Det är rikligt dokumenterat att UCK-terroristerna i Makedonien, som har nära samarbete med UCK i Kosovo, har beväpnats och utbildats av Washington. Varför skulle då USA intervenera i Natos regi och bekämpa sin egen ställföreträdande armé? Närvaron av Nato- eller amerikansk-brittisk trupp skulle i stället främja Washingtons strategiska målsättningar.

USA för nu återigen krig med ställföreträdare, använder sig av UCK för att strida mot Makedoniens armé, ARM. USA:s KFOR-styrkor i Kosovo är inte direkt inblandade, men amerikansk militär från det privata bolaget MPRI (Military Professional Resources, Inc, ett legoknektsföretag kontrakterat av USA:s försvarsdepartement Pentagon) är rådgivare till UCK och dess makedonska gren, som kallar sig Nationella befrielsearmén.1

Militär personal från den “civila” Kosovos Skyddskår (KPC), dvs UCK under FN:s beteckning, har nu anslutit sig till det makedonska UCK. KPC-reservister har inkallats och KPC:s stabschef Gezim Ostreni “som var avlönad av FN” har utsetts till ställföreträdande “befälhavare” i makedonska UCK.

Ett väletablerat faktum är också att det sedan länge rått en långvarig personligt relation mellan UCK:s befälhavare Agim Ceku och general Richard Griffiths i MPRI. Med största sannolikhet spelar också UCK:s befälhavare Agim Ceku “väl förfaren i konsten att använda artilleri i markkrig” en nyckelroll i den militära planeringen. Det personliga förhållandet mellan Griffiths och Ceku härrör i själva verket från planeringen av “Operation Storm” 1995, då den kroatiska armén ledde den etniska massakern och fördrivningen av 200 000 serber från Krajinaområdet i Kroatien.2

Privatiserad subversion

Griffiths, som hade ansvar för MPRI:s utrustnings- och utbildningsprogram i Kroatien, blev dekorerad när han i oktober 1998 återkom från Kroatien. Några månader senare tog brigadgeneral Agim Ceku avsked från Kroatiens armé och blev befälhavare för UCK. Utnämningen ägde rum knappt två månader före bombningarna av Jugoslavien i mars 1999.

Under 1998 och fram till juni 1999 var det två brittiska företag i säkerhetsbranschen som såg till att UCK fick beväpning, utbildning och bistånd efter ett underkontrakt med MPRI. Det skedde i Italien, Turkiet, Kosovo och Tyskland genom amerikaner, tysk utrikes underrättelsetjänst och tjänstgörande och icke tjänstgörande medlemmar av Storbritanniens 22:a SAS-regemente.3

Som av en händelse är Richard Griffiths också ansvarig chef för MPRI:s program i Makedonien för överföring av USA:s militära bistånd till ARM. Griffiths har också sedan länge utvecklat en personlig relation till general Jovan Andrejevski, som är ARM:s stabschef. Dessa personliga band härrör från den tid då Andrejevski fick militär utbildning i USA.

Ironiskt nog har både Ceku och Andrejevski utbildats av general Griffiths. Det betyder att Griffiths från MPRI är “mellanhand” mellan de bägge arméerna och samlar militära underrättelser från ARM som han sedan för vidare till UCK-befälhavare Agim Ceku och till sina MPRI-kollegor som är rådgivare åt UCK i Kosovo. Han rapporterar också till MPRI:s högkvarter i Virginia, som har nära förbindelser med Pentagon.

Generalstabschefen och UCK

Något som knappt nämnts i västvärldens massmedier är MPRI:s roll i centrum för en större skandal kring ARM:s befälhavare Jovan Andrejevski, som anklagats för:

“att ha fört vidare känslig information till albanska terrorister… genom sponsorförhållandet till den amerikanska generalen Richard Griffiths, stationerad i Skoplje, som utnyttjat de förtroliga redogörelserna för de makedonska säkerhetsstyrkornas rörelser till att senare‚ överföra‚ informationen till sin ‚goda vänner‚ de albanska UCK-terroristerna… Den pensionerade generalen Richard Griffiths har givit direkt‚ stöd‚ till de albanska terroriststyrkorna i den s k nationella befrielsearmén med mycket detaljerade och hemliga underrättelser som han fått från ARM:s generalstab, personligen via dess chef Jovan Andrejevski. Denna stora skandal… kan ha bidragit till att de väntade framgångarna med att besegra terroristerna har låtit vänta på sig. TV-kanalen‚ TVA1‚ hävdar att förutom bevisen för‚ möten i hemlighet mellan Andrejevski och Griffiths (som formellt var Andrejevskis chef när Andrejevski avslutade sin militära utbildning i USA) har vi inte fått tag i några dokument rörande deras ‚utbyte av militära hemligheter… ARM:s generalstabschef Jovan Andrejevski gav i dag (22 maj) ett skriftlig svar där han säger att ‚ett skrupelfritt krig‚ förs mot honom, för att inte nämna att ARM:s näst högste officer i rang, general Pande Petrovski, redan meddelat att han avgår… som en följd av de betydelsefulla ‚läckorna‚ av underrättelser rörande militära frågor och befälsfrågor.”4

MPRI:s militära underrättelseaktion var noggrant samordnad med en annan operation genomförd av CIA under skydd av OSSE (Organisationen för säkerhet och samarbete i Europa). Den nyutnämnde chefen för OSSE:s beskickning i Makedonien Robert Frowick, som beskrivs som “före detta USA-diplomat” fick uppgiften att “mäkla” en överenskommelse mellan UCK-terroristerna och de albanska partier som ingår i regeringskoalitionen. Frowicks verksamhet under “skydd” av OSSE, bestående i att etablera en dialog med rebellerna, var i stort en kopia av den roll som spelades av en annan CIA-agent, William Walker, när denne var chef för OSSE:s beskickning i Kosovo månaderna före 1999 års bombningar av Jugoslavien.

Frowicks intriger

Frowick var den som, på Washingtons instruktioner, arrangerade hemliga möten mellan makedonska UCK-rebelledaren Ali Ahmeti och de albanska partierna, väsentligen med syfte att direkt få in UCK på den makedonska politiska scenen och skapa en spricka i den makedonska koalitionsregeringen.

Washington uttryckte sin erkänsla för Frowicks kontakter med rebelledarna ˆ och förnekade i förbigående att USA var inblandat.

“Ett specialsändebud från Organisationen för säkerhet och samarbete i Europa (OSSE), Robert Frowick, en USA-diplomat som är särskilt sändebud för OSSE i Makedonien, har enligt rapporter mäklat överenskommelsen. Men tjänstemannen från State Department, som uttalade sig under villkor att han fick vara anonym, varken bekräftade eller förnekade att Frowick var inblandad i mäklandet av överenskommelsen. Frowick är enligt rapporter från Makedonien ombedd att lämna landet… Cheferna för västvärldens diplomatiska beskickningar i Skoplje sammanträffade på onsdagen i USA:s ambassad för att ‚diskutera Frowicks framtid‚ och hitta vägar att ‚disassociera‚ honom från det officiella Washington… Den albanska överenskommelsen undertecknades av ledarna för Albanernas demokratiska parti, Arben Xhaferi, och av Imer Imeri för Partiet för demokratiska framsteg och av den politiske ledaren för gerillan Nationella befrielsearmén (UCK), Ali Ahmeti. De albanska partierna ingår i regeringskoalitionen.”5

Efter skandalen återkallades Frowick till OSSE:s högkvarter i Bukarest. Trots påståendena om förräderi, har general Andrejevski stannat på sin post som ARM:s befälhavare efter förhandlingar mellan regeringen och armén och USA:s och Storbritanniens ambassadörer.

Med albanska partier i koalitionen som upprättar formella förbindelser med rebellerna är regeringskoalitionen i kris. Hela det politiska systemet befinner sig i ett tillstånd av sammanbrott. Dessutom vet nu allmänna opinionen i Makedonien att både regeringen och ARM samarbetar med fienden, nämligen Förenta staterna. Likväl har regeringen, bittert och ironiskt nog, inte motsatt sig USA:s diktat. Skoplje har av Washington fått direktiv att inte följa upp MPRI-saken. General Richard Griffiths har inte beordrats att lämna landet. Samtidigt som Washington stödjer UCK-terroristerna, behåller de ett fast grepp om Makedoniens högsta militärkommando. Allteftersom krisen utvecklas, utvecklas också splittringen inom ARM. Militära befälhavare med ansvar för försvaret av makedonskt territorium känner sig förrådda av ARM:s stabschef och regeringen.

IMF stryper försvarsutgifterna

IMF:s verksamhet i Makedonien har noggrant samordnats med Natos och OSSE:s. Samtidigt som pengar, vapen och legoknektar förs in till UCK-rebellerna, är den makedonska regeringen satt i finansiell tvångströja. I enlighet med “Stabilitetspakten”, är hela dess budget kontrollerad av IMF och Världsbanken för de internationella kreditgivarnas räkning. Med andra ord, stränga åtstramningsåtgärder som ålagts regeringen av IMF hindrar den från att försvara sitt territorium.

IMF:s tak för militära utgifter är detsamma som ett de facto vapenembargo mot Makedonien som tvingar regeringen att använda sig av det av IMF och Världsbanken sponsorerade privatiseringsprogrammet när armén skall utrustas och rebellerna bekämpas. Finansministern har bekräftat att “utförsäljningen av [regeringens] andel i makedonska Telekom skall användas till försvaret”.6 Sådana händelser lägger en ny dimension till den gamla maximen “Krig är bra för affärerna”: terroristernas angrepp har tvivelsutan sänkt börsvärdet på den statliga egendom som just nu står på utropslistan.

Militärutgifterna finansieras i sin tur även ur regeringens reservfond, medan budgeten frysts för alla civila ändamål och för samhällelig infrastruktur som vatten, el och räddningstjänst för civila som drabbats av terroristangrepp.

Införseln av militärt bistånd till ARM från EU är obetydlig. Samtidigt utlovas symboliskt militärt bistånd från USA “via MPRI” i stort sett för att ge illusion av att “Amerika hjälper” när i själva verket “Amerika befinner sig i krig med Makedonien”.7 Samtidigt har UCK-rebellerna fått ny utrustning med toppmoderna vapen “made in America”.8
