PressInfo #142 – Låt era tvivel och ert jag smältaundan, herr Wolfensohn

I höstens utgåva av Development Outreach, reflekterar Världsbankens president James D. Wolfensohn över följderna av den 11 september och säger att vi måste bekämpa terrorismen och fattigdomen, med kursiverat “och”. Det är en dessa elitistiska artiklar som kungör vad ett oidentifierat globalt “vi” nu måste göra för att världen skall bli bättre.

Visserligen betvivlar jag inte hans önskan att få se en bättre värld, men bristen på såväl orsaksanalys som strategi för förändring i denna artikel väcker oro.

Det finns redan tusentals sådana uttalanden och många fler gjordes när Världsekonomiskt forum (World Economic Forum) hölls i New York i januari. Wolfensohns exposé klargör övertygande, trots alla synbarligen idealistiska ord, att vi lever i en tid då den politiska makten står i omvänt förhållande till intellektets och sanningens makt.

Han börjar med att hävda att “vi vet att på grund av terroristattackerna kommer tillväxten i utvecklingsländerna att svikta, vilket driver miljoner in i djupare fattigdom och gör att tiotusentals barn kommer att dö av undernäring, sjukdomar och utestängdhet.” Ingenstans finns någon hänvisning till varifrån denna analys är hämtad – om det nu finns någon – och hur denna analys har gjorts. Kommer dessa tiotusentals tusen att dö inom en månad, ett år eller ett årtionde från nu? Hur skall man skilja dem från de 40 000 barn som redan dör varje dag? Vad är sambandet mellan de 2 900 människor som dog i New York och Washington och dessa barns död?

Vårt gemensamma mål, säger Wolfensohn, måste vara att a) bekämpa fattigdomen, b) motverka utestängdhet och främja rättvisa, och c) få de marginaliserade att tillhöra den globala ekomonomins huvudfåra. Detta kan vi göra, säger han, genom åtgärder som bidrar till att förhindra konflikter. Sådana allmänna målformuleringar är inte precis nya. Att uttala dem utan exempel på vilka konkreta åtgärder som måste till för att förverkliga dem hjälper ingen.

Världsbankens president – själv bankman som sysslar med investeringar – säger först och främst ingenting om orsakerna, så som han ser dem, bakom fattigdom och utestängdhet i världen. Om “vi” vill göra något åt ett problem, vore det bra att veta vad som orsakat det från början. Vet han helt enkelt inte vilka dessa orsaker är? Är Wolfensohn medveten om dem, och är de i så fall alltför kontroversiella för att hamna i tryck? Är han rädd för att peka ut vissa aktiviteter, strukturer, organisationer eller aktörer som utgör en del av problemet snarare än en del av av lösningen?

För det andra talar han om den globala ekonomin. Tar man det bokstavligt, betyder det att det bara finns, eller bara kan finnas, en ekonomi. Logiskt sett måste det vara den vi har, fylld av fattigdom och utestängdhet. Det är globaliseringens ekonomi. Wolfensohn nämner visserligen, att en bra bit över en miljard människor, omkring 20 procent av den mänskliga familjen, lever på mindre än en dollar om dagen. Hur skall de upphöra att vara utestängda? Föreställ er att Världsbanken anställde bara tio av dem, för att visa sig mönstergill. Om detta låter otänkbart, så är anledningen bara att vi lever i skilda världar, trots att herr Wolfensohn hävdar att vi alla lever i en och samma ekonomi. Om “vi” inte kan ta hand om de få, hur skall vi då kunna ta hand om de många?

I denna enda globala ekonomi är 51 av världens 100 största ekonomier privata bolag. Globalt sett har 358 dollarmiljardärer lika stor förmögenhet som de fattigaste 49 procenten av världens befolkning. 359 storföretag står för 40 procent av världshandeln. Koreanska Daewoo med 91 000 anställda har samma årsinkomst som Bangladesh med en befolkning på 116 miljoner.

Varken bolagen eller världsfinansinstituten har sett något av den sorts demokrati som de applåderar på politikens område. Ingen av deras styrelser har valt företrädare bland råvaruproducenter, bland arbetare i länder där de är verksamma, bland konsumenter eller bland miljöaktivister som handskas med följderna av de utsläpp som dessa industrier gör sig av med. Det finns näppeligen någon plan för att välja styrelse för världsbanken själv genom något slags världsomfattande medborgarbaserad demokratisk procedur – eller för att göranågot åt det faktum att ett enda land, USA, har 16 procent av röstetalet. Folk är utestängda, för att säga det rent ut. Det finns ingen ekonomisk demokrati.

Det som klart skiner igenom är en alltmer tydlig diktatorisk ordning av västvärldsbaserade ledare. De ser sig själva som försvarare av frihet och valfrihet och som liberaler, men det skall bara finnas en ekonomi. Globalisering är en fråga om en enda ekonomisk filosofi som sprids till resten av världen, det är inte en fråga om olika ekonomier, till exempel buddhistiska, hunduistiska, muslimska, gröna, eller kvinnliga ekonomier, barfotaekonomier, ghandiekonomier, keynesianska ekonomier, välfärdsekonomier, blandekonomier osv – samexisterande och samarbetande ekonomier. Det handlar om enhet i standardisering, inte enhet i mångfald. De som är utestängda och “sjuka” skall, följaktligen och med tacksamhet, ta emot världsbankens standardmedicin som nu utdelas genom tvångsmatning över hela världen.

För det tredje, världsbankens president tycker att det är viktigt att förhindra konflikter. Hur välmenande detta än må vara, är det inte särskilt väl genomtänkt. Det kan inte någonstans finnas något mänskligt, fritt och demokratiskt samhälle som är konfliktlöst, endast ett orwellianskt samhälle, där tankekontroll tillämpas och alla tänker på samma sätt. Det som är önskvärt är att minska våldet: det direkta, psykologiska, kulturella och strukturella våldet.

Men mycket våld begås genom användande av vapen och därför går det inte att nämna hur det militär-industriella komplexet gör sina vinster på vapenproduktion och vapenförsäljning. I vår värld slösas 800 miljarder USA-dollar varje år på vapenarsenaler för våld och dödande, mer än 40 procent av detta bara av Förenta staterna.

Föreställ er en världsbankspresident som, med beslutsamhet, hävdade att vi borde reducera världens militärarsenaler och avskaffa kärnvapnen, med början i de högt utvecklade länderna. Föreställ er att han gjorde sig till världens förespråkare nummer ett för den fina gamla tanken att omvandla militär produktion och konsumtion till civil produktion och konsumtion. När allt kommer omkring är Wolfensohn också medborgare i Förenta staterna, som först bombar Afghanistan, därefter utlovar 300 miljoner dollar för att hjälpa till att återställa landet och sedan ökar sitt eget militära försvar till 400 000 miljoner USA-dollar! De grundläggande prioriteringar som görs av herr Wolfensohns likar är dödligt felaktiga och dödligt farliga. De förhindrar att han någonsin uppnår den bättre värld som han säger att han vill ha. Men vågar han säga det?

Vad skall “vi” därför göra i spåren av den 11 september, enligt Wolfensohn? För det första, “likformigt öka” utländskt bistånd. För det andra, minska handelshindren. För det tredje, inrikta utvecklingsbiståndet för att säkerställa goda resultat. Detta betyder, uttalar han, att man förbättrar klimatet för investeringar, produktivitet, tillväxt och arbetstillfällen och att man kostar på fattiga människor och ger dem styrka att bli fullständigt delaktiga i tillväxten. Och för det fjärde, agera internationellt i globala frågor som terrorism, AIDS, finansiell stabilitet, osv. “Och allt detta måste vi göra med utvecklingsländerna vid rodret – där dessa utarbetar egna program och gör egna val.”

Nåja, kanske vi först borde utrota denna sorts intellektuella fattigdom? Det är vid fullföljande av dessa (och andra) målsättningar under de senaste 50 åren som ökande ojämlikheter har skapats. Ända sedan 1950-talet har den globala ekonomiska tillväxten ökat mer än under någon annan period i människans historia utan att minska mänsklighetens grundläggande ojämlikhet i fråga om rikedomar, möjligheter och välfärd. Om dessa saker verkligen fungerade till förmån för hela mänskligheten, skulle inga människor någonstans på jorden mer dö av svält, brist på mediciner, bostäder, utbildning eller rent vatten. Ja, mänskligheten skulle sannerligen för åratal sedan ha firat ankomsten av denna mycket bättre värld som herr Wolfensohn vill ha för framtida generationer! Och inte är det möjligt att se att västvärldens militära och ekonomiska politik respekterar att inhemska rorsmän sitter vid rodret!

Slutligen saknas i herr Wolfensohns artikel varje perspektiv för aktiv handling och strategi. I korthet, vem som skall göra vad, eller avstå från att göra vissa saker, för att röra sig i riktningen att skapa en bättre och säkrare värld. I stället talar han om samtal för en “global koalition” och grundar det på det förfelade men bekväma antagandet att det inte finns några intressekonflikter, inga klasskillnader och att systemet är i grunden bra, bara man rättar till det lite här och lite där för att bistå de fattiga. Det är denna sorts resonemang som gör det omöjligt för amerikanska ledare att fatta något av terrorismens rötter. I själva verket hjälper den terrorismen att tillta.

Att skriva artiklar som denna, tala vid stora möten och ge presskonferenser fungerar antagligen som något slags marknadsföring för berörda organisationer. För den enskilde har det säkert också någon terapeutisk funktion, vilken vi kan tala tyst om. Hur det än är med den saken, så verkar tio års segertåg för västvärlden efter det kalla krigets slut ha undergrävt såväl känslan för kreativ tävlan, angelägenhetsgraden som den intellektuella kvalitetskontrollen. Pseudopolitik får gradvis ersätta demokrati och debatt.

Hör vad M. K. Gandhi en gång sade, inte till Wolfensohn förstås, utan till människor vid makten med samma sinnelag:

“Jag skall ge er en talisman. Närhelst ni känner tvivel eller ert jag blir för mycket för er, då skall ni göra följande prov: Återkalla i minnet ansiktet av den fattigaste och svagaste människa ni har sett och fråga er om den åtgärd ni överväger kommer att bli till någon nytta för honom. Kommer han att vinna något på det? Kommer det att innebära att han återupprättar kontrollen över sitt eget liv och sitt eget öde? Med andra ord, kommer det att leda till Swaraj (självstyre/självtillit) för de hungrande och andligt svältfödda miljonerna? Då kommer ni att finna att era tvivel och ert jag skall smälta undan.”

Funnes det bara en statsman, en affärsman och en president för en ekonomisk institution som hade mod att uttrycka tvivel och låta sitt jag smälta undan i New York, skulle detta Världsekonomiska forum kunna åstadkomma något. Men så blev dt inte?
