Makedonien i NATO – NATO i Makedonien

Den ene makedonske regering efter den anden argumenterer officielt for at Makedonien skal blive medlem af NATO. Makedonien styrer mod NATO medlemskab. Imidlertid, da Makedonien endnu ikke er “moden” for NATO medlemskab, vil NATO være i Makedonien.

Makedonien har ikke haft, eller har ikke fået lov at have, en uafhængig national sikkerhedskommission som kunne undersøge landets fremtidige valgmuligheder. NATO medlemskab er den eneste ide i Skopje. Hvis der er skeptiske sikkerhedseksperter og forsvarsintellektuelle, så udtaler de sig ikke. De lokale NGOer varierer i deres entusiasme; men fredsgrupper, kvindegrupper o.s.v., som ikke alene er skeptiske men rent ud imod, har meget ringe indflydelse. Hvad NATO medlemskab vil koste i penge, i de næste f.eks. 20 år bliver ikke analyseret og der er ingen tale om en folkeafstemning – men naturligvis en masse snak om demokrati.

Som de siger i nye fremvoksende “demokratier” i Østeuropa: Hvad er der at diskutere ? Det ligger i luften, vi har intet valg ! Vi får besked på, at hvis vi ikke vil være med der, så lukkes alle andre døre også !”

Så NATO-medlemskab for Makedonien er et Godfather’s tilbud, som man ikke kan sige nej til. Det samme gælder selvfølgelig netop nu udstationeringen af NATOs våbenindsamlere. Det er et kæmpe skuespil, men NATO vil ikke afvæbne KLA/NLA/UCK/ONA/ANA eller hvilken forkortelse vi nu skal bruge for de militaristiske, nationalistiske albanere som angiveligt, men fejlagtigt, slås med våben for at få flere rettigheder.

NATO/KFORs mislykken som afvæbner i Kosova

Da jeg for få uger siden var i Makedonien, fik jeg en kopi af noget, der blev kaldt præsidentens plan – officielt “Plan and Program for Overcoming the Crisis in the Republic of Macedonia” – Planen for at løse krisen i den Makedonske republik. Det første mål, der nævnes allerede på side 1 er “fuldstændig afvæbning og opløsning af terroristbanderne” (det ord, der officielt anvendes om albanerne i KLA/NLA/UCK)

Altså “afvæbning” og ikke, som der nu er tale om “indsamling af våben”. Der er en enorm forskel.

Vi behøver kun vente lidt for at se NATO/KFORs show i Kosova gentaget i Makedonien. De 30 dage er allerede slået fast i de internationale medier, pressekonferencerne er holdt, “NATO er tilfreds og optimistisk” med hensyn til de albanske indleveringer. Det er naturligvis den rene propaganda! Fordi:

I efteråret 1999 erklærede Michael Jackson, ikke pop star’en, men den NATO general, som rullede ind i Kosova, at det mægtige NATO/KFOR ikke alene havde drevet alle jugoslaviske styrker ud af Kosova, det havde også afvæbnet KLA/UCK, som havde mindst 20,000 mand under våben. Det var helt naturligt eftersom FNs sikkerhedsråds resolution 1244 fastslår

“15. Kræver at KLA/UCK og andre væbnede kosovo albanske grupper straks standser alle angrebshandlinger og retter sig efter de regler for demilitarisering som fastlægges af chefen for den internationale sikkerhedsstyrke i samarbejde med FN generalsekretærens særlige repræsentant”.

De internationale ledere i Kosova inklusive den højeste myndighed, chefen for FN missionen Dr. Kouchner, erklærede at KLA/UCK var afvæbnet og at dets symboler og uniformer var forbudt; organisationen var illegal. Det lykkedes ham også at overtale KLA/UCKs ledere til fredeligt at skifte uniformer og omdanne sig til det rent civile KPC, Kosovos Beskyttelses Korps.

KPC skulle arbejde under ledelse af Agim Ceku, formentlig betalt af FN. Han fortalte mig i et interview sidste år, at han var ledende officer i den kroatiske hær, men forlod den i 1995 efter at den havde fordrevet 250,000 kroatiske borgere af serbisk oprindelse fra Krajina-regionen i Kroatien. Han havde “hjulpet” – som han selv kaldte det – KLA/UCK siden dannelsen i 1992 eller 1993.

Der er altså 3 muligheder:

A) KLA/UCK blev aldrig afvæbnet og erklæringerne herom var et krystalklart eksempel på bedrag af den internationale offentlighed, som troede at dens skattepenge gik til fred, afvæbning og sameksistens i Kosova.

B) NATO/KFORs 46000 svært bevæbnede soldater gjorde deres bedste for at kontrollere og afvæbne KLA/UCK af hvilke 5000 skiftede uniform og blev til KPC, men mislykkedes totalt.

C) KLA/UCK blev faktisk afvæbnet, men fik siden våben igen med eller uden NATO/KFOR- og FN-accept.

Hvis det var fup, skulle en fri presse undersøge, hvorfor vi alle blev snydt. Hvis NATO simpelthen ikke kunne klare det, er denne mislykken større end enhver mislykket FN mission på Balkan. Hvis det er tilfældet, skulle der være en solid offentlig forargelse og vi skulle høre det samme, som vi ofte får at høre om FN: at det er dyrt, inkompetent, korrupt og ikke i stand til at udføre sit mandat. Men mens medierne gerne skælder ud på FN er der få, der vover at kritisere NATO. Det er, som om NATO ikke kan lave fejl.

Vi ved nu, at KLA/UCK gik ind i det sydlige Serbien og begyndte krig fra baser i den afmilitariserede zone mellem Serbien og Kosova. Det betyder, at de gik gennem USAs sektor. Vi ved, at det er KLA/NLA/UCK som ensidigt har startet krigen – ikke konflikten – i Makedonien Ingen som er afvæbnet og opløst kan udføre 2 aggressioner; ingen som ikke har støtte fra vestlige regeringer og handler i deres nationale og geo-strategiske interesser kunne slippe godt fra det !

(I Pristinas gader kan man købe UCK symboler og badges og købe blade om UCK ved fronten og bøger med lister over de serbere organisationen har dræbt).

Så det ser meget ud til, at KLA/NLA/UCK har fået lov til, hvis de ikke direkte er hjulpet til, at åbne to nye krigsskuepladser. Det er utænkeligt, at NATO, verdens stærkeste militæralliance og FN, som har styret i Kosova, ikke skulle have kunnet kontrollere en styrke som KLA/NLA/UCK, hvis man ville have gjort det.

Altså kan det opsummeres til at man ikke kan have tillid til NATO og nogle af dens medlemsstater som afvæbnere. Deres hidtidige indsats på netop det område er ganske ringe.

Den stærkeste “freds”bevarende mission nogensinde, med 46,000 meget tungere bevæbnede soldater end FNs har ikke været i stand til at afvæbne 10,000 – 15,000 KLA/UCK soldater. Kun en meget naiv person kan så forestille sig, at 3,500 eller 5,000 NATO tropper i Makedonien skulle kunne gøre et bedre job. Hvorfor er de der så? Svaret er enkelt: fordi det ikke er meningen, at de skal gøre et bedre job!

NATO vil denne gang ikke engang lade som om de afvæbner KLA/NLA/UCK, man vil kun indsamle de våben som KLA/NLA/UCKkrigerne frivilligt afleverer, hvorefter de vil få amnesti. Spørg dig selv, hvor en sådan aftale tidligere er truffet med “bevæbnede slyngler” (NATOs egne ord for KLA/NLA/UCK), som allerede kontrollerer betragtelige dele af et suverænt anerkendt FN medlemslands territorium.

Hertil kommer, at politikere fra lande, der styrer “Essential Harvest” har forsøgt at hindre den makedonske regering i at importere våben og at den makedonske hær forlanges trukket tilbage fra sine positioner.

For nu at sige det groft: dette betyder farvel til retten til selvforsvar, til respekten for en suveræn anerkendt europæisk stats territoriale integritet og farvel til upartisk mæglen mellem stridende parter.

Jeg frygter også det betyder farvel til et stabilt og nogenlunde fredeligt Makedonien.

Tal-legen med våbnene og den mulige danske forbindelse

Den makedonske regerings officielle bud på antallet af våben hos KLA/NLA/UCK er 60,000 til 80,000. KLA/NLA/UCK siger de har 2,500. Efter 2 dage i landet, laver NATO en ny aftale med KLA/NLA/UCK, som ikke kan forhandles, og annoncerer, at det antal våben, der skal indsamles er 3,500 og at det er et troværdigt antal, som vil hjælpe med at sætte Makedonien på sporet mod fred.

Jane’s Defence Weekly nr 9 af 29 august henviser til 2,500 KLA/NLA/UCK soldater og mindst lige så mange ikke-kæmpende der sørger for logistik m.m., alle formodentlig bevæbnede. Jane’s tilføjer også at “der også er våben i skjul. Nogen af dem anskaffet efter krisen i Albanien i 1997, hvor 575,000 våben formodes stjålet…” og så må der formodes at være et par våben pr familie i hvad man kunne kalde Balkans geværkultur “som er særlig stærk blandt etniske albanere,” tilføjer Jane’s.

Hvis vi går ud fra, at NATOs generaler er kompetente, er det svært at tro, at de selv tror noget af det, de siger om denne sag. Men tal-legen er endnu et slag i ansigtet på regeringen.

CNN skriver den 25 august 2001:”Den danske general, Gunnar Lange, NATO kommanderende i Skopje, gav ikke noget våbental, men oplyste, at Operation Essential Harvest regnede med at have omkring en trediedel af oprørernes våben inde i slutningen af næste uge”.

Nåda, NATO kommandanten er dansk! Men Danmark har slet ikke leveret tropper til Essential Harvest. Nuvel, min stygge fantasi siger mig, at der kunne være en meget simpel forklaring.

Den mand som afløste Kouchner som højeste autoritet i Kosova er Danmarks forhenværende forsvarsminister Hans Hækkerup. Under hans ledelse støttede Danmark ikke alene NATOs bombning af Jugoslavien politisk og moralsk, vi smed også bomber! Han gennemtrumfede en bemærkelsesværdig aktivistisk sikkerhedspolitik og udviklede vældigt venlige relationer med Clintons administration. Hækkerup har ikke før haft nogen international post. Når han nu sidder i Pristina kan han næppe være uvidende om de militære forhold eller hans missions historie og dens entrebillet til Kosova provinsen i 1999.

Problemet med KLA/NLA/UCK i Makedonien stammer hovedsageligt fra Kosova, fra den gang NATO praktisk talt fungerede som luftstyrke for KLA/UCK . Det er enten en udløber af de fejlslagne NATO/FN missioner der, eller en bevidst plan.

Så, hvad kunne være mere bekvemt for lederen af FN missionen end at have en god pålidelig dansk general, som kan få KLA/NLA/UCK og dens udløbere til at se ud som småproblemer. En dansk general, som kan løse opgaven på 30 dage og dække over, hvad der virkelig foregår, at FN/NATO støtter de albanske ekstremister – en sag som hans tidligere chef, Hækkerup, ikke har gjort noget for at ændre, fordi han sandsynligvis ville miste sit job hvis han virkeligt forsøgte.

Hvis man forestillede sig, at KLA/NLA/UCK kun har godt 3,000 våben i Makedonien, hvorfor skulle de så aflevere dem alle og stå forsvarsløse den dag NATO formodes at forsvinde ?

Det er velkendt, at indenrigsministeriet i Skopje har udleveret tusinder af våben (nogen siger 12,000) til makedonere, herunder til forhenværende politifolk. Der er også lokale paramilitære grupper af nationalistiske makedonske hardliners, som har skaffet sig våben og forbereder sig på fremtidig kamp til forsvar for deres landsbyer.

Er det så sandsynligt, når man tænker på at albanerne allerede har sat livet på spil for deres sag, at de skulle nedlægge alle deres våben og frivilligt forlade de steder, de har besat ?

På den anden side, kan vestlige diplomater og medier finde en eneste ledende makedonsk politiker eller redaktør, som personligt tror på, at 3300 er alt hvad KLA/NLA/UCK har og at de vil forlade deres besatte områder ?

Hvis svaret på disse spørgsmål havde været “ja”, så kunne NATOs mission være en indsats for fred. Imidlertid ville det være en helt anden slags fredskabende proces, mere som UNPREDEP koblet til et mere kompetent OSCE og en stribe NGO’er med konfliktløsende og fredsuddannende indsatser. Dét ville være en Essential Spring operation !

Det ville ikke alene høste våben, men så fred. Det er helt klart ikke hvad USA, NATO og EU faktisk gør.

Alt det, der er refereret ovenfor giver ingen mening i et freds-, forsonings-, sameksistens- eller demokratiperspektiv. Det er endnu et eksempel på vore freds-forhindrende indsatser i det tidligere Jugoslavien.
