Ett fredsskapande EU kräverlite mer nytänkande

Artikel i Pockettidningen “R” 1/2004 – om det gränslösa svenska försvaret

Hanteringen av konflikterna på Balkan, speciellt bombningen av Serbien för att “befria” Kosovo, krigen mot terrorismen, mot Afghanistan och Irak samt krisen i NATO har aktualiserat frågan om vilken roll EU kan och bör spela i det globala systemet.

En aspekt på det är att EU ska försöka bli en balanserande faktor i förhållandet till USA, som på en rad vitala områden har ställt sig unilateralt utanför det internationella samfundet och över folkrätten. Därefter drar man den slutsatsen att EU bör eftersträva att efterlikna eller matcha USA och alltså bli en militär stor- eller supermakt. Här finns fler varianter, så som att skapa en gemensam EU-armé och kanske till och med integrera sig med ett rent europeiskt NATO.

En annan inställning är den som säger att EU borde upplösas och att vi måste hitta fram till något helt annat. En del av dem som står på den här sidan hävdar att EU varken ska balansera eller efterlikna USA utan satsa på en alternativ ekonomi och politik och på ett icke-våldsförsvar.

Mera fruktbart är det kanske att fråga sig: vad behöver världen för att bli fredligare? Vad kan göras för att Europa – och EU – ska bli en global fredsfaktor?

En katalog för ytterligare brainstorming och dialog

Här följer en rad förslag, stora och små, som kan diskuteras av alla. Listan är inte uttryck för prioriteringar. En EU-politik måste fogas samman av många element i olika kombinationer beroende på omständigheterna:

A) Mot ett ekonomiskt fredligt Europa

Ny ekonomi – kan betyda något annat

– Om EU utvecklar en ny ekonomi och nya relationer till sämre ställda länder och folk över hela världen och i mindre grad stöder sig på vinstgivande handels- och investeringsförutsättningar, skulle man – på lång sikt – kunna lämna ett påtagligt bidrag till fattigdomsreduktionen och även reducera risken för krig och miljökatastrofer.

– EU:s ledare måste ha mod att säga till de europeiska medborgarna: “Vi i Europa har det så många gånger bättre ställt och har så mycket större säkerhet än de på botten av samhället. Vi behöver er förståelse och hjälp för att lösa det största problemet av alla och att lösa det så snabbt vi kan: vi måste för all framtid avskaffa de mekanismer som tvingar 1,2 miljarder människor att leva på mindre än en dollar om dagen och 2,4 miljarder att vara utan betryggande hälsovård. Vi i Europa måste hålla tillbaka vår lyxkonsumtion en tid tills dessa liv har räddats.” (Siffror från UNDP, FN:s utvecklingsprogram)

Ett historiskt bidrag till en global våldsreduktion

– Och de borde inte bara nöja sig med att tala om det. De borde göra det. Och när de så har gjort det, har de lämnat ett större bidrag till världsfreden än någon annan organisation i historien. De har gett orden “humanitär intervention” ett relevant innehåll. De har globaliserat humanismen. Och de har visat att allt detta kan göras för bara en bråkdel av världens militärutgifter i dag.

B) Mänsklig säkerhet och alternativt försvar

Reduktion av våld mot kvinnor och barn

– Runt omkring i världen har var tredje kvinna upplevt våld i ett nära förhållande. I hela världen blir omkring 1,2 miljoner kvinnor och flickor under 18 år sålda till prostitution varje år. Det finns 100 miljoner barn som lever på gatan, det finns 300 000 barnsoldater och 6 miljoner som såras i väpnade konflikter. Vi har sett hur soldater uppför sig, inte bara i krig, utan också i så kallade fredsmissioner till exempel i Bosnien och Kosovo. De som vill att EU ska vara en militariserad aktör har ingen möjlighet att agera med trovärdighet också i fråga om reduktion av könsspecifikt våld och våld mot barn.

Alternativt försvar och gemensam säkerhet

– Just nu har vi en fantastisk möjlighet i mänsklighetens historia: inget land i EU känner sig hotat av ett annat EU-land, och många ser inte något militärt hot från någon sida över huvud taget. Det betyder att allt de behöver är en defensiv militär med en civil komponent samt skydd för sina medborgare mot handelssanktioner, miljökatastrofer och liknande. EU behöver alltså inte offensiva långdistansvapen för att avskräcka fiender. Det betyder en omläggning till rent alternativa försvarsmetoder, övervägande civila men kanske också militära. Defensiva är sådana som endast är till för försvar av det egna territoriet men inte för angrepp mot andra. Försvaret kan vara både militärt och civilt, eftersom det i lika hög grad är en demokratisk rätt att gå in för ett militärt försvar som att gå in för icke-våld.

– EU bör alltså inte fortsätta med de vapenteknologier, strategier och doktriner som passade under Det kalla kriget och inte militärt kasta sig ut i aktioner i världen upp emot 600 mil från Bryssel. Det skisserade nya försvaret skulle också reducera europeiska företags vapenhandel och andra förtjänster på krig.

Förstärk och utvidga OSSE

– Ingen annan statlig organisation har varit så värdefull i fråga om skapandet av tillit och reduktionen av spänningar i det moderna Europa. OSSE har ett maskineri för konfliktanalys, tidiga varningar och uppdrag runt om i världen, vilka genomfört mycket som varit imponerande. Med alla medlemmarna i det tidigare Sovjetunionen och med organisationens fundamentalt civila tillvägagångssätt skulle OSSE – och FN – vara mycket mer relevant för EU att bygga för fred tillsammans med än med NATO.

Frihet från kärnvapen och kärnvapenfria zoner

– Om regeringarna vågade skulle de hålla folkomröstningar med frågor som: Vill ni att ert land ska försvaras med användande av kärnvapen? Knappast ens 10 procent skulle vara för. Så länge EU-länderna för en kärnvapenpolitik lämnar de också en förevändning för länder som befinner sig på tröskeln till att bli kärnvapenmakter. När någon äger dessa vapen, betyder det att de sprids. Lösningen är att avskaffa dem.

Bedömning av konflikt- eller våldsrisken

– På samma sätt som miljöstudier fokuserar på de möjliga konsekvenserna för miljön av viss ekonomisk, teknologisk och annan politik, skulle EU kunna fungera som spjutspets för en liknande utveckling på fredsområdet: EU skulle kunna bedöma risken för att vissa sorters politik ökar spänningen och risken för våld.

Försoningsinstitutioner, Öst-Väst och Nord-Syd

– Med tanke på Europas historia borde det vara naturligt att kraftigare fokusera på den mänskliga dimensionen i konflikter, krig och fred. Vad kunde vara mer naturligt än att etablera centra för forskning i försonings- och fredspolitik, till exempel i områden där Europa har sett konflikter under historiens gång?

– Skulle man kunna tänka sig en afrikansk-europeisk strävan att hantera den skada och den smärta som har åstadkommits genom historien och hur man ska använda den på ett konstruktivt sätt för att hjälpa den afrikanska kontinenten till sent omsider komma ifatt Europa?

– Skulle man kunna tänka sig en liknande strävan att föra samman fredsälskande palestinier israeler i en uthållig ansträngning?

C) Medborgarnas fredsutbildning, tolerans och försoning

Folk till folk: EU och världen

– EU hjälper unga människor att komma tillsamman och hjälper dem att studera utomlands och att främja ömsesidig förståelse. Men det är inte nog för att förbättra den europeisk-europeiska förståelsen. I en globaliserad värld är just det en faktisk provinsialism. Global förståelse kräver många fler program, interkulturell dialog med folk utanför Europa samt annan hjälp än envägshjälp.

Utbildning i fred, konfliktanalys, konfliktslösning och icke-våldspolitik

– Om EU-diplomater i stigande grad ska hantera konflikter kommer de att behöva utbildning och övning i begrepp och färdigheter, på samma sätt som de skulle behöva i varje annat yrke inom till exempel juridik, medicin eller ekonomi. Fredsakademien, som nämns här nedan, skulle vara en plats för detta, men EU:s universitet kunde fokusera mer dessa ämnen, och fristående organisationer (NGO) kunde också erbjuda någon övning, när diplomaterna uppnått såväl praktisk som teoretisk kompetens.

– EU skulle kunna etablera en fond med medel som skulle kunna göra det möjligt för internationella, nationella, offentliga och privata skolor och nya experimenterande fredsskolor, kommuner och NGO-universitet att åta sig en systematisk fredsutbildning för medborgarna

– Europeiska media skulle kunna uppmuntras till att rapportera om fredsnyheter, positiva händelser, att rapportera från fredsområden. Radiostationer skulle kunna börja på morgonen med en fredshistoria, ha ringa-in-program med fredsförslag för olika stora och små konflikter. TV skulle kunna sända fredsdokumentärer. Alla fria medier skulle fungera som en blåslampa genom att ställa frågor till EU:s offentliga personer om vad EU gör för freden och om hur fred byggs in i EU:s politik och program.

En europeisk fredsakademi

– En plats där studerande, fristående organisationer (NGO), officerare och diplomater skulle kunna komma och arbeta tillsammans för att studera fred, konfliktlösning, fredskultur och icke-våldsteorier och -politik, en plats där akademiska publikationer också skulle kunna konverteras till populära skrifter och till dialoger via Internet med medborgarna överallt.

D) Internationell konfliktstyrning

En europeisk civil fredskår, ECPC

– Idén och ett konkret förslag existerar redan i Europaparlamentet. Det betonar en politisk, civil tidig förvarning och en civil konfliktstyrning samt är ett viktigt bevis på att det finns alternativ. ECPC:s viktigaste uppgift kommer att bli att förebygga att våldskonflikter trappas upp. Särskild vikt kommer att läggas vid att förebygga våld därför att detta är mer mänskligt och kostar mindre jämfört med en återuppbyggnad efter konflikten.

– Det är på tiden att man utnyttjar den expertis och de mänskliga resurser som ligger i de flesta länders civilförsvar och använder dem i fredsbevarande uppdrag utomlands. Det är lätt att föreställa sig en “frivillig service” inom EU, som byggs upp efter en FN-modell eller ungefär i stil med Vita Baskrarna, som föreslogs för några år sedan av Mexico. De internationella fredsbrigaderna utför redan ett viktigt uppdrag bl a med att ledsaga flyktingar som återvänder hem.

NATO i en ny roll

– Föreställ dig NATO rensat på allt utom försvarsvapen och att den professionella civila och militära staben tränades i civilförsvar, konfliktstyrning och icke-våld. NATO:s sofistikerade underrättelsesystem skulle kunna användas till tidig förvarning och övervakande av fredsplaner och vapenvilor. Föreställ dig NATO:s transportkapacitet insatt för humanitär hjälp och räddningsoperationer vid naturkatastrofer. Den skulle kunna frakta allt som krävs för att återuppbygga krigshärjade samhällen. NATO skulle t o m kunna bistå i kampen mot narkotikahandel och annan kriminalitet.

Positiva exempel – konfliktkonsortier – lokal expertis

– En annan uppgift är att sprida information om exempel på och fall av genomförda konfliktlösningar, stora och små – t ex Trentoprovinsen, Åland och Schleswig-Holstein.

– Etablera konfliktkonsortier i EU-länder som små organisationer, i vilka områdesexperter, tidigare biståndsarbetare och andra fältarbetare, fristående organisationer (NGO) och diplomater kan mötas och bedöma risken för våld och konflikter i utvalda områden och ge råd till dessas regeringar och till det internationella samfundet om vad som kan göras för att förebygga våld.

Det finns kort sagt inga gränser för vad som kan göras för att skapa ett fredligt Europa. Varför är det så lite debatt, så lite substans och så lite fredskrativitet i detta fredsprojektet?
