten bok med berättelser ur ett tjugotal flyktingars och andra invandrares liv kommer att läggas fram tillsammans med rapporten.
