Tio frågor som borde ha ställts till president Clinton, när han i tisdags besökte Kosovo

President Bill Clinton gjorde i tisdags en blixtvisit i Kosovo. I ett tal manade han albanerna att sluta hämnas på den krympande serbiska minoriteten. Han besökte också de amerikanska soldaterna på den nya Bondsteelbasen. Det finns viktiga frågor som borde ha ställts still honom om Balkan och Kosovo och om USA:s ledande roll i bombningarna av Jugoslavien. Det borde vara en självklarhet att oberoende medier i demokratiska länder låter politiska ledare svara på viktiga frågor. Men ställdes verkligen de viktiga frågorna? Här är några frågor som jag skulle ha ställt ˆ om jag vore journalist och hade fått tillfälle att göra en intervju i tisdags.

(1) Mr President! Amerikanska plan bombade i våras Jugoslavien och Kosovo med er som överbefälhavare. Aktionen rättfärdigades av uppgifter om ett folkmord planerat av Belgrad. Dessa uppgifter har nu visat sig vara grovt missvisande eller falska. Hur ställer Ni er till detta?

(Under bombningarna nämnde president Clinton och hans ministrar Cohen ochAlbright siffror på mellan 10.000 och 100.000 saknade och sannolikt dödade under vad som sades vara en plan av Jugoslaviens president Milosevic, Operation Hästsko. Men Haagtribunalen har fram till nu identifierat 2.108 kroppar ˆ av mer än en etnisk bakgrund och dödade under olikartade omständigheter. Eller med andra ord, alla har inte varit albaner, som massakrerats av serberna.
Mänskligt ger detta stor lättnad. Samtidigt leder uppgifterna till allvarliga frågor om tillförlitligheten på den information som låg till grund för beslutet att bomba. Två följdfrågor blir: Vilken information ges till världsopinionen och vad förtigs? Vem producerar information och i vilket syfte?)

(2) Nato dödade under bombningarna av misstag minst 2.000 civila i Serbien. Ni har bett det kinesiska folket om ursäkt efter att ha bombat deras ambassad i Belgrad. Har Ni övervägt att ge också bomboffrens släktingar en ursäkt eller ekonomisk kompensation? Och vad anser Ni om åtalet som inlämnats mot Er, Era ministrar och alla andra Nato-ledare till Krigsförbrytartribunalen i Haag?

(3) CAMP BONDSTEEL, den nya amerikanska militärbasen, sägs vara den största amerikanska utländska basen sedan Vietnamkriget. Jag har tre frågor om basen:
a) Vilka långsiktiga mål ska denna enorma investering tjäna?
b) Hur är det möjligt att en sådan bas kan byggas på mark som enligt alla FN-resolutioner och andra legala dokument tillhör den självständiga staten Jugoslavien?
c) Innebär inte den nya basen att Ni markerar att Kosovos framtida status i praktiken redan har avgjorts?

(Camp Bondsteel beskrivs i en artikel i Science Monitor den 22 november. http://www.csmonitor.com/durable/1999/11/22/fp1s2-csm.shtml. Militärbasen är gigantisk, 775 acres (ungefär lika många tunnland) och är inrättad för 6.300 amerikanska soldater. Den har kostat 300 miljoner kronor att bygga. I basen finns allt soldaterna behöver, inklusive två kapell och ett mobilt Burger King. Tidningen skriver att basen byggts på ett sätt som gör att den måste ses som upprättad för ett långsiktigt engagemang och med mål som inte bara handlar om Kosovo.)

(4) USA OCH NATO stödde ledarna i Kosovos Befrielsearmé UCK, så som provinsens självutnämnde premiärminister Hacim Thaci. UCK blev i realiteten Natos allierade. Nu är samma UCK ansvarigt för etnisk rensning som har fördrivit 234.000 icke-albanska medborgare från provinsen, enligt uppgifter från UNHCR. Hur är Er inställning till UCK i dag?

(5) KFOR (Nato), UNMIK (FN) och OSSE arbetar efter ett FN-mandat som fastslår att Kosovos medborgare ska skyddas liksom provinsens mångkulturella sammansättning. Kommer USA och dess Natoallierade att försöka leva upp till detta, innan situationen blivit helt oreparabel?

(6) Mänskliga rättigheter, humanitära hänsyn och frihet betonas alltid i Era tal, Mr President. Nu finns omkring en miljon flyktingar i Serbien. Det är ju faktiskt fler än antalet Kosovoalbaner som under kriget flydde till Makedonien och Albanien. Flyktingarna i Serbien har kommit från Kroatien, Bosnien och senast Kosovo. De har fördrivits på exakt samma vis som kosovoalbanerna eller med Era egna ord, “inte för något de gjort utan för vilka de är”. Jugoslavien och Serbien befinner sig i en djup kris, orsakad av politiskt och ekonomiskt vanstyre ˆ men också som en följd av Natos förstörelse och av många års sanktioner och uteslutning från det internationella samfundet. Den kommande vintern kan innebära en humanitär katastrof.
Hur förenar ni Ert personliga humanistiska engagemang och Ert moraliska ledarskap med att Ni i er politik förhindrar att dessa människor får humanitär hjälp? Kan Ni ge något historiskt exempel på att detta skulle kunna vara ett sätt att störta auktoritära ledare?

(7) Ett folkmord skulle stoppas, hette det i Era tal före bombningarna. Då sa Ni också att det gällde att skapa stabilitet på Balkan. Jag tror att de flesta diplomater och säkerhetsexperter menar att det motsatta blivit fallet, att Albanien, Makedonien, Serbien, Montenegro, Bosnien och Kroatien destabiliserats sedan bombningarna inleddes den 24 mars i år. Jag tror att många skulle vilja veta i vilka avseenden Ni anser att situationen på Balkan förbättrats i någon som helst proportion till de insatser som gjorts, politiska, moraliska, militära och ekonomiska?

(8) KOMMER Ni att på något vis kompensera Makedonien och Albanien för USA:s/Natos användning av deras territorier under kriget? Då tänker jag på något mera konkret än vad som hittills sagts om att hålla dörren öppen för ett framtida medlemskap i Nato?

(9) USA ingrep i Bosnien och i Kosovo. Ni har många gånger sagt att Ni är stolt över detta. Men USA ingrep med sådan kraft och beslutsamhet att det nu förefaller ha medfört att en rad EU-länder inleder en “turbo-militarisering”. Syftet med denna verkar vara att ta stora steg mot en europeisk armé. Europa måste kunna ta hand om problemen på sin egen bakgård, tycks man mena.
Dessutom har USA onekligen skapat ökad fientlighet gentemot Kina och Ryssland, genom Natos expansion, nya planer för ballistiska missiler, sättet där USA röstade mot förbudet mot kärnvapentest, bombningarna av Jugoslavien, den uteblivna ekonomiska hjälpen, avtalet om en ny oljepipeline som Ni själv just undertecknat i Istanbul, Georgiens framtida Natomedlemskap, påtryckningarna när det gäller Tjetjenien – ja Ni kan förstås listan mycket bättre än jag, Mr President.
Fruktar Ni aldrig att USA har tagit ledningen i världen på ett sådant sätt att det har skapat reaktioner bland USA:s europeiska vänner och kan orsaka en rekyl? Också Tony Blairs England tycks vilja att Europa blir mer och mer som en egen supermakt och därmed mindre beroende av USA.

(10) Till slut – och Ni har varit synnerligen generös med Er tid, Mr President – skulle jag vilja ställa en fråga som bara indirekt rör Balkan. Överallt stöder USA mänskliga rättigheter, frihet och demokrati. Jag är övertygad om att Ni menar att rätten till en privat sfär liksom yttrandefrihet är absoluta och grundläggande i Ert tänkande. Just därför måste jag fråga Er hur det kan komma sig att USA:s National Security Agency har utvecklat teknologi som gör det möjligt att avlyssna och registrera inte bara global e-post och fax-trafik utan nu också den mänskliga rösten, när vi talar i telefon med varandra. Kanske är jag naiv, men behöver USA hysa så stor fruktan för andra länder? USA:s försvarsutgifter för år 2000 kommer att vara tre gånger större än de sammanlagda militära utgifterna i länder som Kina och Ryssland samt för “skurkstaterna” Iran, Irak, Syrien, Libyen, Nordkorea och Kuba.

Här lämnar jag den fiktiva intervjun med USA:s president. Bara noga utvalda personer får en möjlighet att intervjua honom. Men vi kan alltid själva formulera frågor och fundera över svaren och över hur det kan komma sig att frågor och ämnen som de jag tagit upp sällan eller aldrig ställs eller diskuteras av de som skulle kunna göra det.

Philip Knightley har slagit fast att sanningen är krigets första offer. Fredsforskaren Johan Galtung har lagt till att förmågan till komplex förståelse är dess andra offer. Det tycks mig som om krigets tredje offer är förmågan till självkritik. Genom denna förlust förhindrar vi oss själva att lära något om de verkliga motiven bakom krig, liksom om alternativen till krig.
