PressInfo #164 – Utrikesminister Anna Lindhs olyckliga Irak-tal

Utrikesminister Anna Lindhs tal inför FN-dagen handlade bland annat om Irak-frågan. För 12 år sedan beslutade FN:s säkerhetsråd om nedrustning av Iraks massförstörande vapen, inspektioner av denna nedrustning och sanktioner för att undanröja det hot mot internationell fred och säkerhet som Iraks angrepp på och ockupation av Kuwait hade manifesterat.

Dagens Irak utgör inget hot mot internationell fred och säkerhet

Vad har hänt under dessa 12 år? Under ledning av den svenska ambassadören Rolf Ekéus genomfördes fram till 1998 framgångsrika inspektioner som undanröjde det meste av Iraks biologiska och kemiska vapen. Ingen tillförlitlig expertis hävdar att Irak ens är i närheten av att ha kärnvapen. Sanktionerna har, tillsammans med de bombningar av Iraks infrastruktur, som i strid med folkrätten och utan FN-mandat utförts av USA och Storbritannien, krossat landets ekonomi och skapat en katastrofal livssituation för dess 23 miljoner invånare. Iraks militära kapacitet är, oavsett en viss import av konventionella vapen, långt under hälften av vad det var när man invaderade Kuwait.

Iraks ledning har sedan Kuwaitkriget inte hotat någon, inte begått aggression och inte fört inbördeskrig. Inga kriterier för att hota världen är därför uppfyllda. Relationerna mellan Irak och dess grannar har förbättrats och inga förespråkar krig mot Irak. Även om ett land förfogar över massförstörelsevapen måste det också ha vapenbärare, och avskräckningens filosofi fungerar lika väl mot Irak som mot vilken annan stat som helst, som överväger att använda denna typen vapen. Inspektörer och andra som varit på plats i Irak – som fd chefsinspektör Scott Ritter såväl som TFF-associerade och fd chefen för FN:s humanitära program, Hans von Sponeck, skulle helt enkelt inte skriva under på utrikesministerns bedömning av nuläget.

Sammanfattningsvis utgör dagens Irak inte ett hot mot internationell fred och säkerhet.

Inspektionerna, inte ett nytt krig, är relevant nu

I detta läge säger Sveriges utrikesminister att Sverige stöder ett krig mot Irak om FN:s säkerhetsråd finner att det är en sista utväg. Inför FN-dagen hade man förväntat att Anna Lindh i stället – i linje med svensk utrikespolitisk tradition – i stället hade gjort en analys av de aktuella hoten mot internationell fred och säkerhet och talat om de kommande inspektioner som leds av fd svenska utrikesministern Hans Blix och att hon hade talat om kreativa åtgärder för att bevara freden i regionen och åtgärder för att motverka USA:s redan långt gångna förberedelser för ett angrepp. Ministern tar upp kriget som medel, inte att inspektionerna nu ska ha en chans.

Det förs redan krig mot Irak

Anna Lindh tar inte upp den centrala frågan om USA:s starka intresse av ett krig mot Iraq för att få militär, politisk och ekonomisk kontroll över ett land som har världens näst störta oljefyndigheter och är granne med Saudi-Arabien som har de största. Dessutom önskar USA, inte minst av inrikespolitiska skäl, få till stånd en pro-israelisk lösning av den pågående Israel/Palestina-konflikten. De är mot den bakgrunden de av USA till säkerhetsrådet föreslagna resolutionerna skall ses. De kallas “no tolerance” och är så utformade att varje suverän stat skulle betrakta dem som nästintill en krigsförklaring.

Utrikesministern bedömning att om Sverige skulle gå emot krig skulle pressen på Saddam Hussein minska kanske lägger alltför stor maktpolitisk vikt vid Sverige. Det har länge pågått krig genom USA:s och Englands permanenta bombningar av landet med hänvisning till de såkallade No-Fly Zones. Dessutom skickar USA:s a) hot om krig och ockupation, b) öppnande av två CIA-kontorer i norra Irak och c) systematiska militära uppladdning kring Irak efter det att Irak har erbjudit villkorslösa inspektioner och släppt alla politiska fångar den motproduktiva signalen att det är likgiltigt vad Irak gör: landet kommer att bli förstört av historiens starkaste militärmakt.

Missförstånd om sanktionerna och det pågående folkmord

Anna Lindh säger, med en dubbel negation, att “det är viktigt att inte säga att FN inte får använda våld.” Det skapar ett intryck av att Sverige tar avstånd från alla dem som i dag i Sverige, i EU, Tredje Världen och USA talar emot kriget. FN-stadgans första mening gör gällande att det är FN:s högsta syfte att avskaffa kriget. Enligt kapitel VII skall alla medel ha prövats innan vapen tas i bruk. Eftersom inget FN-land har tagit ett medlingsinitiativ beträffande Irak har alltså inte alla fredliga medel provats och funnits otillräckliga.

Anna Lindh hävdar vidare att sanktionerna inte är huvudorsaken till den mänskliga katastrofen för Iraks folk; Irak får ju importera livsmedel och mediciner. Utrikesministern förklarar att sanktionernas negativa effekter är en följd av regimens felaktiga prioriteringar. Men det är FN:s Sanktionskommitté, inte Irak, som bestämmer vilka varor som landet får införa. Enligt en rad FN-organisationers och NGO-analyser har minst 500,000 och kanske över en million irakier dött under 12 års sanktioner. Detta skall ses mot att Irak före sanktionerna var på väg att bli en välfärdsstat med både en kostnadsfri sjukvård och fri utbildning samt unikt stora investeringar i modern infrastruktur.

Visserligen kan Irak sedan 1999 sälja en obegränsad mängd olja, men inkomsten utgör endast 53% enär resten är reserverat till kompensation för kriget mot Kuwait, till kurderna i norra Irak samt till FN operativa kostnader i Irak. För sin olja får Irak mat och medicin samt vissa andra varor men inte pengar av FN. Därutöver är det FN:s Sanktionskommitté som bestämmer vilka varor landet skall få införa och för närvarande finns varor till ett värde av 6-7 miljarder dollar, som med hänvisning till dess eventuella militära utnyttjande, har stoppats.

Också jämförelsen med Kuba är missvisande. Kuba har inte varit objekt för alla FN-staters sanktioner utan endast för USA:s. Kuba har inte, som Irak, aktivt hindrats i att importera utrustning och varor för att rena sitt dricksvatten. Det som pågått och pågår i Irak är ett socialt och ekonomiskt folkmord bland en befolkning på 23 miljoner, och det känns djupt oroväckande att Sveriges utrikesminister på basis av ett felaktigt faktaunderlag nu placerar Sverige i en krets som försvarar denna fullkomligt omänskliga situation.

Irak vet att sanktionerna aldrig kommer att hävas

TFF som gjort en oberoende konfliktanalys och fört samtal i Irak kan upplysa om att det i landet i praktiken är omöjligt att hitta en internationell humanitär organisation vars ledning försvarar sanktionerna eller anser att ett krig skulle vara lösningen på något problem eller bidra till internationell fred och säkerhet.

Anna Lindh gör vidare gällande att “Irak vet att om man samarbetar med FN-inspektionen så slipper man sanktionerna.” Det vet Irak absolut inte, tvärtom. Eftersom det under alla omständigheter är totalt fysiskt omöjligt att med 100 procent säkerhet fastställa att det inte finns något gömt på en million kvadratkilometer innebär detta att sanktionerna aldrig kommer att hävas och att Irak därför inte kan se någon annan belöning för samarbete än att inte bli bombat och invaderat.

Det var för övrigt inte Irak som 1998 sände ut inspektörerna. Det vägrade att samarbeta med inspektörerna, som under ambassadör Ekéus efterträdare förlorat sin trovärdighet eftersom det bland dem fanns experter, som utförde rena spionuppdrag. De kallades då hem och därefter utsattes delar av landet för intensiva bombningar.

Det är bra att ministern uttalar att det är farligt och inte rätt om USA går in i Irak ensamt och att det inte är FN:s uppgift att störta Saddam. Men för att undvika ett krig med utomordentligt omfattande lokala, regionala och globala konsekvenser krävs det mer än ord och förhoppningar om återhållsamhet.

FN-beslut om att använda våld kan inte delegeras till en medlemsstat

Utrikesministern vet säkert att Bush-regimen gör allt den kan för att få FN att stödja sitt planerade krig. Det är djupt oroande för FN:s framtid. Om krig mot Irak är folkrättsstridigt – och det är det om Irak inte är ett hot mot fred och säkerhet – blir det inte folkrättsligt acceptabelt även om Säkerhetsrådets skulle vidta en resolution med så luddiga formuleringar att USA kan tolka detta som ett mandat för sina egna expansionistiska strävanden. Vad ministern borde ha understrukit är att ett FN-beslut om användandet av våld aldrig kan delegeras till en medlemsstat.

Sverige kunde ta initiativ till politiska lösningar och medling inom EU – men sviker sina traditioner

Många i världen väntar sig helt andra, mer självständiga, genuint konflikthanterande och fredsfrämjande åtgärder ifrån just Sverige. Bakom dessa förväntningar ligger den stora och internationellt respekterade tradition av aktivt fredsarbete som under ett århundrade skapats av Hjalmar Branting, Östen Undén, Olof Palme och Ingvar Carlsson.

Det borde finnas en välinformerad analysenhet på UD som arbetade i nära kontakt med svenska och andra länders ambassadtjänstemän i Baghdad. Men Sverige har ingen representation i landet utan sköter denna världens just nu kanske allvarligaste konflikt ifrån Jordanien! UD är därför dåligt informerat om den faktiska situationen i Irak och kan inte, genom personliga samtal, bilda sig en egen uppfattning om läget, om arabiskt tänkande, irakisk politik eller beslutsfattarnas psykologi. Man kan faktiskt inte ens lyssna på den “andra” sidan.

För det andra krävs det ett genomtänkt politiskt initiativ som alternativ till kriget. Så länge kriget är “the only plan in town” och att göra ingenting därför ser ut som alternativet till krig, ökar risken att det faktisk blir krig.

Om EU hade en vision och en kreativ utrikesledning, stödd och influerad av bl a ett självständigt utrikespolitiskt tänkande i Sverige vore Irak-krisen ett gyllene tillfälle att visa på att EU kan vara en politisk huvudaktör på världsscenen och ett konstruktivt alternativ till USA:s dominans. Just därför att EU är splittrat vore det önskvärt att Sverige och EU:s ordförandeland, Danmark, eventuellt tillsammans med Tyskland och Frankrike lade fram ett väl genomtänkt förslag till en medlingsprocess mellan USA och Irak.

Det är inte statsmannakonst att ställa sig bakom krig – det kan vem som helst göra som inte är närmare berörd. Statsmannakonst är att intensivt söka lösningar på mycket allvarliga problem med intellekt och humanitet snarare än enbart musklar. Det handlar faktiskt om att skapa “fred med fredliga medel” (FN-stadgan) och om den preventiva diplomati och nya konflikthantering som klokt besjungs i skrift efter skrift ifrån såväl UD som det socialdemokratiska partiet.
