Iraks arme på pappret,på film -och i verkligheten

Just nu ansamlas de allierades mäktiga arme, sjö och flygstyrkor i länderna och farvattnen runt Irak.

Armeförband har under månader ha tränats för det avgörande slaget. De är väl utrustade och skyddade mot biologiska och kemiska stridsmedel och understödda av pansar och artilleriförband som med sin eldkraft och precision vida överstiger 70 och 80 talets förband. I närliggande farvatten befinner sig hangarfartygsgrupper som med de mest sofistikerade vapensystem kan nå långt in i Irak och nästan på metern när träffa i förhand programmerade mål (när de inte missar). 100 tals strids- och bombflygplan gör sig redo för att återigen bringa ett land i kaos genom förödande bekämpning av strategiska mål d.v.s ledningscentraler, kommunikationscentra, truppkoncentrationer m.m. Olyckligtvis tillhör även kraftförsörjningscentraler, vattendistributionsanläggningar, kanslier och departement samt andra för samhället viktiga tekniska och kommunikativa funktioner de s.k. strategiska målen.

Som i alla krig inleds striderna med en förbekämpning syftande till att bereda mark för armeförband samt att minimera egna förluster.

Totalt kan ca 250.000 man från de allierades sida deltaga i slaget om Iraq och konsekvenserna för befolkningen torde bli än värre än under kriget 1991. Återigen hoppas man på den nuvarande regimens snara fall och då helst redan i inledningsskedet. Samma glädjekalkyl som när man 1991 förutsatte att sanktionerna (vilka nu varat i 12 år) inom ett par år skulle tvinga fram ett regimskifte. Att som våra fölkvalda tro på ett kort och humant krig kan bara uttryckas som lappri. Krig är inte humana och ett kort krig kräver än en mer intensiv förbekämpning.

Det är därför med ett visst svårmod jag betraktar den erbarmligt dåliga krigsfilm som nu för tredje gången visas i den nationella TV kanalen. Svårligen kan jag utröna vilken som är vän eller fiende. Enkla stridscener försöker påvisa en heroism som inte finns hos den försvarande styrkan. Egna och “fiendens” soldater är i princip klädda i uniformsliknande persedlar som dock alla kännetecknas av en sandliknande kulör. Stridsutrustning förutom hjälm och handeldvapen saknas hos det stora flertalet och huvudrollinnehavarens kommunikationsutrustning såg dagen ljus på 60 talet. Handeldvapen utgörs till huvudsak av den ständigt trogna Kalachnikoven med vilket fienden nedmejas i dussintal. Fienden närmar sig försvararens ställningar och filmens hjälte beordrar egna styrkor att genomföra motanfall. En mäktig T-72 (stridsvagn) mullrar saktmodigt över bildrutan och producenten gör sitt yttersta för att visa på den styrka och eldkraft som vagnen inte besitter. En ensam 122 mm artilleripjäs avlossar några granater och segern på stridsfältet är vunnen. Inte är det en övertygande film och det är tveksamt om filmen mäktar med att höja stridsmoralen inom den Irakiska armen.

Inte heller ger det efterföljande reportaget (repris) från Armens Dag några ilningar om militär kraft och beslutsamhet. Bataljons- och kompanienheter marscherar förbi dem klassiska tribunen med några av landets militära ledare som stolt åser denna s.k Fedayeen Saddam brigadens (möjligen Palestina brigaden) förbimarsch. Åldersläget variera från äldre gråhårsmän till unga pojkar som borde befinna sig i skolbänken. En del utan vapen, utan mössa och i vissa fall med tvivelaktig skobeklädnad. Viss enheter marscherar taktfast medan andra har en mer tveksam framryckning – förvisso beroende på bristande resurser, bristande träning eller kanske en kombination av bägge. Men så glimrar det till. I bildrutan väller det fram snörräta kolonner vilka mäktigt och ytterst väldrillat marscher fram under de jättelika korslagna svärden som markerar början på Baghdads paradgata per preference. Delar av en till synes ytterst stridsduglig arme tar sin plats på bildrutan – men endast under några sekunder och det är uppenbart att dessa bilder var från en svunnen tid. Bildsekvenserna är signifikativa enär de klart påvisar skillnaden mellan vad som är och vad som varit.

För att vara en stad under omedelbart hot av en invaderande främmande krigsmakt synes befolkningen helt obekymrad och Baghdad visar inga tecken på ett omedelbart förestående krigshot. Ingen panik, ingen stress och inga krigiska appeller, marscherande soldater eller militära fordonskolonner. I praktiken syns inga som helst förberedelser till att försvara staden. Några luftvärnspjäser av äldre datum står patetiskt grupperade på taken till ett par officiella byggnader och utgör under två veckors vistelse i Baghdad det enda synbara militära förberedelserna inför ett hotande krig. Några kulsprutor skyddar ingången till en byggnad men i övrigt intet. Befolkningen rycker på axlarna med en uppgivenhet som präglas av ett åtta årigt krig (Iran) följt av ytterligare ett krig (Kuwait och Gulfkriget) och därefter 12 års sanktioner. “Våra resurser är slut – vad kan vi göra?” Det dagliga livet pågår som vanligt. Gästerna på kaffet dricker sitt the eller kaffe, samtalen är livliga och President Saddam Hussein krigiska TV-tal uppammar inget intresse. “Ja, vad kan vi göra?”

På pappret mönstrar dock Irak fortfarande en arme med avsevärd slagkraft. Närmare 3.000 stridsvagnar, drygt 2000 artilleripjäser, raketpjäser samt tusentals pansrade trupptransportfordon allt organiserat i ett antal pansar-, mekaniserade- och infanteridivisioner – och givetvis det fruktade Republikanska Gardet. Flygvapnet har en styrka om drygt 300 stridsflygplan samt tillkommer ett luftförsvar med ca 3000 pjäser och ett antal luftvärnsrobotar. Förutom en fregatt och några patrullbåtar finns dock inga sjöstridskrafter av betydelse. Numerärt och på pappret kan således Iraq mobilisera ett försvar på knappt 400.000 man.

Verkligheten är dock en annan. Krigen mot Iran, Iraq och till sist 1991 det mot de allierades formidabla resurser har tagit sin tribut. 12 års sanktioner har därutöver decimerat krigsmaktens resurser. Avsaknad på reservdelar, underhåll och teknisk förnyelse har ytterligare försvagat den militära kapaciteten. Även om armen numerärt visar på en avsevärd styrka befinner sig både vapen och vapensystem decennier efter vad som gäller för modern vapenteknologi. Få stridsvagnar om ens någon kan vinna en duell mot de allierades förband som är utrustade med moderna stridsfordon. Förbanden är dessutom svårt underbemannade och stridsdugligheten kan i vissa fall nedgått med ca 50%. Flygvapnet är en skugga mot sin forna jag och gamla ryska Mig 21,23 kan inte på något sätt mäta sig med de allierades moderna flygstridskrafter. De under fyra år pågående amerikanska och brittiska flyanfallen mot ledningscentra och luftförvarsgrupperingar inom de s.k “no-fly zones” har inte förbättrat situationen. Luftförsvaret har heller inte under de sista fyra åren kunnat betvinga ett enda av de allierade bemannade stridsflygplan som 1000 tals gånger beträtt Irakiskt luftrum.

Kvar står de fruktade massförstörelsevapnen som kan utgöra ett avsevärt hot mot en invaderande arme. Om de finns. Och i vilken omfattning skall de finnas och vilket hot utgör de för att motivera en nästan total förstörelse av en nation?.

Oavsett massförstörelsevapen eller inte har ett krig ekonomiska och social konsekvenser av en dignitet som är svårbestämbar. Efter kriget 1991 fanns i Iraq en reserv.Det fanns ett mänskligt och ekonomiskt kapital som under de första åren efter kriget kunde mobiliseras. Folk överlevde eftersom man fortfarande hade en viss ekonomisk reserv. Infrastrukturen var till stora delar förstörd men kvarvarande delar höll en teknisk standard som underlättade en återuppbyggnad. Undervisning samt sjuk och hälsovård repellerade på tillgängliga resurser och det fanns ett hopp om en framtid där oljan skulle återigen bringa Iraq till ett visst välstånd. 12 års sanktioner har grusat dessa förhoppningar och av de dåvarande ekonomiska och mänskliga reserver finns intet. I stället har man skapat ett land med ett totalt beroende av ett humanitärt hjälpprogram vars kostnad landet själv betalar. I sanning absurt. Ett nytt krig får därför än mer förödande konsekvenser enär det drabbar en svårt sjuk patient och där utgången är mer än oviss.

Detta skall ses mot bakgrunden av kostnaden för ett nytt krig. President Bush har klart uttryckt att Iraq genom sin olja får stå för kostnaderna. Hitintills har officiella siffror mellan 50-100 miljarder USD nämnts medan andra anser summan vara närmare 300 miljarder. Oavsett vilket kommer de ekonomiska konsekvenserna för Iraq att bli förödande. Förutom en dylik kostnad skall Iraq därutöver fortfarande betala för sig eget hjälpprogram (Oil-for-Food), dels kompensationen till Kuwait för kriget 1991 samt skall landet återigen försöka bygga upp den förstörelse som åstadkommes genom ett eventuellt kommande krig. Med andra ord – dör inte patienten av den hårda medicin kriget utgör kommer patienten med säkerhet av avlida på grund av undernäring.

Krig består inte endast av förberedelser och ett genomförande. Är ett krig nödvändigt måste världssamfundet ta på sig dess konsekvenser – inte bara de politiska utan även de ekonomiska och sociala. I detta fall kan de ekonomiska och sociala förändringarna bli så förödande att en nation kan näst intill tvingas upphöra. Återigen framstår Clausewitz berömda tes som det rättesnöre världen behöver – innan man beslutar om krig skall man bestämma vilken slags fred man vill ha.

Mot denna framtidsvy är det ofattbart att irakerna ser så lugnt på tillvaron – det är i sanning fatalism.
