PressInfo #179 – Likheter mellan Bush och Husseinoch USA och Irak

President Bush och president Hussein är visserligen olika i många avseenden. Men i detta stycke hemvävda filosofi hävdas att de också uppvisar förvånansvärt många likheter. Bush och Hussein, liksom deras respektive gäng av hurrande supportrar, försöker övertyga oss övriga att de absolut inte har några gemensamma kännetecken. Det är otvivelaktigt en del av (den subbjektiva) sanningen. Men det är aldrig hela sanningen om en konflikt.

Utan att bestrida olikheterna, vill jag med denna artikel belysa likheterna.

Konflikter uppvisar vanligtvis skiljaktigheter mellan parterna. Parterna i en konflikt betonar vanligtvis också hur olika de själva (de goda) är i förhållande till de andra (de onda). Det är således fullständigt normalt att parter som är i konflikt med varandra förnekar att det skulle kunna finnas några likheter mellan “dem” och “oss”! Men de som yrkesmässigt analyserar konflikter vet att ingen konflikt är möjlig om inte också parterna har någonting gemensamt. Två grälande äkta makar kan ha gemensamt att de är gifta eller har barn; de grälar därför att dessa saker är viktiga för dem, därför att den andre är en betydelsefull person i deras liv. Varför skulle de ta till konflikt och ibland även våldsamheter om det som de strider för saknar betydelse? Två länder som strider om kontrollen över samma territorium kan, exempelvis, ha samma intresse av tillgångarna på detta torritorium. Det måste vara tillåtet att tala om dessa saker även om de flesta av oss, inbegripet artikelförfattaren, varken har träffat George W. Bush eller Saddam Hussein personligen. Moderna visuella medier kan vara till stor hjälp när vi försöker analysera deras sätt att vara politiker med mänskliga varelsers egenskaper, men det betyder inte att man bestrider att en forskare skulle känna sig bättre till mods om han eller hon också kunde träffa dem personligen.

Otvivelaktigt är det lätt att se att de är olika. Bush är kristen, Hussein är muslim. Bush har haft kort erfarenhet av att vara president, Hussein har suttit länge. Bushs far är ännu i livet, medan Saddam aldrig kände sin far, som tycks ha försvunnit, dött eller blivit dödad innan Saddam föddes. Bush lever i kärnfamilj, Saddams familj är en utvidgad, klan- eller stambaserad familj.

Men låt oss försöka skissera några av likheterna mellan dem och deras länder.

Likheter mellan Bush och Hussein

1. De är män, Bush föddes 1946, Hussein antingen 1937 eller 1939.

2. Bägge är presidenter på toppen av karriären; livet går troligen utför för dem förr eller senare, snarare förr.

3. De är troligtvis oroade över vilken bild man ska ge av dem i framtida historieböcker.

4. De har barn och äktenskap av lång varaktighet.

5. De tror på den militära styrkan som ett viktigt redskap vid utövningen av sin makt och för att uppnå sin nations mål. De delar filosofin att “makt är rätt”.

6. Deras egna familjemedlemmar är indragna i politiken och de använder sig av det.

7. De kom till makten utan att vara demokratiskt valda.

8. De har en stark tro på att de själva är Goda och att den andre representerar eller själv utgör Ondskan.

9. De är tror att de har något slags mission &endash; nämligen att stå upp för att utrota det Onda.

10. De är politiska fundamentalister i den meningen att de tror att de har 100 procent rätt och den andre 100 procent fel, moraliskt och på andra vis.

11. De är bägge djupt religiösa personligheter. Deras Gud vägleder dem och i krissituationer blir denna Gud, och den mission han anförtrott dem, än mer betydelsefull.

12. En viss grad av machoattityder. Saddam Hussein tycker om att avbildas som fysiskt stark, atletisk och vanligen hanterande svärd, pistoler och gevär. Bush kan inte mäta sig med honom i det avseendet men spelar på att han styr över historiens starkaste militärmakt.

Likheter mellan USA och Irak

1. Monoteism. De baseras på två västerländska religioner som förespråkar att det bara finns en Gud och en Sanning, vilket kan leda till en låg nivå av tolerans mot dem som är olika “gentemot oss”.

2. Militarism. De har militaristiska politiska kulturer. Det ena landet har ett militär-industriellt-vetenskapligt komplex med global utsträckning; det andra har försökt utveckla ett liknande komplex åtminstone på regional nivå.

3. Massförstörelsevapen. Bägge regeringarna tror på utnyttjande av massförstörelsevapen.

4. Accepterande av krig och inblandning. De är benägna att utkämpa krig på andras territorium eller på annat sätt ingripa i främmande länder för att främja olika slags nationella, historiska eller andra intressen och strävanden att utöka det egna landets makt.

5. Civiliseringsmission. De har en klar känsla för civilisatorisk, moralisk överlägsenhet gentemot länder och nationer som antas vara lägre stående.

6. Stormaktsambitioner. Den ena har globala, den andra regionala stormaktsambitioner.

7. Utvalt folk. De är övertygade om att de är en kultur och ett samhälle som utvalts av Gud att spela en särskild roll, en ledarroll, i historien. Den ena vill göra det gentemot andra arabnationer, den andra gentemot västvärlden eller hela världen.

8. Modernisering. De har hög moderniseringsnivå, som uppnåtts genom utbildning och investeringar i modern vetenskap och teknologi.

9. Fascination för västerlandet. Den gäller allt som kommer från västvärlden, inbegripet dess vetenskap och teknologi och modern konsumtion och kulturproduktion.

10. En känsla av att ha sårats &endash; de är som sårade lejon. Amerikanerna känner sig sårade och förödmjukade av 11 september. Irakierna känner sig missförstådda, känner att de behandlas utan respekt och som lägre stående. Västvärlden brydde sig aldrig riktigt om deras lidanden, exempelvis på grund av sanktionerna.

11. Israel. Bägge ser Israel som mycket betydelsefullt i Mellanöstern; USA ser det som en bundsförvant, Irak ser det som en fiende, som det huvudsakliga hotet.

12. Medborgerliga och mänskliga rättigheter. Efter 11 september har de medborgarliga rättigheterna inskränkts betydligt i Förenta staterna. Som aktör inom utrikespolitiken bryr sig Bushregimen mycket lite om folkrätten. Medborgerliga rättigheter har i Iraks politik konsekvent underordnats makt och expansion och folkrätten har ignorerats, exempelvis i det ögonblick Kuweit invaderades.

13. Multikulturella och multietniska. Samtidigt som alla känner till den kulturella mångfalden i Förenta staterna, verkar få vara medvetna om de etniska, religiösa, nationella, klanrelaterade och andra sidorna av det irakiska samhället.

14. Oljan är väsentlig för bägge länderna. Irak behöver oljan för att bli av med sina väldiga skulder och utveckla Irak i framtiden. USA behöver oljan för att bevara sin livsstil; det antyder att USA:s beroende av importerad olja kommer att öka från dryga 50 procent i dag till över 70 procent omkring år 2025.

15. Fåpartisystem.Det finns i grunden två politiska partier i Förenta staterna. I Irak är baathpartiet de facto styrande parti men ett fåtal andra partier existerar faktiskt också. Varken i Irak eller i USA är det lätt att forma nya politiska rörelser och institutionalisera dem, fastän de metoder med vilka grundläggande politiska förändringar förhindras skiljer sig åt.

Alltså, 27 enskilda och kollektiva likheter. Det finns med säkerhet många fler. Hur kommer det sig att man praktiskt taget helt bortser från dem inom politiken och i massmedierna? Skulle skälet kunna vara att vi alltjämt vet för lite om konflikter och metoderna att analysera och förstå dem?

Uppenbara olikheter

Kunskap om den andre. Irakierna vet mycket mer om västvärlden än vi vet om dem. Många talar franska och engelska, har utbildats i väst, tittar på amerikanska filmer på TV varje kväll och har lärt sig om västvärlden i skolan.

Gratis utbildning och hälsovård. Under 1980-talet ombesörjde Iraks regering detta för alla sina medborgare.

Klasser. Förr fanns mycket få fattiga människor i Irak; det fabbs praktiskt taget en enda stor medelklass som byggde på en välfärdsstatsideologi. USA har aldrig betonat sådana rättvisebaserade, socialistiska eller halvsocialistiska principer, inte heller är USA en välfärdsstat.

Civilisationens ålder. Förenta staterna är något av en kortvarig civilisation jämfört med Irak, som grundas på en civilisation som varat i omkring 7 000 år.

De facto militär förmåga och interventionism. USA:s militärutgifter är mer än 300 gånger så stora som Iraks. Och det är USA som nu invaderar Irak, inte tvärtom.

Kort sagt, parterna har många underliggande antaganden, kulturella kännetecken och strävanden gemensamma. De delar fundamentalt betydelsefulla uppfattningar om sig själva och andra. Man skulle kunna säg att de, i ganska stor utsträckning, utgör spegelbilder av varandra. De verkar styrkta när de har en fiende på vilken de, psykologiskt, kan projicera sina egna mörka sidor.
